ADMINISTRATIVE REPORT

OF THE HAJ COMMITTEE OF INDIA FOR THE YEAR 2013-14

(1st April, 2013 to 31st March, 2014 in accordance with the provisions contained in Rule 28(1) of the Haj Committee Rules, 2002)

I. 1. The Haj Committee Act, 2002 (No.35 of 2002) came into force w.e.f. 5th December, 2002

vide Notification No. M(Haj)-1181/33/99 dated 5th December, 2002.

2. The composition of Haj Committee of India constituted under the Haj Committee Act,

2002 (No.35 of 2002), notified vide Notification No. M(Haj)-1183/60/2012 dated 6th May, 2013 is as under:-

II ESTABLISHMENT:

1. Dr. S. Shakir Hussain, IRS continued till 29th June, 2013 as Chief Executive Officer, HCoI. 2. Mr. Ataur Rahman, IRS, Additional Commissioner, Directorate General of Vigilance,

Customs and Central Excise, West Zonal Unit, Mumbai was appointed as new Chief Executive Officer, HCoI, on deputation, vide Ministry of External Affairs letter No.M(Haj)/1181/7/2006 dated 06.06.2013. He has joined HCoI w.e.f. 18th June, 2013 and taken over the charge from his predecessor on 29th June, 2013.

3. Mr. Mahaboob Khan Pathan, appointed vide Ministry of External Affairs letter No.M(Haj)/1181/7/2012 dated 21.05.2012, continued as Deputy Chief Executive Officer (Administration), HCoI.

3 4. Mr. Khalid B. Arab was appointed as Deputy Chief Executive Officer (Operation), HCoI

vide Ministry of External Affairs letter No.M(Haj)/1181/7/2012 dated 29.05.2013 and he joined on 26.06.2013.

5. The post of Dy. Chief Executive Officer (Accounts), HCoI has remained vacant and was

held as additional charge by Mr. Mahaboob Khan Pathan, Deputy Chief Executive Officer (Administration) during the period under report.

6. The list of the employees of Haj Committee of India is enclosed herewith at Annexure-I.

HAJ ACTIVITIES DURING F.Y. 2013-2014

The activities during Financial Year 2013-2014 were partly related to Haj-2013 (between the period 01.04.2013 to 31.12.2013) and Haj-2014 (between the period 01.01.2014 to 31.03.2014).

III. MEETINGS 1. After the completion of the tenure of the last Committee on 11.01.2013, the new

Committee was constituted vide Notification No.M(Haj)1183/60/2012 dated 6th May, 2013. With effect from the date of constitution of the new Committee till 31.03.2014, four (4) meetings of the Haj Committee of India were held during 2013-14, of which three (3) meetings were held for Haj-2013 on the dates indicated below under the provisions of Section 10(1) of the Haj Committee Act, 2002 (No.35 of 2002) :-

IV. HAJ POLICY 2013-2017 The Haj Policy has been prepared with approval of the Government, keeping in view the judgement of the Hon’ble Supreme Court delivered on the 16th April, 2013 in the Special Leave Petition No.28609 of 2011. The following Haj Policy has been finalized for Haj 2013-2017:-

I. Division of Hajj Seats between HCOI & PTOs

Government of India (GOI) and the Kingdom of Saudi Arabia (KSA) sign a Hajj Agreement every year in which the number of hajj seats allocated to India is incorporated. The bilateral meeting held on March 16, 2013 had specified 170,025 seats for India for Hajj 2013 with 125,025 seats for Hajj Committee of India (HCOI) and 45,000 for Private Tour Operators (PTOs).

II. Once in a Life Time Hajj through HCOI

Those who have performed Hajj earlier through HCOI will not be eligible to apply. In the case of “Mehrams” for lady pilgrims and of companions accompanying pilgrims over 70 years of age, repeaters will be allowed on payment of full air fare (without travel subsidy). A lady pilgrim utilizing the service of a Repeater as “Mehram” must give an affidavit to the effect that no first time “Mehram” is available in the family. The 70+ pilgrim also must give a similar affidavit in support of his/her accompanying pilgrim.

5 III. Availability of Hajj Application Forms (HAFs)

The Hajj Application Forms (HAFs) can be obtained from the State/Union Territory Hajj Committee free of cost or can be downloaded from the website www.hajcommittee.com. Photo copies can also be used.

IV. Eligibility for Hajj Any Muslim citizen of India can apply for Hajj Pilgrimage except: a) Persons not in possession of valid International Passports as per HCOI guidelines. b) Ban on Repeaters: A person who has performed Hajj earlier in his life through HCOI except permitted categories of Mehrams and those accompanying a 70+ pilgrim on the basis of appropriate affidavits. c) Any person found to have furnished false information and concealed the fact of having performed Hajj earlier shall not be allowed to proceed for Hajj. In such cases, he/she will be disqualified at any stage and off-loaded even at the Embarkation Point. The entire amount deposited by him/her shall also be forfeited. Besides, he/she may be prosecuted for making incorrect / false declaration. This restriction will apply also for Hajj-e-Badal pilgrims. d) Persons suffering from Polio, tuberculosis, congestive cardiac & respiratory ailment, acute coronary insufficiency, coronary thrombosis, mental disorder, infectious leprosy, AIDS or any other communicable disability or handicapped. e) Ladies not accompanied by Sharai Mehram. f) Ladies in the advanced stage of pregnancy. g) Persons who are crippled, handicapped, lunatic or otherwise physically incapacitated or suffering from amputation of legs. h) Those who do not have the mental and physical health to perform the pilgrimage. i) Those suffering from any disease communicable or otherwise or disability or mental disorder whatsoever, which might impede or jeopardize Hajj program. j) Those person against whom any Court order prohibiting travel abroad exists.

V. Ladies to be accompanied with their Mehrams

The Ministry of Hajj, KSA does not allow the ladies to come except accompanied with their Mehrams. This requirement is imposed by the Islamic Shariah and applicable to all ladies from all countries of the world.

VI. International Passport

The Kingdom of Saudi Arabia has intimated that Hajj Visa will be endorsed on valid International Passport only. Hence, every applicant must have International Passport issued as per the guidelines issued by HCOI before each Hajj.

VII. Application in Duplicate

The average size of a cover is three persons (3). Hence, HCOI has printed Hajj Application set with 6 application forms for use by a cover size of Three Applicants. If the cover contains more than three applicants then another set of application form must be filled and attached together. The cover head shall make a cover of all the applicants and submit it to the State/Union Territory Hajj Committee. Application for each Pilgrim should be filled in duplicate. The cover head must necessarily be a male adult.

6 VIII. Cover Size

The maximum size of the cover shall be 5 (Five) adults + 2 (two) infants only. The minimum size of cover is one. For example for 5 adult + 2 infant pilgrims, 14 applications have to be filled. One set of seven applications is meant for State/Union Territory Hajj Committee and another set of seven for HCOI, Mumbai. Infants: Children who would complete 2 years of age by the date of arrival of the last inward Hajj Charter Flight which will be specified by HCOI. Infant travel is not free of cost. 10% of full airfare (decided by Ministry of Civil Aviation) will be charged which will be communicated in due course. Child: An Applicant above 2 years of age will be charged as an adult Pilgrim and full amount of airfare and Hajj Amount has to be paid by them accordingly.

