Foreword
The Ministry of Statistics and Programme Implementation (MOSPI), Government of
India launched a study on “Basic Statistics for Local Level Development” in rural areas of
Odisha for the reference year 2016-17 containing the information on all sectors such as
availability of basic facilities, Village infra-structure details, education facilities, land
utilization, Employment status etc.
I gladly appreciate the efforts made by the Officers and Staff of District Planning &
Monitoring Unit, Bargarh, Directorate of Economics & Statistics, Odisha and all those who
have contributed directly or indirectly in preparation of this report on “Basic Statistics for
Local Level Development: Bargarh (Provisional)”.
It is hoped that this publication will serve as a useful reference for providing village
level statistics. I hope this survey would go a long way towards achieving the desired goal in
decentralized planning process.

BASIC STATISTICS FOR LOCAL LEVEL
DEVELOPMENT (BSLLD): BARGARH
1. Introduction:
A High Power Expert Committee was constituted in 2002 to look into availability of village level
data with village functionaries, feasibility of electronic transmission of validated data from village to the
blocks & blocks to districts and other related aspects to prepare a village level data base, under the
chairmanship of Dr. S.P. Gupta, Member Planning Commission. In the meantime, Prof. Abhijit Sen,
Member, Planning Commission (PC) was appointed as Chairman of the Committee in place of Dr. Gupta.
On the basis of experience gained through the pilot and after due deliberations, the Committee submitted
its report in 2006. The Ministry of Statistics and Programme Implementation formulated a new Centrally
Sponsored Scheme (CSS) on the basis of the recommendations of the report. The scheme envisaged
compiling village level statistics at the Gram Panchayat level by/through Panchayat Secretary in
coordination with the village level functionaries such as Anganwadi workers, ANM, Chowkidar, village
Pradhan, revenue officials, Patwari, etc. Initially, the proposed BSLLD scheme intended to cover the rural
areas only. However, the Ministry of Panchayati Raj, being the nodal Ministry for District Planning, desired
that for the purpose of district planning, the proposed scheme may include urban areas also. In a meeting
of the Secretaries of Urban Development (UD), Housing and Urban Poverty Alleviation (HUPA) and
MoSPI in 2011, it was decided that a similar pilot study on BSLLD will be implemented in urban areas as
well.
1.1. Objectives:
The 73rd and 74th constitutional amendments empowered panchayat raj institutions and local
bodies by according constitutional status to these institutions and enabling them to take up their
development process themselves. Various departments are implementing a number of schemes for socio-
economic development for rural areas but the required data is not easily available to assess the development
at the local level. Due to non-availability of relevant data, local priorities and local requirements could not
be reflected properly in the State Plans. Keeping in view the above, the National Statistical Commission
recommended preparing a data base for local level development by regulating flow of data from the grass
root level to micro level. Therefore the principle objective of this survey is to explore feasibility of
introducing a system predesigned to recognize, augment and improve existing recording and registration
system leading to consolidation and preparation of a database for providing crucial inputs for micro level
planning for all the Villages and Panchayats.
As per the recommendations of National Statistical Commission (NSC), the Central Statistical
Organization, Ministry of Statistics and Programmee Implementation (MOSPI), (Govt. of India) decided
to carry out a survey study in the entire country to collect the basic statistics for the local level development.
The Panchayat Secretaries / Gram Sewaks of the Deptt. of Rural Development and Panchayats are entrusted
the work of data collection in the prescribed schedules in co-ordination with the village level functionaries

