National Coal Wage Agreement

(a) whether it is a fact that there is aprovision in clause 9.4.0 in National CoalWage Agreement (NCWA), which has givena benefit to the coal workers whereby onedependent of the concerned coal workmenwill be given employment in case theworkman is declared medically unfit inservice, due to disability arising out ofincurable disease; and

(b) whether it is also a fact that thisclause 9.4.0 provision has neither beenscrapped nor been implemented?

Divestment of CIL

(a) whether it is a fact that Coal IndiaLimited which had produced 580.3 milliontonnes of coal in 2017-18 is chasing a targetof 652 million tonnes of which 525 milliontonnes would be earmarked for the powersector;

(b) if so, the details thereof;

(c) whether it is also a fact that therehave been complaints from the powersector because of inordinate delay ineffecting dispatches of coal to power units;and

(d) if so, the details thereof and the stepstaken by Coal India Limited in this regard?

Commercialisation of coal mining

806. SHRI T.G. VENKATESH: Willthe Minister of COAL be pleased to state:

(a) whether Government is aware ofcommercialisation of coal mining and isinviting private firms for auction of coalblocks with a view to ensure transparentmining, if so, the details thereof;

(b) whether it is a fact that private firmsare not coming forward to participate inauctioning of coal mines, if so, the reasonstherefor; and

(c) the incentives being offered byGovernment to attract the private firms toparticipate in coal mining?

Reducing dependency on import ofcoal

(a) whether the country imports about213 million tonnes of coal despiteabundance of coal reserves as per the dataavailable till April, 2018;

(b) whether it is a fact that one of themajor reasons for gap between demand andsupply of coal in the country is abysmalperformance of Coal India Limited whichhad monopoly in mining till 2018;

(c) whether the introduction of privateplayers in coal mining since 2018 hasimproved the supply situation to a certainextent; and

(d) the special measures Governmenthas taken to overcome the problems of coalsector?

Drain of foreign exchange due toimport of coal

(a) whether import of coal has increasedfrom 131.3 million tonnes in 2014 to 213million tonnes in 2018, a quantum jump ofabout 90 million tonnes;

(b) whether coal mining sector did notmaintain pace as per increased demandsituation mainly due to delay inenvironmental and forest clearances, landacquisition, transportation of coal frominaccessible mines, inadequate availabilityof railway rakes, etc. which were tackled in2014-15;

Power Purchase Agreements

Deaths and accidents in coal mines

(b) compensation paid to victims/nextof kin of coal mine workers who have died/got injured during work;

Uniform for NCC

High influx of traffic into hill stations

(a) whether thousands of people everyyear visit hill stations specially HimachalPradesh and Uttarakhand due to which lotof vehicles enter these States, therebyclogging all approach roads to these hillstations and spoiling the eco-system whichcannot handle such influx, if so, detailsthereof; and

(b) whether Government will putrestrictions on vehicles entering these States

(c) whether it is also a fact that 80,000defence civilian employees working in the41 ordnance factories across the countryhave gone on a 30 days strike againstcorporatisation of the ordnance factories;

Indigenous production of defenceequipment

Indigenous production by DRDO