IX. Composition of Cover – only Family Members & Near Relatives

A maximum number of five (5) applicants comprising the family members or near relatives can apply in a single cover. The head of the cover shall be responsible for payment for the persons included in the cover. Under no circumstances, persons other than family and near relatives should be included in the cover. It is in the interest of Pilgrims to ensure that only family members having blood relation or near relatives are included in the cover. The accommodation status in respect of all pilgrims under one cover should be the same. In no case a cover shall be split. In case a few Pilgrims under one cover intend to pre pone/postpone the date of flight it would not be permitted. The Pilgrims of the Cover will travel together and stay together. If the head of cover himself cancels his application for Hajj pilgrimage, he should indicate the name of another person from among Male Members of such cover, as the head of the particular cover. If a Male applicant, who is Mehram of the Female applicant of cover, cancels his application for Hajj pilgrimage, he must indicate the name of the other applicant from among the Male Members of the cover as “Mehram” along with his relation with the female applicant(s) of that cover. Otherwise application(s) of the female applicant(s) shall also be treated as cancelled. Change of Mehram is allowed only in specific cases on account of death/medical grounds.

X. Affidavit for Reserved Category

Applicants opting for Reserved Category shall submit an affidavit in the prescribed format. If the affidavit is not enclosed or found incomplete or not in the format given, the Hajj application shall be summarily rejected.

XI. Affidavit for General Category

In view of the “once in a life time Hajj through HCOI” policy, all general category pilgrims shall submit an affidavit in the given format. Affidavit should be in English only. If the affidavit is not enclosed or found incomplete or not in the format given, Haj Application shall be summarily rejected.

7 XII. Order of Priority While allotting seats of each state, the order of priority will be:

1) 70+ Category, 2) Forth (4th) Timers, 3) General Category

XIII. Reserved Category

Keeping in view the continuously increasing number of Hajj Applications every year in general and particularly under Reserved Categories, HCOI has decided that Hajj 2012 onwards, Reserved Category status shall be given only to applicants (including companions) who have not performed Hajj in their entire life time either through HCOI or a private tour operator or any other means. This applies to A & B categories mentioned below. In case more Hajj application are received in any reserved Category than the allotted quota of their State/UT, a Qurrah (draw of lots) will be conducted among the Reserved Categories as per the principles laid down under the Qurrah section. In such a situation, an applicant cannot claim Reserved Category status as a matter of right. The Reserved Category applicants shall submit an affidavit in the given format (in English only) on Rs.10/- stamp paper duly notarized. Categories A & B will be registered finally under reserved category for Hajj only after verification by SHC/UTHC and HCOI of the details and documents etc furnished by the applicant.

XIV. Reserved Category A – 70+ Applicants

Important Note: In view of the hardships faced by the single 70+ pilgrims in KSA during Hajj, HCOI has decided that companion is a must for 70+ pilgrims and no 70+ pilgrim will be registered as a lone member under reserved category. The Pilgrims of 70 years and above will be registered under Reserved Category, subject to the following conditions:- (a) Applicant who completes 70 years or more as on the specified date. (b) One companion is a must for 70+ pilgrims and no 70+ pilgrim alone will be registered under reserved category. (c) Only one companion is allowed who should be immediate relative namely Husband / Wife / Brother / Sister / Son/ Daughter / Son-in-law / Daughter-in-law, Grand Son / Grand Daughter and Nephew / Niece. No other relation will be allowed to travel as companion. Neither the 70+ pilgrim nor the companion will be allowed to travel alone.

XV. Reserved Category B – 4th Time Applicants

The applications of those pilgrims whose application have been rejected continuously for the last three (3) years or who could not proceed for Hajj during those three years, will be registered under the reserved category. In order to get the benefit of this scheme during Hajj of any year, the applicant along with co-pilgrims must indicate the cover number of the last three years (without which the application will be treated as fresh cover) under this category in the relevant column. The applicants who have been applying continuously since last three years will be registered under reserved category provided they apply for Hajj (without including any fresh applicant).

8 XVI. Quota The Quota of HCOI and Government Quota are fixed in advance. After

deducting the Government Reserved Quota of the year, remaining seats are distributed among 35 States/Union Territories proportionate to the Muslim Population as per latest census figures. Government Quota can be released only to those pilgrims who have participated in the “Qurrah” but have not been successful and possess a cover number as proof of participation in the Qurrah. Important Note: If the number of HAFs received by the State/Union Territory Hajj Committee is less than the Quota, such excess quota shall stand surrendered to the HCOI, to be redistributed among the State/UTs with applications in excess of Quota allotted to them, proportionate to their Muslim population.

XVII. Qurrah Computerized draw of lots shall be conducted in the State/UT (which receives Hajj Applications in excess of the allocated quota) to provisionally select Pilgrims under the supervision of HCOI. The date of Qurrah and other details shall be intimated by the concerned State/UT Hajj Committee through press/electronic media. The provisionally selected Pilgrims shall be intimated of their selection by the State/UT Hajj Committee. All State/UT Hajj Committees are advised to publish the list of selected pilgrims in local news paper and electronic media widely immediately after Qurrah. They may also use other faster means of communications available like SMS alert etc.

XVIII. Principles of Qurrah (Draw of Lots)

The order of priority for confirming the seats in a state is as under:- 1) 70+ Category, 2) Fourth (4th) Timers, 3) General Category.

(a) If the applications under the Reserved Category are more than the quota of the State, then the qurrah will be held within the Reserved category as per the condition below:- (i) First preference among the Reserved Category will be given to the pilgrims of 70+ Category. After exhaustion of 70+ Category the qurrah will be conducted State wise amongst fourth (4th) time applicants for the remaining seats. (ii) The remaining applicants of Reserved Category (Fourth timers) will be put under Reserved Waiting list (RWL). (iii) The General waiting list (GWL) will be prepared for all the left out General category pilgrims by computerized draw of lots State wise. (iv) In case there will be two waiting lists viz. RWL and GWL, the applicants from RWL will be given confirmed status first followed by GWL against any future available seats. If any RWL pilgrims remain to be confirmed for want of seats in any Hajj year, they will be given confirmed status in ensuing Haj, if they apply for Haj during that year also.

(v) If applications of 70+ category are received more than the quota, then Qurrah will be conducted State wise amongst the 70+ category and remaining applications of 70+ category will be put under 1st RWL. The Fourth time applicants will be put under 2nd RWL & other general category applicants will be put under General Waiting-list i.e. GWL by conducting Qurrah separately.

b) If the applications under Reserved Category are less than the quota, after allotting seats to both the Reserved Categories, Qurrah will be conducted amongst General category for the remaining quota and the rest will be put under GWL as mentioned below. c) If the applications under Reserved Category are equal to the quota of a particular State, the entire quota will be utilized for both the Reserved categories and all other general category applications will be put under General Waiting-list (GWL) as mentioned below.

XIX. Government Quota

GOI will retain 500 seats under Government discretionary quota comprising: 1) 200 seats for HCOI 2) 300 for GOI : (a) Hon’ble President 100 (b) Hon’ble Prime Minister 75 (c) Hon’ble Vice-President 75 (d) Hon’ble External Affairs Minister 50 Government Quota can be released only to those pilgrims who have participated in the “Qurrah” but have not been successful and possess a cover number as proof of participation in the Qurrah.

