CIRCULAR No. PD-19/2000 -HRD, DATED 13 -03 -2000 Sub:- RECRUITMENT - Recruitment of Scheduled Caste candidates – A, B, C, D Classification of Scheduled Caste Community – Implementation of A B C D classification of SCs – Orders – Issued. Ref:- 1) Ordinance No.6 of 1999 (AP Ordinance). 2) G.O.Ms.No.116, Social Welfare (CV.I), Dt. 10.12.1999. *** The Government of Andhra Pradesh have promulgated an Ordinance entitled “Andhra Pradesh Ordinance No.6 of 1999” to provide for rationalization of reservations to Scheduled Castes in the State of Andhra Pradesh to ensure their unified and uniform progress in the Society and for matters connected therewith and incidental thereto. The State Government have issued G.O.Ms.No.116, Social Welfare (CV.I), Dt.10.12.1999 for implementation of the A B C D classification of Scheduled Castes provided for by the AP Ordinance No.6 of 1999. In exercise of the powers of Chairman, under preamble to the Delegation of Powers, implementation of A B C D classification of Scheduled Castes as ordered by the Government in G.O.Ms.No.116, Social Welfare (CV.I) Department, Dt.10.12.1999 is approved pending ratification by the Board. The following instructions are issued for implementation of the A B C D classification of Scheduled Castes in every roster of 100 points. 1) Procedure for implementation of the Rule of Reservation: The following classification of Scheduled Castes should be implemented in all Direct Recruitments: GROUP (A): (1% - Roster Point No.2) Bavuri / Chachati / Chandala / Dandasi / Dom / Dombara / Paidi / Pano / Ghasi / Haddi / Relli / Chachandi / Godagali / Mehtar / Paky / Moti / Thoti / Pamidi / Relli / Sapru GROUP (B) : (7% - Roster Point Nos. 7, 22, 41, 62, 72, 87 and 97) Arundhaatiya / Beda Jangam / Budgaga Jangam / Bindla / Chamar / Mochi / Muchi/ Chambhar / Dakkal / Dokkalwar / Dhor / Godari / Jaggali / Jambuvulu /Kolupulavandlu / Madiga / Madiga Dasu / Mashteen / Mang / Mang Garodi/ Matangi/ Samagara / Sindhllu / Chindollu. GROUP (C) : (6% - Roster Point Nos.16, 27, 47, 66, 77 and 91) Adi Dravida / Anamuk / Aray Mala/ Arwa Mala / Bariki / Byagara / Chalavadi /Ellamalawar / Yellammala Wandlu / Gosangi / Holeya / Holeya Dasari / Madasi Kuruva / Madari Kuruva / Mahar / Mala / Mala Dasari/ Mala Dasu / Mala Hannai / Malajangam / Mala Masti / Mala Sale / Netkani / Mala Sanyasi / Manne /Mundala / Pambada / Pambanda / Samban. GROUP (D) : (1% - Roster Point No.52) Adi Andhra / Mashti / Mitha Ayyalvar / Panchama / Pariah. 2) Reservation for Women : The reservation for Women to an extent of 33 1/3% provided in each roster cycle of 100 points fixed shall be adjusted by allotting 2 seats for Scheduled Castes – B and Seats to Scheduled Castes – C and 1 seat alternately for Scheduled Castes – A and 1 seat for Scheduled Castes – D. Note: - As per the above classification, roster point No.2 is reserved for Scheduled Caste A (Women) while roster Point No.52 is reserved for Scheduled Caste – D. Hence, in each second cycle roster of 100 points, roster point No.2 should be earmarked for Scheduled Caste-A and roster No.52 should be earmarked for Scheduled Caste – D (Women). 3) Non -availability of eligible candidates : If eligible candidates are not available to fill the slots reserved for them in the roster points as per the classification of Scheduled Castes, the same shall be filled by candidates belonging to the next group of Scheduled Castes communities. Note: - If an eligible candidate of Scheduled Caste-A is not available, the roster point may be filled by a candidate of Scheduled Caste-B and so on and so forth. In Case of Women candidates also in the roster point fixed for Scheduled Caste-A (Women) if an eligible woman candidate is not available, the roster point may be filled by a Woman candidate belonging to Scheduled Caste-B group and so on and so forth. 4) Carry Forward of Vacancies: If no eligible Scheduled Caste candidates (including woman candidate) belonging to any of the Scheduled Castes is available, then the vacancy shall be carried forward and shall not be filled by a candidate belonging to any other community other than the Scheduled Caste in accordance with the instructions issued by the Government in this regard. 5) Non -applicability of the instructions:
