Schools in Peto GP – A Roadmap for Development A Detailed Assessment of the 7 schools in Peto GP and Capturing the Requirements

As per the guidelines of the SAGY programme, human development is one of the 8 key aspects to be considered when preparing the development plan for the GP. The activities specified under Human Development include ensuring access to quality education and good infrastructure in schools in line with the Right of Children to Free and Compulsory Education Rules, 2010. This includes provision for:

Separate and functional toilets (Water Closet and Urinals) for boys, girls and Children With Special Needs (CWSN)

Classroom Furniture (benches for students), table and chair for teachers, Almirah Model Kitchen Sheds with LPG Gas Connection for cooking Mid-Day Meals Pucca Boundary Wall Barrier free access in school premises (ramp) Maintaining Pupil-Teacher Ratio Clean and Safe Drinking Water Facility Well constructed, bright classrooms with electricity and proper ventilation Playfield constructed for children under Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA)

Peto, a Gram Panchayat in Keredari Block, has a total of 7 government schools. Now, one of the most important requirements in Peto is good quality education and proper infrastructure in order to ensure warm and welcoming learning spaces for students and teachers. In fact, in order to become a Model Village, it is imperative that a village has Model Schools and there have been certain circulars and notifications issued by the Ministry of Human Resource Development identifying the need for the same. For instance, the letter number D.O. No. 15-6/2015-Desk (MDM) issued on 6th August 2015 calls for effective implementation of the Mid-Day Meal Scheme (MDMS) across all the schools in the GPs identified by the Members of Parliament and the letter lists down provision for model kitchen-cum-store, water and hand washing facility in the schools. The idea is to create models, which can be replicated by neighboring schools as well. However, as per the assessment done by the Swaniti team across the 7 schools in Peto, all the schools fall short in complying to the provisions listed above and in some schools, the situation is particularly bad.

As the National Curriculum Framework, 2005 states, “The physical environment in which they (the students) go about their tasks must be congenial, providing a level of comfort, and offering a pleasant space to work in. For this, the school must have minimum facilities that include essential furniture, basic amenities (toilets, drinking water) and so on”, it is important to ensure that students and teachers have access to a school environment, which is conducive for learning. Therefore, improving the infrastructure in schools and complying with the specified guidelines under the RTE Act and National Curriculum Framework, 2005 is the need of the hour. It is in this respect that this report seeks to provide a comprehensive assessment of the current situation in all the schools and present a roadmap for developing warm and welcoming learning spaces across all schools in Peto, with an emphasis on not just improving the infrastructure but also the quality of education and making the entire learning experience a pleasant one for students and teachers. Accordingly, a school wise analysis is presented in this document and a list of requirements, as captured based on the demands of the community, teachers and students, is also specified here.

1) UPG P.S. (Nav Prathmik Vidyalaya) Amtiyabad, Bukru DISE Code: 20041105704 UPG P.S. Amtiyabad is a primary school located in Chhotki Bukru (Bukru village) and is well connected to the main road via the road of length 4.4 km from Keredari main road to Aagar Tola constructed under the Rajya Samposhit Gram Sadak Yojana of the Government of Jharkhand.

!

Student Teacher Information: Currently, there are 40 students enrolled in the school across the five classes (class wise breakup given in Table II). All the students belong to households in the locality and the prominent social groups include Kurmi and Mahato. The students get school books and uniform at the starting of the academic year. There are two teachers in the school, which implies that the Pupil-

!Teacher Ratio (PTR) is 20:1, which is better than the prescribed PTR of 30:1, as per the RTE Act, 2009. Nirmal Prasad Yadav is the teacher incharge or acting HM of the school and Sunita Devi has been a teacher in the school since 16.12.2004 and lives nearby.

There are two children with special needs (CWSN) in the school, as per the information received from the school. The two CWSN are: Rita Kumari (daughter of Bhola Mahato) and Jhugli Kumari (d/o Buddhan Mahato).