XX. General Wait List

A separate Qurrah (draw of lost) of non selected covers shall be held State-wise/UT-wise in the State/UT which receives Hajj applications in excess of their quota to allocate wait list number to all such covers. The confirmation of seats in respect of wait listed pilgrims shall be communicated by the respective State/UT Hajj Committee as and when vacancy arises due to cancellation of journey by the selected pilgrims. If the selected pilgrim wants to cancel the journey on any ground he should submit a cancellation letter to concerned State/UT Hajj Committee. The State/UT Hajj Committee should mark the cancellation and select the wait listed pilgrim as per serial number on the basis of first cancelled seat to the first wait list applicant. No jumping of the wait list shall be allowed. Once cancellation is marked, it will not be revoked on any ground. The wait-listed pilgrims should remain in touch with HCOI, State/UT Hajj Committee about factual position of their seats.

10 XXI. Rules of Cancellations and Refunds

Cancellations only on the ground of death or serious ailment of the person concerned will be allowed. In case of Cancellation on any other ground, specific penalties will be imposed as per guidelines and amendments thereto by HCOI.

XXII. Payments by pilgrims

All provisionally selected pilgrims will be allotted a unique bank reference number which must be quoted compulsorily for depositing advance and balance Haj Amount in the State bank of India through core banking system.

XXIII. Cancellation If the selected pilgrim wants to cancel the journey on any ground he should submit a cancellation letter to concerned State/UT Hajj Committee. If the applicant fails to submit either passport or payment or both within the due dates, the selection of the pilgrim will be summarily cancelled.

XXIV. Accommodation As per Saudi Regulations, accommodation has to be arranged for the Pilgrims in advance through the Consulate General of India, Jeddah. The approach to majority of buildings is through elevated roads due to the topography of Makkah. The space entitlement per Pilgrim is 4 sq. meters. There are two Categories of accommodation in Makkah, depending upon distance from the outer periphery of Haram Sharief. The Pilgrims are required to indicate their option in the Hajj Application Form. The option once exercised shall be final and irrevocable. In case of non availability of accommodation units in specified categories as per demand, alternative category of accommodation shall be allotted.

XXV. Qurrah for Accommodation

The allotment of accommodation will depend upon the availability of units in a particular category. In case there are more applications for a particular category than the units available, allotment shall be made through Qurrah on the basis of actual availability. Preference will be given to 70+ pilgrims (along with companion) first.

XXVI. Medical Screening and Fitness Certificate for every Applicant

Medical check-up report of the pilgrims is mandatory. In order to ensure that only healthy pilgrims proceed for Hajj, a two step medical screening has been introduced one at the application stage (on the reverse of the Hajj application) and another of the selected pilgrims at the Embarkation stage. Every applicant should fill in the medical history, get examined and obtain Medical Screening and Fitness Certificate from a registered Medical Practitioner preferably allopathic / Government Doctor on the reverse of his/her Hajj Application.

XXVII. Health and Training(HAT) Card for Selected Pilgrims only

Every selected pilgrim shall obtain Health and Training (HAT) Card and Hajj Guide from the State/Union Territory Hajj Committee upon submission of passport and pay-in-slip for advance Haj amount.

11 XXVIII. Vaccination Certificate: Inoculation of Meningitis / Quadruple Inoculation (Acyw135)

All selected Pilgrims (2 years above pilgrims) are required to possess a certificate of inoculation of single dose of cerebrospinal Meningitis vaccine. Pilgrims, therefore, must get themselves inoculated against Meningitis and obtain vaccination certificate on the Health and Training (HAT) Card before proceeding for the Embarkation Point. The certificate should be signed by District Health Officer. Incomplete and bogus certificates shall not be entertained. Arrangements are made every year at the Hajj House for inoculation and issue of the certificate to individual Pilgrims after getting them examined by the Medical Officer. Similarly, the State/UT Hajj Committee and District Administration make such arrangements for inoculation of the Pilgrims in their respective State/UTs throughout the country.

XXIX. Oral Polio Vaccination

It is mandatory to give Oral Polio Vaccine to all pilgrims six weeks before start of the Hajj journey and obtain the Oral Polio Vaccine certificate from the concerned health authorities on the Health and Training (HAT) Card. They will be given another dose of Oral Polio Vaccine at the time of their disembarkation in the Kingdom.

XXX. Embarkation Points

Embarkation Point is decided on the basis of present residential address given in the Hajj Application Form and not on the address mentioned in the passport. The Pilgrims are compulsorily required to travel from their natural zone-wise Embarkation Points as given below. No change of Embarkation Point is permitted. Embarkation Point will also be the Disembarkation point for the return journey. 1.Ahmedabad, 2.Aurangabad, 3.Bangaluru, 4.Bhopal, 5.Calicut, 6.Chennai, 7.Gaya, 8.Guwahati, 9.Goa, 10.Hyderabad, 11.Indore, 12.Jaipur, 13.Kolkata, 14.Lucknow, 15.Mangalore, 16.Mumbai, 17.Nagpur, 18.New Delhi, 19.Ranchi, 20.Srinagar, 21.Varanasi.

XXXI. Duration of Stay in the Kingdom of Saudi Arabia

The duration of stay of pilgrims may be 30 to 40 days and may vary as per schedule provided by the airlines and approved by General Authority of Civil Aviation, Kingdom of Saudi Arabia. Accommodation units in Makkah Mukarramah are hired for the entire Hajj season. Buildings are not hired on daily rental basis. The rate charged is for the entire Hajj season irrespective of the duration of stay. Hence all pilgrims are charged uniformly. Therefore, no Pilgrim is entitled for any refund based on the duration of stay.

XXXII. In case of Death

In case of death, due to natural causes or accident during the Hajj period, burial rituals may be performed as per prevailing practice in Kingdom of Saudi Arabia. The original Death Certificate is directly, sent to next of kin of deceased Pilgrim by Consulate General of India (CGI), Jeddah, after completion of Hajj season.

12 XXXIII. Legal Status of the Pilgrim

Haj Committee of India, constituted under the Act of Parliament (No.35 of 2002) renders service to Pilgrims without any consideration. HCOI works on “no profit no loss” basis. It collects from Pilgrims the exact amount required for payment of various facilities and services to the concerned agencies. Nothing extra is being charged from the pilgrims except the Miscellaneous dues towards Administrative Expenses including dues of the State/UT Hajj Committees as provided in the Guidelines. HCOI, as such, does not come under the purview of Consumer Protection Act, 1986. The Pilgrims, therefore, cannot claim any compensation against HCOI under Consumer Protection Act or under any other law for the time being in force for any deficiency in the service rendered and/or any act of commission and/or omission beyond the control of HCOI.

XXXIV. Khadim-ul- Hujjaj

Ministry of External Affairs sets apart 417 seats to send Khadim-ul-Hujjaj from all States/ UTs in the ratio of 1:300 pilgrims to help and assist the Consulate General of India in Jeddah in looking after the welfare of Indian Hajj pilgrims in an organized manner. The KH should be Government servants (selected by the SHC/UTHCs as per the norms laid down by the MEA) approved by the MEA. The Hon’ble Supreme Court of India vide its judgment dated 16.4.2012 has barred all the Courts / Authorities from interfering with the process of Haj.

V. HAJ APPLICATION FORMS FOR HAJ- 2013 1. The Haj Application forms and Guidelines for Haj in three languages Hindi, Urdu and

English for Haj 1434 (H) – 2013 (A.D.) were supplied free of cost through 30 States / Union Territory Haj Committees. For the convenience of Haj Pilgrims, the Haj Application Form was also displayed on the website of Haj Committee of India. The Pilgrims were given the facility to down-load the same and submit it after filling it up properly. In order to simplify the procedures and reduce paper work of the Hajis, one single Form (in duplicate – one remains with State Haj Committee and one for Haj Committee of India) was used for Haj–2013.

