• Online Proposal receive through MIS portal and new features added to SkillMIS designed for all Skill Development Schemes

• CED has started to monitor training partners’ activities through MIS. i.e.Biometric attendance, Batch approval, Training photos.

National SC ST Hub (NSSH) Scheme

• MSME, Govt. of India has introduced the scheme of National SC ST Hub (NSSH)to increase the share of SC ST Entrepreneurs in Government Procurementprocess.

• CED is the Nodal agency for implementing this project across Gujarat.• This Scheme has following four Components :

1. Workshops/Seminars/Awareness Campaigns:• CED had conducted 25 workshops covering 1842 SC/ST entrepreneurs.

2. Exhibition/Trade Fairs:• CED has booked 78 stalls in Vibrant Gujarat Global Trade Show 2019 for

2.0 Scheme -1: Financial Assistance for setting up of Anchor Institute 2.1 The scheme will be known as a “Scheme of financial assistance for setting up Anchor Institute” 2.2 Selection Criteria for Anchor Institute

The State Level Implementation Committee will select a University or Government/ Government Approved/ Affiliated /Recognized Educational Institutions established and operating in Gujarat as an Anchor Institute for specific focus sectors like Biotechnology, Marine, Mining, Agribusiness, Ship Building, Aerospace, Fisheries, Technical & Industrial Textile, Auto Engineering and other sectors as specified by the Committee.

2.3 Role & Functions of Anchor Institute

(i) Anchor Institute will provide technical support to the technical educational institutions

in the sector across shop floor, supervisory and managerial level for improvement of skill.

(ii) To collect information on all the technical courses being offered in the State, considering need to upgrade and make it industry responsive.

(iii) To study and suggest to Government for required changes in the curriculum in the technical courses with the changing need of industries.

(iv) To organize training programmes for faculty development and training for trainers. (v) To benchmark the courses offered by ITIs / Polytechnics and Engineering Colleges or

Equivalent Institution with international/ national standards. (vi) To select and coordinate with Nodal Institute. (vii) To continuously evolve new training programmes based on the need of the industries

in the state and improvements/ changes/ modifications/ up gradation in the courses based on the industry feedback.

(viii) To arrange faculty/ speakers from the institutes, industries and professionals for the training programmes.

(ix) To encourage the faculties for undertaking R&D and consultancy with the specific focus on skill development.

2.4 Procedure and modalities

(i) The Anchor Institute will set up an exclusive cell for the purpose and will engage full

time employees as per requirements as approved by the Committee. The cell will act as a nucleation center for training programmes in the respective sectors in the entire state.

(ii) The Anchor Institute shall submit a proposal with comprehensive schedule of implementation of the entire programme including the details of training courses to be run by the Nodal Institute.

(iii) The Anchor Institute in its proposal will submit the yearly projection of number of trainees in different courses proposed by them.

(iv) The State Level Implementation Committee will approve the programmes to be implemented and budget requirement of Anchor/Nodal Institutes.

(v) The representatives of industries shall be actively involved by selected Anchor Institute for preparing the course material.

2.5 Selection of Nodal Institute by Anchor Institute

Anchor Institute may identify one or more Nodal Institutes (not more than five such institutes) among the degree/ diploma/ ITI institute for performing its tasks in the respective regions as per requirements of that sector considering criteria as mentioned below, however the Anchor Institute shall be ultimately responsible for quality of outcome. Nodal institution will be funded by Anchor Institution from the assistance available under this scheme. (i) Intake capacity, number of students passed out, placement ratio. (ii) Availability of existing infrastructure and approach of the management of the

Institution. (iii) Presence of industries in the surrounding areas. (iv) Existing training resources in terms of faculties and training materials, equipment and

library.

2.6 Quantum of Assistance

Financial assistance both for capital and operating expenses to Anchor Institute shall be maximum up to Rs. 10 crores during the operative period of 5 years.

2.6.1 Capital Expenditure Support The institutes will be provided financial support for capital expenditure maximum up to Rs. 5 Crores out of total assistance of Rs. 10 crores during operating period.

(i) 100% Cost of machinery/ equipment and infrastructure required for setting up of

Anchor and Nodal Institute will be eligible, except for land cost. (ii) Cost of new building or internal refurnishing of the existing building premises

dedicated for the Anchor/Nodal Institute will be eligible for financial support maximum up to 25% of capital expenditure.

(iii) Any overhead expenditure booked under capital expenditure head by the Anchor Institution will not be eligible.