Classroom Infrastructure: The school building was constructed in 2007-08 and is in a good condition. Prior to that, the school functioned from a temporary building since 2002. There are 2 classrooms in the school and none of the classrooms have benches for the students. Moreover, the classrooms don’t even have a table for the teaching staff. Only one classroom is being used whereas the other classroom remains closed on most days. There is a staff room for the teachers and a separate storeroom, where books and other materials are kept. The school does not have electricity connection and no lights and fans are installed in the classrooms. !

School Facilities: The school doesn’t have any boundary wall, which is needed since there is a large stretch of open land all around the school. There is a kitchen shed for cooking MDM and it is in a good condition. There are 2 Ayyahs – 1 Cook and 1 Helper – and they prepare the meals on a wooden Chulha. The food grains are stored in the storeroom inside the main school building. There is a prayer mandap right next to the kitchen shed.

The school has two toilets, both of which remain locked and are in a dilapidated condition and don’t have water supply. There are no buckets inside the toilets, where water can be filled from the handpump and stored for usage. The children defecate in the open. There is a handpump within the premises of the school but the water is not used for drinking purposes because it has very high Iron content. The Ayyahs get water from a well, which is at a walking distance of 10-15 minutes from the school.

The School Management Committee, also known as Gram Shiksha Samiti has 15 members and their names are displayed on the wall but it is not functional. The members do meet sometime but are not aware about their roles and responsibilities.

2) UPG P.S. (Navsrijit Prathmik Vidyalaya), Bukru DISE Code: 20041108101

The UPG P.S. Bukru is a primary school in Badki Bukru area of Bukru village. The prominent social group in this area is the Yadav.

Student Teacher Information: The school has an enrolled strength of 61 students, across Classes I – V. The students get school books and uniform at the starting of the academic year. The two teachers – Seema Devi and Anita Devi – have been teaching in the school for more than 10 years and are graduates with a B.A. in History (Hons). The PTR is 30.5:1, which is in line with the prescribed PTR of 30:1. There are four children with special needs in the school, as per the information received from the school. The CWSN are: Jagannath Kumar (son of Birju Yadav), Priyanka Kumari and Kundan Kumar (son and d/o Jagdish Yadav) and Rinki Kumari (d/o Aditya Yadav), who has a mild stammering problem.

Classroom Infrastructure: There are two buildings within the school premises – an extremely old building and a double storey building. The double storey building is currently being used and the old building is in disrepair and should be demolished. There are 4 classrooms in the school building, 2 on each floor. The two classrooms on the top floor are not used during the monsoons. The school building suffers from dampness and the staircase to the top floor has not been plastered or painted post construction. The classrooms don’t have furniture for students but there is a table and chair for the teachers. The blackboard in the classrooms on the ground floor is in a very bad condition. The school does not have electricity connection but can get it from the adjoining line. School Facilities: The school doesn’t have any boundary wall, which is an urgent need since the school is located right besides the main road. There is a kitchen shed for cooking MDM. There are 2 Ayyahs – 1 Cook and 1 Helper – and they prepare the meals on a Chulha where coal is used as the fuel. The school has four toilets, located across the main road and all of them remain locked and are in an unusable condition. Drinking water is fetched from the adjacent well. The School Management Committee, also known as Gram Shiksha Samiti has 16 members and their names are displayed on the wall and they hold regular meetings. The school compound has extensive overgrowth and needs to be maintained properly. There is also a structure for inserting a pole, which can be used for flag hoisting. The school also gave a list of requirements (please refer to Annexure D).

3) UPG P.S. (Nav Prathmik Vidyalaya), Purni Peto DISE Code: 20041105702

The UPG P.S. Purni Peto, as the name suggests is located in Purni Peto locality of Peto village and is situated right next to the Rahra Taalab. This is one of the most well-maintained schools in the GP.

Student Teacher Information: There are 46 students in the school and two teachers – Poonam Devi and Niharika Devi, implying a PTR of 23:1, which is in line with the prescribed PTR of 30:1. Niharika Devi is an M.A. in Sanskrit and Poonam Devi is a B.A. in Sanskrit.