2. The Kingdom of Saudi Arabia has made International Passport mandatory for every Haj Pilgrims. As in the previous year for Haj-2013, the Haj Application Form was accepted only with original/photocopy of valid International Passport with validity at least up to 31.03.2014.

3. The Pilgrims were asked to submit photo copy of their cancelled blank cheque to facilitate

refund, if any, by electronic transfer (RTGS/NEFT).

4. Order of Priority: While allotting seats of each state, the order of priority was given as under:-

1) 70+Category. 2) Fourth (4th) Timers. 3) General Category.

RESERVED CATEGORY:- Since Haj-2012 the Reserved Category status is given only to the applicants (including companions) who have not performed Haj in their entire life time either through Haj Committee of India or Private Tour Operator or any other means. This applies to a & b categories mentioned below:- In case Reserved Category Haj Applications received are more than the allotted quota of a state then qurrah (draw of lots) will be conducted among the Reserved Categories as per the principles laid down. In such situation applicant cannot claim Reserved Category status as a matter of right. a) 70 + CATEGORY:-

The Pilgrims of 70 years and above were registered under Reserved Category, subject to the following conditions:-

i) Applicant who completed 70 years of age as on 31st January 2013 or above were

entitled for reserved category. ii) Only one companion was allowed who has to be an immediate relative i.e.,

husband / wife, son / daughter, son-in-law / daughter-in-law / brother / sister / grand-son / grand-daughter / nephew / niece. If there was no relative as mentioned, he was allowed to travel single in general category.

iii) No companion was allowed to travel alone, if 70 + pilgrim has cancelled his/her journey.

b) FOURTH TIME APPLICANTS:

The applications of those pilgrims whose applications have been rejected continuously for last three (3) years or who could not proceed for Haj during Haj 2010, 2011 and 2012 were registered under Reserved Category. In order to get the benefit of this scheme during Haj 2013, the applicant along with co-pilgrim had to indicate the cover number of the last three years (without which the application would be treated as fresh) under this category in the relevant column. The applicants who have applied continuously since last three years were registered under reserved category provided they had applied for Haj-2013 without including any fresh applicant.

VI. DISTRIBUTION OF QUOTA 1. The applications were received by the State/UT Haj Committees initially from 18.01.2013

to 20.03.2013 which was extended upto 30.03.2013. Total 2,98,235 Haj Application Forms were received. The initial quota allotted to the Haj Committee of India i.e. 1,19,000 was distributed among various States / U.T. Haj Committees on the basis of Muslim population of the respective State / U.T. Haj Committees based on census 2001. The additional quota of 4908 was allotted to Haj Committee of India by the Ministry of External Affairs which was also distributed among the States / U.T. Haj Committee. Thus, during Haj-2013 initially the quota of 123908 (119000 + 4908) was allotted to Haj Committee of India

(Annexure-II).

2. Later on, Government of Saudi Arabia imposed a reduction of 20% from the quota of all countries. On persistent demand of Haj Committee of India, the Ministry of External Affairs agreed not to impose the full 20% reduction on the quota of Haj Committee of India as the qurrah and selection of pilgrims was already completed. The Ministry restricted the reduction to 3605 cancellation seats from the original quota. Thus, the revised quota was

120303 (123908 – 3605). Besides, the 500 seats of Government Quota (GQ), 417 seats under Khadimul Hujjaj (KH) and 200 seats for Mehram were retained, as such. The revised total quota was (120303 + 500 + 417 + 200) = 121420. The details have been indicated in

the statement enclosed (Charts attached as Annexure-III).

15 VII. QURRAH (DRAW OF LOTS) . Qurrah (draw of lots) was conducted from 18.04.2013 to 26.04.2013 across various States

/ U.T. Haj Committees on their requests. However Qurrah was not conducted in Assam, Bihar, Jharkhand, Tripura & West Bengal being under–quota states i.e. the number of their applicants was less than their quota. Their surplus seats were redistributed among the other states as per Muslim population of 2001 census. Chart indicating dates of Qurrah conducted is attached as Annexure-IV.

(A) QURRAH: 1. In order to provisionally select the Pilgrims, computerized draw of lots was conducted in

the State / Union Territory Haj Committees which received Haj Applications in excess of their quota. The date of Qurrah and other details were intimated to the concerned

State/Union Territory Haj Committees who publicised it through press / electronic media. The provisionally selected Pilgrims were intimated about their selection by the respective State/Union Territory Haj Committees.

2. All the Pilgrims selected in qurrah were asked to remit their air fare and balance foreign

exchange amount using the bank reference number through Core Banking system, according to their accommodation Category.

3. This year also the data was transferred to SBI for generating the Bank Reference Number

against each cover for payment through Core Banking system. Bank Reference Numbers were incorporated in HCoI system and accordingly Pilgrims were informed their Bank Reference Number for remittance of payment. The Bank reference number was simplified from Haj-2013 onwards

16 (B) PRINCIPLES OF QURRAH (Draw of lots): The order of priority for confirming the seats:

1) 70+Category, 2) Fourth (4th) Timers, 3) General Category.

a) If the applications under the Reserved Category would have been more than the

quota of a State / U.T. Haj Committee, then qurrah was to be held within the Reserved Category as per the following conditions :-

i. First preference among the Reserved Category was given to the pilgrims of 70+category. After exhaustion of 70+Category, the qurrah

was conducted State-wise amongst fourth (4th) time applicants for the remaining seats.

ii. The remaining applicants of Reserved Category (Fourth timers) would

have been under Reserved waiting–list = RWL.

iii. The General waiting list (GWL) prepared for all the left out General category pilgrims by computerized draw of lots State wise registered with State Haj Committees / Union Territory HCs.

iv. In that case there were two waiting lists viz. One RWL and second

GWL. The applicants from RWL got first confirmed status followed by GWL against any future available seats. If any RWL pilgrim would have remained to be confirmed for want of seats, then they would have been given confirmed status first for Haj 2014, if they may apply for Haj 2014.

v. If applications of 70+ category would have been received more than the quota, then qurrah shall have been conducted State wise amongst the 70+category and remaining applications of 70+category would have been put under 1st RWL and the Fourth time applicants under General Waiting-list i.e. GWL by conducting Qurrah separately.

b) If the applications under Reserved Category would have been received less than the quota, then after allotment of seats to both the Reserved Categories, qurrah was to be conducted amongst General Category for remaining quota and the rest to be put under General Waiting-list-GWL as mentioned below at “C”.

c) If the applications under Reserved Category were equal to the quota of a particular State, then the entire quota were to be utilized for both the Reserved Categories and all other general category applications would have been put under General Waiting-list=GWL as mentioned below at “C”.

(C) GENERAL WAIT LIST:

A separate qurrah (draw of lots) of non selected covers was held State-wise / Union

Territory-wise in the State/Union Territories which received Haj applications in excess of their quota to allocate wait list number to all such covers. The confirmation of seats in respect of wait list pilgrims was communicated by the State/Union Territory Haj Committee as and when the vacancy arose due to cancellation of journey by the selected pilgrims. If the selected pilgrim wants to cancel the journey on any ground they were asked to submit a cancellation letter to concerned State/Union Territory Haj Committee. The State/Union Territory Haj Committee used to mark the cancellation and select the wait listed pilgrim as per serial number. No jumping of the wait list was allowed. If there was any jumping, the Executive Officer, States Haj Committees had to furnish reasons for jumping.

