    Good Morning to every one, Honble Chairman of the Session, distinguished luminaries on dais. I am grateful to DG WALMI and Social Sciences faculty who gave me an opportunity to talk about status of PIM in India before this galaxy of knowledgeable persons, PIM activists and experts who have come from all parts of the country. Let us start with posing a simple question . Why PIM is important. I have asked the views from my many colleagues in irrigation department/ WRD/ CAD across the country. Most of them feel that all hype about PIM is because the World Bank or other project funding agencies are pushing it. Or because GoI has decided not to clear any M & M project which does not contain provision for PIM . They also say, WUAs will not succeed in India and will not be able to manage their responsibilities and business as usual with some more funds, more powers to irrigation departments will be a better option. We will explore these opinions also . But before we do it lets have a look at importance of irrigated agriculture sector and major problems in irrigated agriculture sector . We will also discuss why PIM is the best strategy for improved efficiency and productivity of water and how it can be made sucessful

    The paper discusses the linkage of main system management with irrigators through formation of Water User Associations. The paper also discusses the strategies for formation of successful and sustainable WUA's , in the light of past experiences of IMT in India.