(iv) Contingency expenditure maximum up to 3% of capital expenditure will be eligible. (v) Reasonable amount of pre-project expenses, to the extent of up to Rs. 2 lakhs, will

be considered as eligible expenditure in addition to the contingency.

2.6.2 Operating Expenditure Support The institutes will be provided financial support for operating expenditure maximum up to Rs. 5 Crores out of total eligible financial assistance of Rs. 10 crores during operating period.

(i) 100 % financial support towards operating expenses to Anchor and Nodal Institutes will be eligible.

(ii) Administrative expenditure (for staff salaries) limited to 30% of the annual operating expenditure excluding external faculty honorarium will be eligible.

(iii) The cost of office consumables, communication expenses, travelling and dearness allowance of the faculty for the program will be approved as a part of the operating expenditure limited to 10% of annual operating expenditure.

(iv) Training center can be used as a service centers for Industry Clusters and Industries for the maximum utilization of infrastructure & machinery creating a revenue generation model and self-sustainability.

(v) Honorarium to faculty members or outside experts will be paid on actual basis. (vi) Contingency, maximum up to 3% of operating expenditure will be eligible. 2.6.3 Existing Anchor Institute (i) Financial support towards both capital and operating expenditure incurred after the

announcement of the scheme will be given to existing Anchor Institute @ 100% for the period of one year.

(ii) The support will be within the overall limit of Rs.10 crores per institution which include the amount paid & allotted to them in previous scheme.

2.6.4 Other Conditions

(i) The Anchor institute shall submit the progress report on completion of every six

months to the State Level Implementation Committee. The financial assistance will be provided/ released as per the progress of the project.

(ii) The performance of the Anchor Institute shall be reviewed by State Level Implementation Committee on regular basis.

(iii) The Anchor and Nodal Institute shall have to be in operation for the minimum period of 10 years from the first disbursement.

(iv) Batch size should be of minimum of 10 trainees and duration of courses should not be less than a week and/or 40 hrs.

2.1 આ યોજનાન ે"એન્કર સંસ્થા સ્થાપવા માટે નાણાકીય સહાયની યોજના" તરીકે ઓળખવામાં આવશે

2.2 એન્કર સંસ્થા માટે પસંદગીના માપદંડ

રાજ્ય સ્તર ે અમલીકરણ સમમમત (State Level Implementation Committee) ચોક્કસ

કેમન્િત કે્ષત્રો જવેા કે બાયોટેકનોલોજી, મરીન, ખાણકામ, કૃમિ વ્યવસાય, જહાજ મનમાાણ,

ઍરોસ્પેસ, મત્સસ્યોદ્યોગ, તકમનકી કાપડ, ઓટો એમન્જમનયમરંગ અન ેસમમમત દ્વારા મનમદા ષ્ટ અન્ય

કે્ષત્રો માટે એન્કર સંસ્થા તરીકે ગજુરાતમા ંસ્થામપત અન ેસંચામલત યુમનવમસાટી અથવા સરકારી

/ સરકાર માન્ય / સંલગ્ન / માન્ય શૈક્ષમણક સંસ્થાઓ પસંદ કરશ.ે

2.3 એન્કર સસં્થાની ભૂમમકાઓ અને કાયો

(i) એન્કર સંસ્થા, કૌશલ્યમાં સુધારા માટે વકાશોપ અથવા ફેક્ટરીનો ઉત્સપાદન મવભાગ,

મનરીક્ષણ અને સંચાલકીય સ્તર ેકે્ષત્રમા ંતકનીકી શકૈ્ષમણક સંસ્થાઓને તકનીકી સહાય

પૂરી પાડશ.ે

(ii) રાજ્યમા ં અપાતી તમામ તકનીકી અભ્યાસક્રમો પરની મામહતી એકમત્રત કરવી,

જરૂમરયાતને ધ્યાને રાખી સુધારવી અને તેને ઉદ્યોગને પ્રમતભાવ આપતી બનાવવી.

(iii) ઉદ્યોગોની બદલાતી જરૂમરયાત સાથે તકમનકી કોસાના અભ્યાસક્રમમાં જરૂરી ફેરફારો

માટે અભ્યાસ કરવો અને સરકારન ેસૂચન કરવુ.

(iv) ફેકલ્ટીના મવકાસ અને પ્રમશક્ષકોની તાલીમ માટે તાલીમ કાયાક્રમો ગોઠવવા.