VIII. ADVANCE HAJ AMOUNT : All the selected Pilgrims in qurrah for Haj 1434 (H) – 2013 (A.D.) were asked to make

payment of Rs.76,000/- towards advance foreign exchange and Miscellaneous Dues in Haj Committee of India’s Current Account No.”FEE TYPE – 25” maintained with State Bank of India through Core Banking system available across India. No Bank draft / cash was accepted by the Haj Committee of India. The utilization of the amount is as under:-

(a) Advance Haj Amount Rs.75,000/- (b) Miscellaneous Dues i) State Haj Committee Handling Charges Rs.150/- ii) Supporting arrangement at the Embarkation Point Rs.200/- iii) Donations for Haj House Rs.150/- iv) Establishment / Documentation Charges Rs.500/-

18 IX. BUILDING SELECTION WORK FOR HAJ-2013:

Since the Committee was not in existence and the new Committee was constituted in the month of May, 2013, hence, no Building Selection Committee was deputed for Haj-2013.

X. RENTING DELEGATION 1. The following three members of HCoI were deputed as members of Madinah Renting Delegation

for Haj – 2013 to attend the meeting held on 14th July, 2013:-

i) Mr. Qaiser Shamim, Chairperson, Haj Committee of India ;

ii) Mr. Mohammed Margoob Ahmed, Vice-Chairperson, Haj Committee of India ;

iii) Mr. Mohammed Salim Ansari, M.P., Member, Haj Committee of India.

2. Mr. Ataur Rahman, IRS., Chief Executive Officer, HCoI accompanied the delegation as Secretary

and visited Saudi Arabia. 3. The negotiations with the Contractors / Groups were held on 14th July, 2013 and the contracts were

finalized in respect of the accommodation of the Pilgrims of Haj 1434 (H) – 2013 (A.D.).

4. In Madinah Munawwarah there was a uniform Category of accommodation at the rate of Saudi

Arabian Riyals.500/- per unit. 5. The Renting Delegation of Haj Committee of India negotiated that a minimum of 60% of the

Pilgrims should be accommodated in and around Markazia Area and the rest would stay outside the First Ring Road up to a maximum distance of 850 meters from Haram. It was decided that in case the Pilgrims are not accommodated in accordance with above, then the Mission would levy a penalty up to SR.250/- per Pilgrim, for the number of shortfall.

19 6. The contracts for Madinah Munawwarah accommodation were allotted to the following Ten (10)

7. On the initiative of the delegation, the groups were also made responsible to provide light breakfast

to all pilgrims on all days of their stay in Madinah.

XI. QURRAH FOR ACCOMMODATION CATEGORY 1. There were two categories of accommodation as per the following details:-

Aizizia Within Azizia Area 2630/- including transportation 2. As per Saudi Regulations, accommodation has to be arranged for the Pilgrims in advance

through the Consulate General of India, Jeddah. The space entitlement per Pilgrim is 4 sq. meters. The Pilgrims indicate their option in the Haj Application Form. The allotment of accommodation depended upon the availability of units in a particular category. Due to excess applications received for Green category than the units available, allotment was made through qurrah on the basis of actual availability in each category (especially in Green Category). The remaining Pilgrims are accommodated in the next category available. The rentals were charged only in accordance with the category allotted to them.

20 3. Initially, 50,860 pilgrims had opted for Green category in Haj - 2013. Requests were

received from some Pilgrims for change of Accommodation Category from Green to Azizia. Their request was considered and 4438 Pilgrims were down-graded from Green to Azizia.

4. The C.G.I, Jeddah finally procured 42,500 units under Green Category. Accordingly, 3922

Pilgrims were down-graded from Green to Azizia through computerized qurrah. XII. ORIENTATION/TRAINING OF PILGRIMS FOR HAJ-2013

Since Haj 2012, Haj Committee of India has been laying emphasis on more focused Orientation and Training to the Haj Pilgrims. The training has been organized in following three tiers :-

Training of Master Trainers at HCOI, Mumbai for two days: Master Trainers: All Master Trainers selected by State/U.T. Haj Committees are trained at Haj Committee of India headquarter at Mumbai for two (2) days. Accordingly, Master Trainers were imparted 2 days Training at Mumbai on 3rd & 4th April, 2013. After getting training at Mumbai the Master Trainers had conducted Orientation/Training for the Field Trainers of their respective State/U.T. in coordination with the SHC/UTHC at respective State Capitals. In turn, the Field Trainers had imparted Training to the Pilgrims by organizing Training Camps. In large States MTs have been given the exclusive job of coordinating, monitoring, supervising the FTs training activity in the districts and talukas, clarifying their doubts, liaison with SHC and FTs on the latest developments. MTs had also been given the task of imparting training to the pilgrims selected at the last minute.

In smaller states MTs had been given the job of district training in addition to the above duties. During the training sessions, Dr. S. Shakir Hussain, IRS, Chief Executive Officer, Haj Committee of India, addressed the Master Trainers and emphasized the importance of Training / Orientation and asked them to similarly train the Field Trainers who would be imparting training to the Haj Pilgrims.

Mr. Faiz Ahmad Kidwai, IAS, Consul General of India to the Kingdom of Saudi Arabia also addressed the Master Trainers and imparted training relating to Haj journey, logistics of Haj Pilgrimage, do’s and don’ts for Haj Pilgrims during their stay in the Kingdom of Saudi Arabia and various arrangements made by the Consulate General of India in the kingdom of Saudi Arabia.

HAJ GUIDE AND TRAINERS’ CD:-

A well-trained Haji will perform Haj better than an untrained Haji, which needs comprehensive training material. No single book was available which covered all aspects comprehensively to train and guide the Hajis. To fill this vacuum, one Haji-friendly, colored pictorial guide to act as common syllabus country-wide was prepared alongwith a CD with video links to be used by trainers for training the Hajis at the field level.

ALL INDIA KHADIMUL HUJJAJ TRAINIGN AT MUMBAI FOR HAJ-2013.

The role of Khadim-ul-Hujjaj being significant in various aspects and stages of Haj Pilgrimage, Haj Committee of India decided to conduct separate training programme for all the Khadim-ul-Hujjaj selected from various State / Union Territory to make them aware of their role and duties/responsibilities. Khadim-ul-Hujjaj is a link between Haj Pilgrims and the Consulate General of India, Jeddah, its Haj Missions in Makkah Mukaramah and Madinah Munawwarah, and State Haj Committees. He is to play the role of guide and path finder particularly in respect of accommodation, its services/availability of basic amenities, services of Moallims, guidance to Haj Pilgrims in the Holy Places viz, Mina, Arafat, Muzdalifah and back to Makkah during Haj days, Medical aid to the needy and ailing Pilgrims etc.

Accordingly, One day Orientation / Training of Khadim-ul-Hujjaj programme was organized on 30th May 2013 at Haj House, Mumbai. The programme was attended by all the selected Khadim-ul-Hujjaj and it was graced by two Vice Chairpersons, Haj Committee of India, Mr. A.R. Ghanshyam, Joint Secretary (Gulf & Haj), Ministry of External Affairs, Govt. of India, Mr. Faiz Ahmed Kidwai, IAS Consul General of India, Jeddah. The trained Khadim-ul-Hujjaj were given training Certificate to be submitted to Consulate General of India, Jeddah upon reporting in the Kingdom of Saudi Arabia.

