NEWS INDI ND US  Devyani Khobragade is an IFS officer functioning

as Deputy Consul General in the ConsulateGeneral of India in New York. Khobragade hiredSangeeta Richard, an Indian national, inNovember 2012 as a nanny and domesticservant. Khobragade alleged that SangeetaRichard and her husband Philip Richardapproached her for a job as they needed money

for their children’s education. As per theiragreement, it was decided Richard would go toNew York with Khobragade to take care of herhousehold work for a monthly salary of Rs.30,000. Richard went to New York in November23, 2012 and began working for Khobragade . InMarch 2013, problems started betweenKhobragade and Richard when the latterallegedly started pressuring her employer toallow her to work outside on her off days.Khobragade turned down Richard’s requestsciting the fact that it was illegal according to hervisa status and also since she had an officialpassport. Based on the charges filed by by a Special Agentwith the United States Department of State,Diplomatic Security Service, theUnited StatesMagistrate Judge Debra Freeman issuedan arrest warrant against Khobragade.Khobragade was arrested in New York onDecember 12, 2013 by United States Marshals

after dropping her daughter at school, afterwhich, she was handcuffed, strip searched, DNAswabbed and, according to Indian media sources,subjected to a cavity search. However, onDecember 18, 2013 Nikki Credic-Barrett, aspokeswoman for the U.S. Marshals service,stated that Khobragade was strip searched butnot subjected to a cavity search. Per agencyregulations a strip search can include a "visualinspection" of body cavities. Credic-Barrett also

stated that anyone taken to holding cells of theNew York federal courthouse is automaticallysubjected to a strip search if they are placedamong other prisoners. Khobragade was arrested onDecember 11, 2013. Thecharges allege that she

committed Visa Fraudwillfully and under penalty ofperjury under Title 28,United States Code, Section1746. It further alleges thatKhobragade submitted anemployment contract to the

U.S. Department of State, insupport of a visa applicationfiled by Khobragade foranother individual, which sheknew to contain materiallyfalse and fraudulentstatements.