!Classroom Infrastructure: There are three` buildings within the school premises – the main building with 2 classrooms, the staff room and the storeroom, the community centre and the new building with 4 classrooms. Currently, the teachers are using the 2 classrooms in the main building, whereas one of the classrooms in the new building has been transformed into a makeshift library. The main building is very well maintained and the exterior walls are painted with important information and school details. The classrooms don’t have furniture for students but there is a table and chair for the teachers. The school does not have electricity connection and has to apply for the same. School Facilities: The school doesn’t have any boundary wall. There is a kitchen shed for cooking MDM. There are 2 Ayyahs – 1 Cook and 1 Helper – who have been appointed by the Gram Sabha. Eggs are also given to the students and during the period of Saawan, students were being given fruits. The school has two toilets, situated behind the main building and both are in usable condition. Drinking water is fetched from the nearby handpump.

There are 15 members in the SMC, who meet on every 2nd Wednesday of the month and are involved in the school management and operations.

4) UPG P.S. (Nav Prathmik Vidyalaya), Chatti Peto DISE Code: 20041105705

Located in Chatti Peto locality in Peto village, the primary school is situated next to the Anganwadi Centre Chatti Peto – 2. The prominent social groups in the locality include Sundi, Bhuyan and Teli. This is the most well maintained school in the GP and Namita Devi, the teacher incharge of the school has taken a lot of efforts to promote hand wash and hygiene in the school as well as ensure clean conditions for cooking MDMs.

Student Teacher Information: There are 66 students in the school and only one teacher – Namita Devi, who is also the teacher incharge of the school. Namita Devi has to manage the teaching as well as administrative affairs of the school. She has a B.A. (Hons.) in Economics. There is an urgent need for posting a teacher to the school. The current PTR of 66:1 is way above the prescribed norm of 30:1, as per the RTE Act, 2009. All students receive books and uniforms at the beginning of the academic year.

There is a very well maintained kitchen shed for cooking MDM. There are 2 Ayyahs – 1 Cook and 1 Helper, who told us that they get ration on time. The school has two toilets, one for boys and one for girls and both the toilets have a bucket of water and hand sanitizer. Water is drawn from the handpump installed above the dug well (PHED).

There are 15 members in the SMC, who meet on every 2nd Wednesday of the month and are involved in the school management and operations.

5) Middle School (Rajkiya Madhyamik Vidyalaya), Peto DISE Code: 20041105703

The Middle School, Peto was established in 1956 and is the biggest school in the GP and has a total of 444 students across the 8 classes i.e. Class I – VIII. There is no all-weather road connectivity to the school.

Student Teacher Information: There are 444 students in the school and eleven teachers implying a PTR of 40:1, which is much higher than the prescribed norm of 35:1 for middle schools. There are 8 sanctioned posts for government teachers in the school, out of which only 4 are in position. There are 7 other para teachers in the school and Mukesh Kumar, a M.A. (Hons.) in Political Science is the headmaster. Hindi, Maths, English, Science, Sanskrit and Social Studies are the subjects taught in the

!school. There are no special teachers for any of the subjects. For instance, there is an Urdu teacher, who teaches Social Studies in the school. There are two CWSN students: Sarita Kumari, a student of class 8th and another, a male student in Class 4th. All the students are given textbooks and uniforms.

According to MR. Rameshwar Ram, teacher in the school, there are no dropout cases and all students go to High School Keredari for further education. The High School

Classroom Infrastructure: There are multiple buildings in the school and a total of 9 operational classrooms. There are two defunct buildings inside the school compound, which can be demolished since they are not used for any purpose. There is an office room and a storeroom as well. Only one classroom i.e. the one where Class VII B is going on has furniture for students. There is an under construction building to replace the existing classrooms, where students of Classes III and IV are studying. School Facilities: The school has a pucca boundary wall and an entrance gate. There is a proper kitchen shed for cooking MDM and there are 2 Ayyahs – 1 Cook and 1 Helper. There is no LPG connection in the kitchen shed and the food is cooked on a chulha. The school has four toilets – 2 urinals and 2 latrines - two for boys and two for girls. The toilets have proper water supply from the well inside the school compound.