XIII. PROCESSING OF INTERNATIONAL PASSPORTS 1. On receipt of International Passports in Passport Section, entry was made in Interactive

Haj Pilgrim Management System (IHPMS). Bar Code stickers were generated, Embarkation Point-wise coloured stickers were prepared and pasted on the front side of International Passport. After scanning the photo, “MOFA” registration were obtained and stickers pasted on Passports, which were then forwarded to Royal Consulate General of Saudi Arabia, Mumbai for endorsement of Haj Visas. After receiving the Passports having visas, details were thoroughly checked. All details of visa number were entered in IHPMS (online system) followed by preparations of Identity Card, Information Card (Yellow Card),

Embarkation / Disembarkation Card and the International Passport were put in a plastic covering. After attaching all relevant documents the Passports were handed–over to the concerned State Haj Committee who were handling the Embarkation Points, well in advance of commencement of Haj charter flights.

2. All the Passports of the Non-Reporters and pilgrims who cancelled their seats, after visa

endorsement, were collected in the office of Haj Committee of India on daily basis. This facilitated the office of Haj Committee of India to obtain the visa till the last date of closure of the visa. All the cancellations were submitted to Saudi Arabian Consulate, Mumbai and visas were obtained against Cancellation.

23 XIV. (A) COMPUTERIZATION OF DATA

Haj Committee of India has used web-based software for online entry of Haj Application Forms by various State Haj Committees, Qurrah Management, Flight Allotment, Flight Booking for the pilgrims and pasting of stickers of the allotted accommodation on the passport by generating the bar-code at twenty one embarkation points, apart from booking of pilgrims from headquarters at Mumbai. All these jobs were undertaken by Haj Committee of India on web based centralized solution during Haj 1434(H) – 2013 (AD). Through VPN connectivity the data was linked with CGI, Jeddah.

(B) SELECTION OF PILGRIMS AND WAITING-LIST CONFIRMATION

1. The pilgrims who got selected in qurrah / without qurrah were earmarked as

“PROVISIONALLY SELECTED”. The selected Pilgrims were confirmed after submission of passport and bank Pay-in-slip.

2. All non-selected covers in qurrah of the State/ Union Territories Haj Committees which

received Haj Applications in excess of their quota were kept on waiting list. The confirmation of wait-list was done against Additional Quota, Government Quota and cancellations as per the policy. Wait-listed pilgrims were also given confirmed status as per the cancellation received from time to time and the statement showing last WL number confirmed in each State/ Union Territories Haj Committees enclosed as

Annexure-V.

3. During Haj-2013, (1,21,338 Adult + 63 infants) Pilgrims proceeded from various Embarkation Points.

XV (A) STANDARDIZATION OF BAGGAGE 1. The Pilgrims are repeatedly requested to travel on Haj Charter flights with

standardized baggage viz., Two (2) suitcases of Standard Size, (Length75cm + Breadth55cm + Height28cm) 158 cm. and One (1) Hand Bag Standard Size (Length22cm + Breadth16cm + Height8cm). Lot of emphasis was given to this aspect in the training programs. Accordingly there was considerable improvement in this aspect.

The Vishwa Yatra Foreign Travel Card in Saudi Riyal introduced by State Bank of India during Haj-2012 was continued for the Haj-2013 also. The following facilities were available in this card:-

i) A simple and secure way of carrying cash. ii) Attractive exchange rates. iii) Accepted at ATMs and Merchant Establishments. iv) Valid for 5 Years and reloadable as per RBI / FEMA regulations.

Also available in US Dollar, Great Britain Pound, Euro, Canadian Dollar, Japanese Yen, Australian Dollar and Singapore Dollar.

(C) MOBILE SIM CARDS:- Hajis from rural areas and aged Pilgrims were not conversant with the local language in the foreign land. They experienced difficulties while making call to their relatives in India and got duped in the call rates and fake recharge cards. During Haj-2012, the Consul General of India, Jeddah has submitted a proposal to this office for providing Mobile Sim Cards to the Hajis by STC (Saudi Telecom Company). The proposal was accepted during Haj-2012.

For the Pilgrims of Haj-2013, a proposal was received from the Consulate General of India, Jeddah in respect of M/s. Mobily Telecom Company. The features of Sim Card were as under:- i) The SIM would be provided free of cost. ii) Each SIM would have initial credit of SAR. 5/- and additional bonus credit of

SAR.5/- will be provided on first recharge. iii) Important Numbers would be pre-stored in the SIM Card. iv) Capable of placing & receiving local & International Calls. v) Capable of sending & receiving local & International SMSes. vi) Fix calling rate of SAR 0.55 per minute for calling in India and SAR. 0.60 per

minute for the calls inside KSA.

In order to facilitate the Pilgrims, Mobile SIM Cards were distributed free among the selected Haj pilgrims during Haj 2013 at the 21 Embarkation points in India at the time of flight booking itself.

XVI EMBARKATION POINTS

During Haj-2013, State Haj Committees were involved in a more systematic manner with the bifurcation of duties between Haj Committee of India and the State Haj Committees through written orders which has streamlined the process.

XVII (A) OPERATION OF HAJ CHARTER FLIGHTS 1. As per the communication No. M(Haj)/1183/05/2013 dated 20th April 2013 received from

Director (Gulf & Haj), Ministry of External Affairs, Government of India, pilgrims of Haj 1434 (H) – 2013 (A.D.) deposited enhanced subsidized air fare of Rs.28,000/- each. The two permitted categories of repeater pilgrims paid full fare.

2. The Haj Charter operations for up-lifting the Pilgrims from India to the Kingdom of Saudi

Arabia for Haj 1434 (H) – 2013 (A.D.) was assigned by Ministry of Civil Aviation to Saudi

Arabian Airlines& Air India. 3. The job of operating the Haj Charter flights from Aurangabad, Bhopal, Chennai, Gaya,

Goa, Indore, Guwahati Kolkata, Mangalore, Nagpur, Ranchi & Srinagar Embarkation Points was assigned to Air India during Haj - 2013.

26 4. The Haj Charter flights were operated by Saudi Arabian Airlines from Ahmedabad,

Bangalore, Calicut, Delhi, Hyderabad, Jaipur, Lucknow, Mumbai & Varanasi.

5. The Pilgrims of Delhi, Goa, Guwahati, Kolkata, Lucknow, Mangalore, Srinagar & Varanasi were carried to Madinah Munawwarah directly and returned from Jeddah.

6. The Pilgrims from Ahmedabad, Aurangabad, Bangalore, Bhopal, Calicut, Chennai, Gaya,

Hyderabad, Indore, Jaipur, Mumbai, Nagpur& Ranchi Embarkation Points were carried to Jeddah directly and were brought back from Madinah Munawwarah.

7. The additional Flights from Delhi, Lucknow & Chennai were carried to Jeddah and were

brought back from Jeddah.

8. In all 74,937 Adult Pilgrims and 44 Infants were air-lifted by Saudi Arabian Airlines in 226

flights whereas Air India airlifted 46401 Adult Pilgrims and 19 Infants in 204 flights totalling 430 flights.