(v) આઇ.ટી.આઇ./પોલીટેકમનકસ અન ેએન્જીમનયમરંગ કૉલજે અથવા સમકક્ષ સંસ્થા દ્વારા

ઓફર કરાયેલા અભ્યાસક્રમોને આંતરરાષ્ટર ીય/રાષ્ટર ીય ધોરણો સાથે બેન્ચમાકા કરવા.

(vi) નોડલ સંસ્થા પસંદ કરવી અન ે(તેની સાથે) સંકલન રાખવ.ુ

(vii) રાજ્યમા ંઉદ્યોગોની જરૂમરયાતના આધાર ેસતત નવા તાલીમ કાયાક્રમો મવકસાવવા અને

ઉદ્યોગોની પ્રમતમક્રયાના આધાર ે અભ્યાસક્રમોમાં સુધારા/ફેરફારો/સુધારા

વધારા/અપગ્રેડેશન કરવા.

(viii) તાલીમ કાયાક્રમો માટે સંસ્થાઓ, ઉદ્યોગો અને વ્યાવસામયકોમા થી ફેકલ્ટી/ વક્તાની

વ્યવસ્થા કરવી.

(ix) કુશળતાના મવકાસ પરના મવશેિ ધ્યાન સાથે સંશોધન અન ેમવકાસ તથા કન્સલ્ટન્સીને

હાથ ધરવા માટે મશક્ષકોને પ્રોત્સસાહન આપવું.

2.4 કાયયવાહી અને પદ્ધમિઓ

(i) એન્કર સંસ્થા હેતુ માટે એક મવમશષ્ટ સેલની રચના કરશ ેઅન ેસમમમત દ્વારા મંજૂર કરલે

જરૂમરયાતો મુજબ સંપૂણા સમય કમાચારીઓને જોડશ.ે સેલ સમગ્ર રાજ્યમાં સંબંમધત

કે્ષત્રોમા ંતાલીમ કાયાક્રમો માટે એક ન્યુમલલયેશન કેન્િ તરીકે કાયા કરશે.

(ii) એન્કર સંસ્થા, નોડલ સંસ્થા દ્વારા ચલાવવાના થતા તાલીમ અભ્યાસક્રમોની મવગતો

સમહત સમગ્ર કાયાક્રમના અમલીકરણના વ્યાપક સૂમચ સાથે દરખાસ્ત મોકલશે.

(iii) તેની દરખાસ્તમાં એન્કર સંસ્થા તેમના દ્વારા પ્રસ્તામવત મવમવધ અભ્યાસક્રમોમાં

સંખ્યાબંધ તાલીમાથીઓનું વામિાક પ્રકે્ષપણ રજૂ કરશ.ે

(iv) રાજ્ય સ્તર ે અમલીકરણ સમમમત (State Level Implementation Committee)

અમલમા ં મૂકવાના કાયાક્રમો અને એન્કર / નોડલ સંસ્થાઓના અંદાજપત્રની મંજુરી

આપશે.

(v) કોસા મમટમરયલ તૈયાર કરવા માટે ઉદ્યોગોના પ્રમતમનમધઓ પસંદ કરલે એન્કર સંસ્થા

દ્વારા સમક્રય રીતે સામેલ થશ.ે

2.5 એન્કર સસં્થા દ્વારા નોડલ સંસ્થાની પસદંગી

એન્કર સંસ્થા તે કે્ષત્રની જરૂરીયાતો મુજબ સંબંમધત કે્ષત્રોમા ંતેના કાયો કરવા, નીચ ેજણાવેલા

માપદંડને ધ્યાનમાં રાખીને મડગ્રી/ મડપ્લોમા/ આઈટીઆઈ સંસ્થાઓમાથી એક અથવા વધુ

નોડલ સંસ્થાઓ (પાંચ કરતા વધાર ેઆવી સંસ્થાઓ નમહ) ઓળખશે, જો કે એન્કર સંસ્થા

પમરણામની ગુણવત્તા માટે આખર ેજવાબદાર છે. નોડલ સસં્થાને આ યોજના હેઠળ ઉપલબ્ધ

સહાયથી એન્કર સંસ્થા દ્વારા ભંડોળ આપવામાં આવશ.ે

(i) પ્રવેશ ક્ષમતા, પાસ થયેલા મવદ્યાથીઓની સંખ્યા, પ્લેસમેન્ટ ગુણોત્તર

(ii) પ્રવતામાન માળખાની ઉપલબ્ધતા અને સંસ્થાના સંચાલનનો અમભગમ

(iii) આસપાસના મવસ્તારોમાં ઉદ્યોગોની હાજરી.

