Good morning everyone! My name is Alfred Nerhagen. Im a landcapearchitect at the City of Helsingborg. My task is to work out our latest interactive place, #pixlapiren, and form a temporary urban common. A creative place where the citizens can make their own activities.

Not far from city centre lays Oslopiren in the harbour area. A few yers ago the pier was handed over to the City from the commercial port of Helsingborg. All part of the bigger city renewal project called H+, wich streches over about 1 milj sqare meters of industrial, commercial and traffic landscape. Oslopiren is an almost unknown part of the city and the pixlapiren initiative is partly a placemakeing, trying to expand the citizens perception of their town and the H+ area. Pixla piren is supported by all the different departments in the municipallty and the town hall. It is a child of the political vison called Helsingborg 2035. Tody we belive the projet will continue approx. 10 years before the new dwellings of H+ will replace.

Oslopiren is a large void in a sublime waterfront location. Beautifully faceing the sea Öresund, yet exciting with old remnants of the former ferry services. The harsh and windy environment can be hostile, specially during the winter months. But all the negatives can be turned up side down. There is a lot of wind and water to play with, summertime is fantastic and there are nobody who will be disturbed. Allright, sounds interesting, but why all the pixels?

Well, its not only pixels, its a way of doing things. When you pixlate you activate a space. You get involved and participate in the forming of the city content. The outcome and the process is something you can share. Ultimatly, the urban common questions who the city is for? And who decides what will be done? Thereby, in my opinion, it deepens the democracy discourse on a local level.

But what is the differens to every other space and activity in the city? Well, we say Yes First, rather than the opposite when something is uncertain. Here the activity can prove its worth by happening. But in order to say yes we need a contract.

Why a contract on a common? The Pixlator needs to understand that the right to do stuff comes with some obligations, like cleaning, and responibilities as safety. What ever you do it can’t harm visitors. An area consists of one or more pixles and can be scheduld for as less as a day, or even up to the end of the year. For non-profits is free of charge. By regulating contract time we make sure the pixlations are fresh every season. But of course, if you whant to prolong your activity, you are welcome.
Finding the Balance in Governance

So far this project has been pretty top-down, all initiated by politicians, planners and landscape architects. But the goal is to attract the grassroots and find a new balance of governance, Co-Governance. This might be the most difficult goal of them all. Couse, how can grassroots influence the governance when everything seems set? And to what extent can the City let the power go? Essentialy, it is a battle of power. Their is no simple solution.

”Set it free” is the mantra we are telling ourself, to look for new ways and clear the path for the potential pixlators. All in all, we have a lot of legislation and even unspoken rules of how we plan the city. In order to create new types of spaces, such as urban commons, we have to challange those set of rules.

We have a investment budget of about 12 milj SEK. Pixla piren will be operated by 2 personel during season, may to september. Off season we have no personel, but the pier is still open to visit. One project manager will work to evolve and develop the project and attract and engage different grassroot groups.

When we launch pixlapiren in May, its not a blank site. In order to make things easier and more exciting we have added a fue initiatives. The Mecatronic – an experimental workshop aiming to fuse technology and art. Here you also can borrow tools. The Street Art Quarters – a group of walls where its allowed to express yourself. Lust to grow – 1000 pupils in 2nd grade plants in the urban garden. A first step in learning of how to affect the city content. The Expo – the old ferry terminal works as an meeting point and a showroom for the H+ project.

In a few years we hope to have an urban harbour bath next to pixla piren. There is also an entrepreneuor who wants to build a Zip-line climbing attraction at the end of the pier. These attracions might further strengthen and attract people to the Pixla piren project.