28 10. The Pilgrims were allowed the baggage in two pieces not exceeding 45 Kgs. One Zam

Zam can of 10 litres was supplied at the Embarkation Points on return. Efforts were made to ensure that no single piece of luggage exceeds 23 Kilos. On return lap, the agency started collecting all baggage at the buildings 24 hours before the departure of the flight. The Pilgrims were permitted to carry 10 Kilos of hand-bag with them. This proved fruitful for the Pilgrims of Haj-2013 and there was no complaint of any left-over baggage from any of the Embarkation Points in the country.

11. As per MoU, there was a clause to open offices by Saudi Arabian Airlines and Air India at

both Indian Haj Missions in Makkah and at Madinah having full-fledged Computer connectivity for transfer of flights of deserving Pilgrims.

12. On time performance of flights: 90% of flights (in phase-I) and 82% (in phase-II) were before time or on time accept Gaya and Aurangabad. There were no baggage loss cases and everybody got Zam Zam can.

13. While the operation at Delhi and Mumbai Embarkation Point was handled by the Haj

Committee of India itself, the respective State Haj Committees handled the operation at other 19 Embarkation Points.

14. Mr. Salim Ansari, M.P., Mrs. Mussarat Shahid and Mr. Ilyas Khan Pathan, Members of Haj

Committee of India visited to Kingdom of Saudi Arabia during Haj-2013 as Haj Delegation of HCOI. Chief Executive Officer, Mr. Ataur Rahman accompanied the delegation as Secretary.

15. In all, sixteen (16) staff members were deputed to Saudi Arabia for Haj Duty 2013. (B) CITY CHECK-IN In order to facilitate the movement of Pilgrims, City Check-in system was introduced during

Haj 2011, which continued during Haj 2013 also. The agency provided the services such as collection, transportation and delivery of the Pilgrim’s baggage from their respective buildings at Makkah Mukarramah and Madinah Munawwarah for each flight to Haj termina,l Jeddah and Madinah Haj Terminal in co-ordination with CGI and Airlines.

29 XVIII. AIRFARE

As per the decision of the Ministry of Civil Aviation, Government of India, an amount of subsidized airfare @Rs.28,000/- were collected from each pilgrim who proceeded through Haj Committee of India for Haj-2013.

XIX. REMITTANCE The Haj Committee of India follows the spot rate process and remits the amount to CGI,

Jeddah towards Accommodation Rentals and Compulsory dues etc. The balance Haj amount to be paid by the selected Haj Pilgrims was calculated by adopting the exchange rate of One Saudi Riyal=Rs.16.0729 paise towards expenditure in foreign currency (viz. Saudi Arabian Riyals) in the Kingdom of Saudi Arabia during Haj-1434 (H) – 2013. As regards disbursement of Saudi Riyal 2,100/- to the pilgrims before departure at the

Embarkation Points, the exchange rate fixed was One Saudi Riyal=Rs.14.98 and the same was communicated to all Haj Pilgrims. The statement showing the amount collected from the Pilgrims for each category in Saudi Riyals and Indian Rupees during Haj-2013 is

attached Annexure-VI. XX. SELECTION OF BANK AND FIXATION OF EXCHANGE RATES

As per established practice, the Pilgrims were issued Saudi Arabian Riyal in cash at the Embarkation Points, prior to the boarding of flight. Pilgrims of all the categories were issued SAR.2,100/- per Pilgrim. Bombay Mercantile Co-operative Bank Ltd. was selected through tender process for disbursement of Saudi Riyals to the Pilgrims of Haj 1434 (H) – 2013. The rate of one Saudi Riyal was fixed at Rs.14.98 paise. The assignment was carried out by the Bombay Mercantile Co-operative Bank Ltd. successfully resulting in overall satisfaction of the Pilgrims.

XXI. GROUP ACCIDENT COMPENSATION SCHEME TOWARDS LOSS OF CASH, LOSS OF BAGGAGE, ACCIDENTAL DEATH, PERMANENT / PARTIAL DISABLEMENT AND REPATRIATION OF WHEEL CHAIR / STRECHER CASES, OF AILING PILGRIMS BACK TO INDIA:-

1. The Group Accident Compensation Scheme was started from Haj – 1424 (H) – 2004, and was continued during Haj 1434 (H) – 2013. The Group Accident Compensation Scheme for Haj 1434 (H) – 2013 covers two (2) Sections which are as under:-

1) Death due to Accident / Fire / Stampede / Subversive Activity,

2) Personal Accident – Permanent / Temporary Total Disablement, due to Accident / Fire / Stampede / Subversive Activity.

C) Cash Loss / Baggages Loss:

1. Upto Haj – 2012, the Haj Committee of India provided insurance Cover to the Pilgrims

under “Group Accident Compensation Scheme” through an Insurance Company. This practice was in vogue since Haj – 2004 onwards. The said policy covered the Pilgrims against:-

1) Cash Loss (1200 Cases), 2) Baggage Loss (100 Cases) 3) Accidental Deaths, (Natural Death is not covered under this Scheme) 4) Road Traffic Accident (RTA) leading to Permanent / Partial Disability, 5) Repatriation of Wheel Chair / Stretcher Cases.

2. However, it was experienced that the Scheme was not giving timely relief to the needy

Pilgrims especially in cases of Cash/Baggage loss. Compensation mechanism is essential to help the Pilgrims towards Cash Loss / Baggage Loss immediately. It was, therefore, decided to settle the claims of the Pilgrims towards Cash Loss and Baggage Loss through the office of the Consulate General of India, Jeddah / Haj Committee of India during the Haj itself and do away with Insurance. Similarly repatriation cases also would be handled directly through Consulate General of India, Jeddah / Haj Committee of India. Thus, from Haj – 2013,only Accidental deaths and Permanent / Partial Disability policy are insured through Insurance Company.

HAJ-2014

During Financial Year 2013-2014, the activities partly pertained to Haj-2014 between the period 01.01.2014 to 31.03.2014.

XXIII. MEETINGS 1. Out of the Four (4) meetings of the Haj Committee of India held during 2013-14, one (1) meeting

was held for Haj-2014 on the date indicated below under the provisions of Section 10(1) of the Haj Committee Act, 2002 (No.35 of 2002).

1. 22nd March, 2014 Mumbai

2. Out of the three (3) meetings of the Sub-Committee on Air Charter held during 2013-14,

one (1) meeting was held for Haj-2014 on 22nd March, 2014 at Mumbai to discuss the matter relating to Haj Charter Operation 2014.

3. A meeting of Executive Officers / Secretaries of all State / Union Territories was held on

22nd December, 2013 at Mumbai to review the Haj-2013 and discuss the matters relating

to the Haj-2014. 4. Another meeting of Chairpersons of all State / Union Territory Haj Committees was held on

23rd March, 2014 at Haj House, Mumbai to review Haj-2013 and to ensure the strict follow-up of the Action Plan for Haj-2014.

5. For considering Promotion/Appointment against the available posts in the establishment of Haj Committee of India, two meetings of Departmental Promotion Committee (DPCs) were held on the following dates:-

In order to review the arrangements made for Haj-2013 and prepare for Haj-2014, Haj Review Meeting was held on 18th December, 2013 at Hyderabad House, New Delhi chaired by Secretary (East). The following Members of Haj Committee of India participated in the meeting:-

i) Mr. Qaiser Shamim, Chairperson, Haj Committee of India ; ii) Haji Nurul Islam, M.P. Vice-Chairperson, Haj Committee of India ; iii) Mr. Mohammed Margoob Ahmed, Vice-Chairperson, Haj Committee of India ; iv) Mr. Ataur Rahman, IRS., Chief Executive Officer, HCoI also accompanied the delegation.