Water used for drinking and domestic purposes is drawn from the well located adjacent to the kitchen shed. However, there is another well inside the school compound, which is uncovered and extremely dirty. The same should be maintained.

The school does not have electricity connection and there are no computer labs or science labs in the school. The school does have a small library with less than 100 books and it is important to encourage formation of active Reading Club and Eco Club in the school. There is no playground in the school and the school does not have any sports equipment as well.

There are 15 members in the SMC and they are not actively involved in the school management and operations.

6) UPG P.S., Badkitand, Bhadaikhap Village

The UPG P.S., Badkitand is located in Badkitand locality of Bhadaikhap village in the GP. The school does not have any proper road connectivity and one has to take a kuccha road from the main road to reach the school. Badkitand is a Harijan Mohalla and all the households belong to the Bhuyan group.

Student Teacher Information: There are 63 students in the school and two teachers – Sushma Mishra and Mahendra Dhobi, implying a PTR of 31.5:1, which is in line with the prescribed PTR of 30:1.

!One CWSN student in the school – Nagina Ram (d/o Pacchal Ram), who is visually impaired and doesn’t come to school. She is given school books and uniform though.

NTPC also installed 10 portable toilets, which lie unused and remain locked. These 10 toilets have been installed behind the school building adjacent to the kitchen shed. The handpump is not working and they take water from Jhari Bhuyan’s well, which has been dug up by PHED.

7) Middle School, Bhadaikhap DISE Code: 20041105601

The MS Bhadaikhap is situated right besides the main Hazaribagh – Tandwa road, opposite the Satichura drinking water well and close to the Community Centre built by NTPC at Bhadaikhap.

Student Teacher Information: There are 109 students in the school (60 girls and 49 boys) and three teachers – Parmeshwar Mehta (Teacher incharge), Nageshwar Tiwari (9955389622) and Prabhat Kesari Misra, implying a PTR of 36.3:1, which is almost in line with the prescribed norm of 35:1 for middle schools. When the team visited the school at 2 pm, the teachers were not available in school.

Classroom Infrastructure: There are three buildings in the school with a total of 9 classrooms. The first building has two classrooms where classes of primary students take place. Classes 1st, 2nd and 3rd study in one room and Classes 4th and 5th in another. The second building also has two classrooms, which are used for students of classes 6th, 7th, and 8th. Though the classrooms in the second building have furniture, it is still not enough to seat all the students. The third building, which was built when the school was upgraded, has 5 classrooms (three on the ground floor, two on the first floor). Though this building is latest in terms of construction, it is still not in use.

School Facilities: There are a total of 6 toilets in the school, 4 adjacent to the first building and 2 next to the third building. Despite having so many toilets, none of them were in working condition. When the teacher was questioned about this, he expressed it was not his job to look after the condition of the toilets or to make sure that enough water supply is available. Though not justified in his behavior, one of the major concerns as raised by the teacher is the supply of water. Due to the location of the school, fetching water even from the closest well is not an easy task. Thus, it would be important to look into this matter when planning suitable interventions for the school. Also, as the school is situated right on the main road, it is imperative to have a boundary wall around it. Currently, no such fencing is there. Other than this the school did have a proper kitchen shed for cooking MDM, however there is no LPG connection and the food is cooked on a chulha.

Annexure C – Condition of Toilets in Schools

Condition of Toilets in Middle School, Bhadaikhap: There are 6 toilets in the school. None of the toilets are in a usable condition and both boys and girls are forced to defecate in the open. Despite the fact that the toilets are newly constructed, they have not been maintained properly and don’t have water supply, soaps or bucket for storing water. The problem is compounded by the fact that water is a major issue in the area and the nearest handpump is not within the school compound. Ensuring that the toilets in the school are in a working condition is an urgent need. One of the toilets is even used a storage area for coal.
