Students Loan Scheme

Pursuant to the announcement made by the Federal Finance Minister in his 2001-2002 budget speech, a STUDENTS LOAN SCHEME (SLS) for Education has been launched by the Government of Pakistan in collaboration with major commercial banks of Pakistan (NBP, HBL, UBL, MCB & ABL). Under the Scheme, financial assistance will be provided by way of Interest Free Loans to the meritorious students who do not have adequate financial means to pursue studies in Scientific, Technical and Professional education within Pakistan. The Scheme will be administered by a high power committee comprising Deputy Governor, State Bank of Pakistan, Presidents of the commercial banks and Deputy Secretary, Ministry of Finance, Government of Pakistan. The objective of the Students Loan Scheme is to provide financial assistance to the meritorious students of insufficient means who have obtained 70% marks in the last public examination and are unable to pursue their studies within Pakistan due to financial difficulties.

Loans under the scheme shall be granted to students who are nationals of Pakistan including Northern Areas, Federally Administered Tribal Areas and Azad Jammu and Kashmir and of age not exceeding 20 years for graduation, 30 years for post-graduation and 35 years for Ph.D.

International Scholarship Programme

The Aga Khan Foundation provides a limited number of scholarships each year for postgraduate studies to outstanding students from developing countries who have no other means of financing their studies. Scholarships are awarded on a 50% grant : 50% loan basis through a competitive application process once a year in June or July. The Foundation gives priority to requests for Master's level courses but is also willing to consider applications for PhD programmes, when doctoral degrees are necessary for the career objectives of the student. Requests will also be considered for travel and study awards for PhD students doing their research in Third World countries on topics judged to be of interest to the Aga Khan Development Network. No third division/grade D in the academic career.

However, the result must be announced and provided to Bahauddin Zakariya University, Multan prior to interviews. The candidates without final results will not be allowed to appear in the interviews.

Maximum age on 30th April, 2008: 40 years for full time regular faculty members of public & private sector universities/R&D organizations and faculty members of public sector colleges only. And 35 years of all others.

Must not be availing any other scholarship currently.

Those candidates who have applied to other HEC scholarship programs, and are awaiting results, may apply for these scholarships.

In-Services candidates should apply through proper channel. Advance copies will be entertained however the NOC from the organization must be provided on or before the interview.

Pakistan Overseas Scholarship Scheme for Masters and PhD (Through HEC)http://www.si.se/templates/CommonPage____4136.aspxSince November 2004 the Swedish institute is administering a scholarship programme for studies at Master and PhD level for Pakistani nationals. The program is fully financed by the Higher Education Commission of Pakistan (HEC). The objective of the Overseas Scholarship Scheme for Masters and PhD in selected fields is to promote advancement of universities and institutes of higher learning in Pakistan. The aim of the program is to strengthen Pakistans national research capacity through educational cooperation between Pakistan and Sweden.

The Higher Education Commission is responsible for the funding and conditions of the scholarship program and the Swedish Institute is responsible for the implementation of the program in Sweden and the annual monitoring of the study progress of the students. The scholarship amounts to 900 Euro per month. The scholarship is extended annually up to a maximum period of 24 months for master studies and 48 months for PhD studies, under the condition that the students fulfil the requirements for the scholarship and requirements for studies in Sweden. In return, the scholarship holders sign an agreement with the HEC to return to Pakistan after a successfully completed study period to work in Pakistan. Failure to comply with this agreement makes it incumbent on the graduates to repay the scholarship.

Receiving Academic Institutions

For PhD studies the recipient academic institution shall provide a supervisor, a research position and provide guidance in finding accommodation. The PhD candidate is wholly responsible for financing her/his accommodation during the period of study.

Selection Procedure

The scholarship programme is advertised nationwide in Pakistan and open for study in all academic disciplines. Other countries included in the scholarship scheme are Australia, Austria, China, France, Germany, the Netherlands, New Zealand, Norway, Switzerland, Thailand, UK and the United States.

The selection procedure for applicants is carried out in two steps. Firstly, the candidate must fulfil the following criterion laid out by the HEC:

MPhil/Ms/ME or equalMaximum two second division throughout the academic careerNot less than 50% marks in academic careerMaximum 40 years of age on the year of applying

In the second step all applicants undergo a preliminary selection process in Pakistan, including scrutiny of academic credentials and language testing through a GRE-type (Graduate Record Examination General Test) a test which assesses general academic competence and language skills. The results of this test can be found on the HEC website. Pre selected candidates are finally called to interviews conducted by representatives from the Swedish institute and the HEC. Please note that the interviews carried out by the SI/HEC appreciation of the candidates language skills and motivation for study in Sweden are not assessments of the applicants academic credentials. The final selection is subject to rules and regulations governing higher education in Sweden and is the sole responsibility of Swedish academic institutions.

In order to qualify for the interview procedure the student must have either have gained admission to master level studies in Sweden or have provided a conditional offer form from a Swedish academic institution for studies at PhD level.

Deadline for submitting a conditional offer form for PhD-studies is May 1 2008 for studies beginning fall 2008 and November 1 respectively for studies beginning the following spring 2009. Particular questions that interest HFG concern violence, aggression, and dominance in relation to social change, the socialization of children, intergroup conflict, interstate warfare, crime, family relationships, and investigations of the control of aggression and violence. Research with no useful relevance to understanding human problems will not be supported, nor will proposals to investigate urgent social problems where the foundation cannot be assured that useful, sound research can be done. Priority will also be given to areas and methodologies not receiving adequate attention and support from other funding sources.

HFG awards research grants to individuals for individual projects and does not award grants to institutions for institutional programs. As discussed in the above section on "Budgeting & Taxation," individuals who receive research grants may be subject to taxation on the funds awarded, depending on locality, tax status, timing, nature of the award, and other factors.

In addition to our program of support for postdoctoral research, ten or more dissertation fellowships are awarded each year to individuals who will complete the writing of the dissertation within the award year. These fellowships of $15,000 each are designed to contribute to the support of the doctoral candidate to enable him or her to complete the thesis in a timely manner, and it is only appropriate to apply for support for the final year of Ph.D. work. Applications are evaluated in comparison with each other and not in competition with the postdoctoral research proposals. Applicants may be citizens of any country and studying at colleges or universities in any country.

International Fellowship Eligibity Requirements

Are you eligible to receive an International Fellowship?To be eligible for an International Fellowship, you must meet the following requirements:

You must be a citizen in a country other than the United States, or you must hold a nonimmigrant visa if you reside in the United States.

You must complete an academic degree (either in the U.S. or abroad) equivalent to a U.S. bachelor's degree by Sept. 1, 2007.

You must intend to devote yourself full time to your proposed academic plan during the fellowship year.

You must intend to return to your home country to pursue a professional career.

You must be proficient in English. Unless you can verify that your native language is English or that you received your undergraduate degree from or will have completed one semester of full-time study in your discipline at a university in the United States by Sept. 1, 2007, you must submit a recent score (no older than October 2005) on the TOEFL (Test of English as a Foreign Language). Transcripts must be submitted by December 1, 2007, for verification. The minimum acceptable score is 550 for the paper-based TOEFL and 213 for the computer-based test. Test scores must reach the Foundation no later than December 1, 2007.

You must have applied by December 2007, to an accredited institution of study for the period of the fellowship year and must indicate the name of that institution in the International Fellowship application. The institution you plan to attend must be located in the United States unless you are a member of an organization affiliated with IFUW.