(iv) ફેકલ્ટીઝ અને તાલીમ સામગ્રી, સાધનસામગ્રી અન ે પુસ્તકાલયની િમષ્ટએ હાલના

તાલીમ સ્રોતો.

2.6 સહાયન ં પમરમાણ

એન્કર સંસ્થાને મૂડી અને ઓપરમેટંગ ખચા બંન ે માટે 5 વિાના ં કાયાકારી સમયગાળા દરમમયાન

મહતમ રૂ. 10 કરોડ નાણાકીય સહાય

2.6.1 મૂડી ખર્ય સહાય

આ સંસ્થાઓન ેઓપરમેટંગ સમયગાળા દરમમયાન કુલ રૂ. ૧0 કરોડ સહાયમાંથી મૂડીખચા માટે

મહતમ રૂ. ૫ કરોડની નાણાકીય સહાય આપવામા આવશે.

(i) એન્કર અને નોડલ સંસ્થાની સ્થાપના માટે જરૂરી મશીનરી/સાધનો અને

ઈન્રાસ્ટર ક્ચરનો ૧00% ખચા, જમીન ખચા મસવાય પાત્ર રહેશ.ે

(ii) નવા મબમલ્ડંગનો ખચા અથવા એન્કર/નોડલ સંસ્થા માટે સમમપાત હાલના મબમલ્ડંગની

જગ્યાએ આંતમરક નવીનીકરણનો ખચા, મૂડીખચાના ૨૫ ટકા સુધીની મહત્તમ

નાણાકીય સહાય માટે પાત્ર રહેશ.ે

(iii) એન્કર સંસ્થા દ્વારા મૂડી ખચાના સદર હેઠળ નોધંાયેલ કોઈપણ ઓવરહેડ ખચા પાત્ર

નહી ંહોય.

(iv) મૂડી ખચાના 3% સુધીનો મહત્તમ આકમસ્મક ખચા પાત્ર રહેશ.ે

(v) પૂવા-પ્રોજકે્ટ ખચાની વ્યાજબી રકમ, રૂ. ૨ લાખ સુધી, આકમસ્મક ઉપરાંત પાત્ર ખચા

તરીકે ગણવામાં આવશે.

2.6.2 ઓપરમેટંગ ખર્ય સહાય

આ સંસ્થાઓન ે ઓપરમેટંગ સમયગાળા દરમમયાન કુલ રૂ. ૧0 કરોડની પાત્ર નાણાકીય

સહાયમાંથી ઓપરમેટંગ ખચા માટે મહતમ રૂ. ૫ કરોડની નાણાકીય સહાય આપવામા આવશે.

(i) એન્કર અને નોડલ સંસ્થાઓ માટે ઓપરટેીગં ખચા તરફ ૧00% નાણાકીય સહાય પાત્ર

રહેશ.ે

(ii) બાહ્ય ફેકલ્ટી માનદવેતન મસવાયના વહીવટી ખચા (કમાચારીઓના પગાર માટે) વામિાક

ઓપરમેટંગ ખચાના 30% સુધી મયાામદત રહેશ.ે

(iii) ઓમફસની ઉપભોક્તાઓ, સંદેશાવ્યવહાર ખચા, કાયાક્રમ માટે ફેકલ્ટીની મુસાફરી અને

મોઘંવારી ભથ્થાની મકંમત એ વામિાક ઓપરમેટંગ ખચાના ૧0% સુધી મયાામદત ઓપરમેટંગ

ખચાના ભાગ તરીકે મંજૂર કરવામા ંઆવશે.

(iv) તાલીમ કેન્િનો ઇન્ડસ્ટર ી લલસ્ટસા અને ઉદ્યોગો માટે સમવાસીસ કેન્િો તરીકે ઈન્રાસ્ટર ક્ચર

અન ેમશીનરીનો મહત્તમ ઉપયોગ માટે એક મહેસૂલ જનરશેન મોડેલ અને સ્વ-મસ્થરતા

બનાવવા માટે ઉપયોગ કરી શકાય છે.

(v) ફેકલ્ટી સભ્યો અથવા બહારના મનષ્ણાતોને માનદવેતન વાસ્તમવક ધોરણે ચૂકવવામાં

આવશે.