of line departments such as Patwaris/ Anganwari workers, ANMs, and Village elders etc. Directorate of
Economics and Statistics of respective States were declared nodal agencies to train the Gram Panchayat
Secretaries / Gram Sewaks for coordination and monitoring as well as to supervise the data collection
process. The Scheme is being implemented as a Central Scheme on a pilot basis in all States covering
one/two districts in each state. But in Odisha BSLLD data covers all thirty districts in the reference year
2016-17.
1.2. Scope and Coverage:
This scheme covered 31 numbers of GPs/ULBs (27 Rural + 4 Urban) of Bargarh district in the
reference year of 2016-17. Directorate of Economics & Statistics (DE&S) Bhubaneswar, Odisha has
launched the study in all the thirty districts of Odisha. Bargarh one of the major tribal district covering all
the 1206 villages (0-Tribal, 1179-Non-Tribal & 27-UIV). During the study in Bargarh, the data has been
compiled by the Statistical Personnel of DPMU (STATISTICS), MBJ from the village registers and other
knowledgeable sources, in consultation with village level functionaries instead of assigning the job to
Panchayat Secretaries. However the Panchayat Secretaries acted as nodal functionaries in verification of
data collected.
1.3. Methodology
The scheme has been executed for collecting data in respect of the schedule of information for
Annual (Periodic) Data or Schedule-A, popularly called village schedule. The schedule-A is required to be
filled up once in a year. The data was collected for the reference year 2016-17 of 16 different blocks from
block-0 to block-16. This includes data on basic facilities, asset acquisition, distance from the nearest
facility, demographic information, morbidity, health man power, education, land utilization, live stock and
poultry, number of storage and marketing outlets and employment status. etc. The details of the blocks are
given in the below table.

1.4. Glimpses of Bargarh:
Bargarh is a district on the Western border of Orissa. Prior to 1992, it was a subdivision of Sambalpur district.
Bargarh District formed on the 1st April 1993 being devided from Sambalpur District. It is one of the illustrious
District of Odisha. Bargarh has been named after the headquarters town Bargarh situated on the left bank of the
Jirariver. The town is on the National Highway No.6 and located at 59 km to the west of Sambalpur district. It is also
served by the D.B.K railway running from Jharsuguda to Titlagarh. The railway station is about 3 kms off the town.
A meter gauge railway line connects Bargarh with the lime stone quarry at Dunguri.
The main Hirakud canal passes through the town and is known as the Bargarh canal.
Bargarh District lies on the western most corner of Odisha between 20 degree 43’ to 21 degree 41’ north latitude and
82 degree 39’ to 83 degree 58’ east longitude. The District is surrounded by Chhatisgarh state on the north, Sambalpur
District on the east, Balangir and Subarnapur on the south and Nuapada District on the west.
The original name of the place was Baghar Kota as known from the inscription of the 11th century AD. It was called
Bargarh probably from the time of BalaramDev the first Chouhan Raja of Sambalpur who made it his head quarters
for some time and constructed a big fort for it’s protection. Narayan Singh the last Chouhan Raja granted this place
in Mauzi (free hold) to two Brahmin brothers Krushna Das and Narayan Das, sons of Baluki Das who was killed in
action by the Gond rebels led by Bandhy Ray and Mahapatra Ray. The grant is popularly known as Sira-kata(head-
cutting) grant.
To know the history of the newly formed Bargarh district one cannot ignore the history of undivided
Sambalpur district, because Bargarh was one of the subdivisions of old Sambalpur district. This district lies at the
close proximity of Sambalpur subdivision separated by the Mahanadi river. The Chouhans,were the most powerful
and ruled over a cluster of 18 states in western Orissa and eastern part of Madhya Pradesh. The Chauhan states which
crumbled by the British Imperialism, lapsed to the East India Company in 1849 when the last Raja Narayan Singh
died without any issue. The Principal Assistant of the British Agent for the south east frontier having his headquarters
at Ranchi took over the rein of administration of these states.
Prior to 1905, Sambalpur and Bargarh sub- divisions were part of present Chhatisgarh state (erstwhile Central
province). In 1936, separate province of Orissa was formed. In the year 1948, the ex-state areas of Bamra and
Rairakhol were added to the district of Sambalpur.
In the year 1969 a new sub-division, Padmapur was created constituting the areas of Bijepur,Gaisilet,
Jagadalpur, Melchhamunda, Padmapur, Paikamal and Sohela Police Stations of old Bargarh sub-division.
Keeping the smooth administration and effective implementation of developmental programmes in view, 13 districts
of Orissa were divided into 30 districts in the years 1992,1993 and 1994. By this process, the erstwhile Sambalpur
district was divided into four districts namely Sambalpur,Jharsuguda, Bargarh and Debagarh. Bargarh district was
carved out taking the areas of two sub-divisions, namely, Bargarh and Padmapur from the erstwhile district of
Sambalpur as per the Government of Orissa Notification No.14218/R. dated 27.03.1993. The area of Sambalpur
district was 17516.00 sq.km as per the 1991 Census and that of Bargarh was 5831.57 sq.km. As such, Bargarh district
holds 33.29 percent of the total area of undivided Sambalpur district