After discussion the parameters and rentals for Haj 1435 (H) – 2014 (A.D.) were fixed as under:-

XXV. BILATERAL AGREEMENT BETWEEN THE MINISTRY OF HAJ, KSA AND WITH OTHER

AGENCIES IN KSA AND HAJ COMMITTEE OF INDIA (to sign the Haj Agreement-2014): 1. Agreements were signed with the Ministry of Haj, Kingdom of Saudi Arabia and with other

Haj agencies in K.S.A. pertaining to the arrangements for the Indian Pilgrims of Haj-2014 on 9th February, 2014.

2. The Composite High Level Delegation headed by Mr. E. Ahamed, Minister for External Affairs, Government of India visited Saudi Arabia from 09.02.2014 to 13.02.2014.

36 3. From Haj Committee of India, the following members visited Kingdom of Saudi Arabia for

the said meetings:- i) Mr. Qaiser Shamim, Chairperson, Haj Committee of India ; ii) Haji Nurul Islam, M.P. Vice-Chairperson, Haj Committee of India ; iii) Mr. Mohammed Margoob Ahmed, Vice-Chairperson, Haj Committee of India ; iv) Mr. Ataur Rahman, IRS., Chief Executive Officer, HCoI also accompanied

the delegation as Secretary.

XXVI. SIGNING OF SUBSIDIARY AGREEMENTS :

The Haj Agreement was signed on 09.02.2014. As per the Agreement, a total of 1,36,020 Haj seats were allotted to India with the break-up of 1,00,020 to HCoI and 36,000 to Private Tour Operators (PTOs) with a deduction of 20% on the over-all quota of Indian Haj Pilgrims for Haj-2014.

The following subsidiary agreements in respect of the Pilgrims of Haj 1435 (H) – 2014

XXVII. HAJ ANNOUNCEMENT- 2014

Haj Application Forms and Guidelines for Haj-2014 were made available for intending Haj Pilgrims from 1st February, 2014. The last date for submission of Haj Application Forms in the offices of State Haj Committees was fixed as 15.03.2014. It was extended by a week’s time upto 22.03.2014.

37 XXVIII. HAJ APPLICATION FORMS FOR HAJ-2014

1. The Haj Application forms and Guidelines for Haj in three languages Hindi, Urdu and

English for Haj 1435 (H) – 2014 (A.D.) were supplied free of cost through 30 States / Union Territory Haj Committees. Guidelines and Application Forms for Haj-2014 have been combined in one booklet. For the convenience of Haj Pilgrims, the Haj Application Form was also displayed on the website of Haj Committee of India. The Pilgrims were given the facility to down-load the same and submit it after filling it up properly.

2. The Haj application form along with self attested copy / original of valid International Passport was made compulsory from Haj 2012 onwards. For Haj 2014 Application Forms were accepted with only photo copy of valid International Passport issued on or before 22.03.2014 with validity at least up to 31.03.2015.

The detailed guidelines and provisions applicable for Haj-2014 are annexed as

Annexure-VII.

XXIX. ADVANCE HAJ AMOUNT: All the provisionally selected pilgrims were required to pay Rs.81,000/- as Advance Haj Amount and Miscellaneous Dues. It is to be paid in HCOI’s Bank Account No. “FEE TYPE-25” maintained with State Bank Of India (SBI) through any branch of SBI having Core Banking System. No Bank draft/cheque/cash is accepted by the HCoI. The utilization of the amount is as under:-

(a) Advance Haj Amount Rs.80,000/-

(b) Miscellaneous Dues

i) State Haj Committee’s Handling Charges Rs.150/-

ii) Supporting arrangement Rs.200/-

iii) Donations for Haj House Rs.150/-

iv) Establishment / Documentation/Training Charges Rs.500/-

38 XXX. ORIENTATION / TRAINING OF PILGRIMS FOR HAJ-2014

Since Haj-2012, the training has been designed in the following three tiers:-

Training of Master Trainers at Haj Committee of India for two days. Master Trainers: All Master Trainers selected by State/U.T. Haj Committees are trained at

Haj Committee of India at Mumbai for two (2) days. After getting training at Mumbai the Master Trainers have to conduct Orientation/Training to the Field Trainers of their respective State/U.T. in coordination with the SHC/UTHC at respective State Capitals.

In turn the Field Trainers imparted Training to the Pilgrims by organizing Training Camps. In large States MTs have been given the exclusive job of coordinating, monitoring,

supervising the FTs training activity in the districts and talukas, clarifying their doubts, liaisoning with SHCs and FTs on the latest developments. MTs had also been given the task of imparting training to the pilgrims selected at the last minute from Waiting List, at the Embarkation Point/Haj Camp. In smaller states MTs had been given the job of imparting training at District level in addition to their above duties

XXXI. IAS & Allied Services (Coaching & Guidance Cell) 1. Vide letter No. M(HAJ)/1181/5/09 dated.20th April 2009 the Government of India, MEA,

approved the establishment of the IAS & Allied Services Coaching & Guidance Cell. Subsequent to this the post of Director was advertised and after following the due process of Law, Prof. S.A.M. Hashmi was appointed as Director w.e.f. 1st August 2009. The formal inauguration of the Cell was held on 26th December 2009. The full fledged coaching started from January 2010. The result was not encouraging. On completion of

Mr. Hashmi’s tenure as director, new appointment was made after following the due procedure of advertisement and interview. Mr. Syed Sadiq Ali Quadri who retired as Director of Accounts & Treasuries , Maharashtra State, Mumbai, was selected and appointed as Director and he took charge on 4th September, 2012.

39 2. For the 5th batch which started from 12th of august 2013, entrance test and personal

interview was taken and 37 candidates were inducted in two phases. All are taking keen interest in the preparation process.

3. From the nine students who had cleared IAS prelims 2013 had appeared for IAS mains

2013. Out of 9 only one could clear the IAS mains and has given the oral interview. Results are awaited.

4. Mr Asar Mahel Javed, while undergoing the coaching had also appeared for competitive

test held for recruitment of IB officers. He succeeded in the competition and has been selected by IB as ACIOS and has joined the services.

5. The current batch of 37 students is preparing well with the inputs from Synergy Study points of Pune. The current batch will appear for Preliminary Examination to be held on 24th of August 2014.

XXXII. MAHANAMA HAJ MAGAZINE The publication of Mahanama Haj Magazine has completed its seven (7) years. In view of

huge demand from the people in general and intending Haj Pilgrims, the Mahanama Haj Magazine is being published successfully. The cost of Magazine is Rs.10/- per copy. Annual Subscription is Rs.100/-, whereas life time subscription is for Rs.3,000/-. During the year from April, 2013 to March, 2014, 4500 copies of Haj Magazine are printed per month.

XXXIII. FINAL ACCOUNTS OF HAJ COMMITTEE OF INDIA

The Financial statements of Haj Committee of India for the financial year 2012-13 compiled by the Chartered Accountant was duly approved by the Haj Committee of India and audited by Indian Audit & Accounts Department. The Final Audit Report is awaited. The financial statements of Haj Committee of India for the financial year 2013-14 are under compilation stage.