(vi) ઓપરમેટંગ ખચાના 3% સુધીનો મહત્તમ આકમસ્મક ખચા પાત્ર રહેશે.

2.6.3 હાલની એન્કર સસં્થાઓ

(i) આ યોજનાની જાહેરાત કયાા પછી થનારી મૂડી અન ે ઓપરમેટંગ ખચાની નાણાકીય

સહાય એક વિાના સમયગાળા માટે હાલની એન્કર સંસ્થાઓને ૧૦૦ ટકા માટે

આપવામા ંઆવશે.

(ii) આ સહાય રૂ .૧0 કરોડની એકંદર મયાાદાની અંદર હશ ેજમેાં અગાઉની યોજનામાં

ચૂકવણી અને તેમને ફાળવવામાં આવેલી રકમનો સમાવેશ થાય છે.

2.6.4 અન્ય શરિો

(i) રાજ્ય સ્તરની અમલીકરણ સમમમત (State Level Implementation Committee) ને

દર છ મમહના પૂણા થવા પર એન્કર સંસ્થા પ્રગમત અહેવાલ મોકલશે. પ્રોજકે્ટની પ્રગમત

મુજબ નાણાંકીય સહાય પૂરી પાડવામા ંઆવશે/ મરલીઝ કરવામાં આવશે.

(ii) રાજ્ય સ્તર ેઅમલીકરણ સમમમત (State Level Implementation Committee) દ્વારા

મનયમમત ધોરણે એન્કર સંસ્થાની કામગીરીની સમીક્ષા કરવામા ંઆવશે.

(iii) એન્કર અને નોડલ સંસ્થા પ્રથમ મવતરણથી ઓછામા ંઓછા 10 વિા માટે કામગીરીમાં

રહેશ.ે

(iv) બેચનંુ કદ ઓછામાં ઓછા 10 તાલીમાથીઓની હોવુ ં જોઈએ અન ે અભ્યાસક્રમની

અવમધ એક સપ્તાહ અન ે/ અથવા 40 કલાક કરતા ંઓછી ન હોવી જોઈએ.

3.0 Scheme - 2: Short-term Bridge Courses by Industries/Institute 3.1 The Scheme will be known as a "Scheme of financial assistance for running Short-term

Bridge Courses”. 3.2 Eligibility

Need base specific training courses or course specified by National Skill Development Corporation/NCVT/ GCVT/ Sector Skill Council, and/or others could be introduced in the existing ITIs/ Polytechnics/ Engineering colleges/ Government Affiliated Institutions/ Center affiliated by any Recognized Universities/ Center Promoted by Trust or Industries/ Universities/School (host institute) in association with Industries/Industries Association or any other legal entity (referred as Industry Partner) which are registered under Societies Act, Trust Act or Companies Act by constituting Institutional Management Committee (IMC).

3.3 Quantum of Assistance

(i) Industry partner will assess the facilities available with Host institute with respect to

requirement for Specific training course proposed and prepare a proposal for additional facilities required at Host Institute level and submit the proposal to Industries commissionerate/ The Centre for Entrepreneurship Development for further approval.

(ii) The cost of machinery & equipment including classroom furniture & fixture and refurbishing of building up to 75%, of the total fixed cost limited up to Rs. 100 lakhs, will be provided as a financial assistance to the project and the balance cost shall be borned by Industry Partner. However, any contribution eligible under any scheme of Directorate/Commissionerate of Technical Education or Directorate/Commissionerate of Employment and Training will be treated as financial assistance under this scheme.

(iii) Refurbishing of the existing building premises dedicated for the specific training courses will be eligible for financial support limited to 20% of project cost and maximum up to Rs. 20 lakhs.

૩.૦ સ્કીમ નંબર – ૨ : ઇન્ડસ્ ર્ ીઝ/સંસ્થા દ્વારા ્ ં કા ગાળાના સેત અભ્યાસક્રમો મા્ે સહાય

૩.૧ આ સ્કીમ “ ્ ં કા ગાળાના સેત અભ્યાસક્રમો મા્ે નાણાંકીય સહાય “ ના નામ ેઓળખાય છે.