ANALYSIS & FINDINGS OF THE STUDY
2. Introduction:
This chapter includes the analysis and major findings from the BSLLD SURVEY for the district of
Bargarh. The analysis performs over fourteen numbers of blocks related to major village level indicators
(Social, Economic & Political). The followings are some graphical and tabular representation of these
indicators.
2.1.Descriptive Identification of the Village (Block-0)
BSLLD data was collected from 3950 villages of 26 blocks in Bargarh district, by the statistical
field surveyors of District Planning & Monitoring Units (Statistics), Bargarh. It was observed that out of
3950 villages, 2606, 1145 and 199 numbers of villages are Tribal, Non-Tribal and UIV types respectively.

The above table depicts that sixty six percent of total village in Bargarh are tribal and twenty nine
percent villages are non-tribal. Only five percent villages of Bargarh having zero households, popularly
called UIV villages.

The above table indicates that out of 2606 total number of tribal villages, maximum (177) and
minimum (9) villages are found in Bangiriposi and Raruan block of Bargarh respectively. Similarly, out of
1145 total number of non-tribal villages, maximum (137) and minimum (1) villages are found in Badasahi
and Jamda block of Bargarh respectively. Moreover, Kuliana possesses maximum numbers of UIV villages
( i.e 22) and Baripada, Jamda and Kaptipada possesses 0 numbers of UIV villages in Bargarh district.

The above table indicates that out of 3950 villages in Bargarh district, there is only 1 village in
Thakurmunda block is within 0 km distance from nearest town. Similarly, 6.20 % villages are within (1-4)
KM, 16% villages are within (5-9) KM, 14.88% villages are within (10-14) KM and 62.88% villages are
above 15 KM distance from the nearest town.

The above table indicates that out of 3950 villages in Bargarh district, 17.16% villages are within 0
KM, 54.73% villages are within 1-4 KM, 22.43 % villages are within 5-9 KM, 3.62 % villages are within
10-14 KM and 2.05% villages are above 15 KM distance from the nearest Main Road.
2.2 . Availability of Basic Facilities in the Village (Block-2)
Basic facilities includes electricity connection, use of renewable source of energy, Cable/DTH
connection, sources of drinking water, drainage system, irrigation facilities, presence of Co-Operative
society, presence of self help group, Provision of adult education, availability of credit society, availability
of commercial bank, availability of Pucca Streets, bus facilities to the town, crèche facilities and street
light system.

electrified (Maximum at Betonati block i.e. 220 and minimum at Udala block i.e. 46). Similarly, 279

The above table indicates that out of 3751 villages in Bargarh District, 10.07% villages use Tap,
73.55% village use Tube Well/Hand Pump, 11.11% villages use Well, 0.53 % villages use Reserve Tank,
4.72 % villages use Others source for Drinking Water. Thus major source of drinking water comes from
Tube Well/Hand Pump in Bargarh. Similarly only 0.53% of villages uses reserve tank for drinking water.

passes through 47.19% villages and not passes through 52.81% villages. This may happen as many of the
villages in Bargarh are located on hill side and it is too difficult to make drainage facilities.

2.3 . Infrastructure Facilities in Villages (Block-3)
Small towns in Bargarh are in a desperate need for better infrastructure which can boost the local
economy and help improve the quality of life. While many big cities have made progress in recent years,

the small towns of India continue to lag behind. There are many challenges that these places face including
poor road connectivity, primary healthcare system, educational infrastructure and affordable housing. The

The above table indicates that there are 82 no. of business establishment (turn over > 1 cr.) were set
up within the radius of 5 KM distance in the entire Bargarh District during the year 2016-17. Among 26
no. of blocks, almost 75 % of the total business establishment (turn over > 1 cr.) were set up in Kaptipada
block followed by Jashipur and Samakhunta having 3% each.