૩.૨ યોગ્યતા

જરૂરિયાત મજુબનાાં ચોક્કક્કસ તાલીમી કાયયક્રમો અથવા નેશનલ સ્કીલ ડેવલોપમેન્ટ કોપોિશેન(NSDC)/

એનસીવીટી(NCVT)/ જીસીવીટી(GCVT)/સેક્કટિ સ્કીલ કાઉન્સીલ (Sector Skill Council) દ્વાિા નક્કી કિવામાાં આવેલ

અભ્યાસક્રમો અને / અથવા બીજા કાયયિત આઇ.ટી.આઇ/પોલીટેક્નીક/એાંજીનીયિી ાંગ કોલેજો/સિકાિ માન્ય સાંસ્થાઓ

/કોઇપણ યુરનવૅસીટી દ્વાિા સાંલ્ગન સેંન્ટિ / ટરસ્ટ અથવા ઇન્ડસ્ટર ીઝ દ્વાિા સાંચરલત કેન્ર/ યુરનવૅસીટી/સ્કૂલ (યજમાન

સાંસ્થા) ના સહયોગથી ઇન્ડસ્ટર ીઝ / ઇન્ડસ્ટર ીઝ એસોરસયેસન અથવા બીજી કોઇ કાનૂની સાંસ્થા (ઇન્ડસ્ટર ીઝ પાટઁનિ

તિીકે ઑળખાય ) કે જ ેસૉસાયટી એક્કટ, ટરસ્ટ એક્કટ અથવા કાંપની એક્કટ હેઠળ નોાંધણી થયેલ હોય કે જ ેસાંસ્થાકીય

સાંચાલન સરમરત (IMC) દ્વાિા િરચત હોય.

૩.૩ નાણાંકીય સહાય

(i) ઇન્ડસ્ટર ી પાટઁનિ દ્વાિા સુરચત તાલીમી કાયયક્રમોની જરૂરિયાત માટે યજમાન સાંસ્થા પાસે ઉપલ્્ધ સુરવધાઓનુાં

મૂલ્યાાંકન કિવાનુાં િહેશે અને યજમાન સાંસ્થાના સ્તિ ે વધાિાની જરૂરિયાતની પ્રસ્તાવના તૈયાિ કિી અને તે

પ્રસ્તાવના ઇન્ડસ્ટર ીઝ કરમશનિટે/સેન્ટિ ફોિ એન્ટિરપ્રનેયોિશીપ ડેવલોપમેન્ટ ને વધુ કાયયવાહી માટે જમા કિાવવાની

િહેશ.ે

(ii) પ્રોજકેટ માટે નાણાાંકીય ૭૫% સહાય ,કુલ રનયત ખચય રૂરપયા ૧૦૦ લાખ ની મયાયદામાાં, મશીનિી & સાધનોના

ખચયની સાથ ે ક્લાસરૂમ ફનીચિ & ફીકચિ અને બાાંધકામની મિામત માટે આપવામાાં આવશે અને બાકીની

૨૫ % સહાય ઇન્ડસ્ટર ી પાટઁનિ ેભોગવવાની િહેશે. તેમ છતાાં કોઇ પણ પ્રકાિનુાં યોગદાન અન્ય કોઇ સ્કીમ

રનયામક /કરમશનિ ટેકનીક્લ એજ્યુકેશન અથવા રનયામક /કરમશનિ િોજગાિ અને તાલીમ

(III) સુરચત તાલીમી કાયયક્રમો માટે જૂનાાં બાાંધકામની મિામત માટે કુલ પ્રોજકેટ ખચયનાાં ૨૦% નાણાાંકીય સહાય,વધુમાાં

વધુ રૂરપયા ૨૦ લાખ ની મયાયદામાાં મળવાપત્ર િહેશ.ે

4.0 Scheme - 3: Specialized Skill Development Centers 4.1 The scheme will be known as a "Scheme of financial assistance for setting up of

Specialized Skill Development Centers at Industry". 4.2 Specialized Skill Development Areas

Assistance will be provided to Industries for specialized training centers in areas like marine engineering, mining, specialized pipe laying, aerospace, defense production,Automobiles, solar and other non-conventional energy and such other advance/ specialized technologies and management areas as may be decided by the State Level Implementation Committee.

4.3 Quantum of Assistance

(i) The assistance to the extent of 50% of the project cost, maximum of upto Rs. 2 crore, covering construction of new building or refurbishing of existing building, equipment and machinery including installation cost, electrification, furniture and other related investment, except for land cost, will be provided.

(ii) In case of new construction/ refurbishing of existing building, maximum 20% of project cost maximum upto Rs. 40 lakhs will be consider for financial support.

૪ .૦ સ્કીમ નંબર – ૩ : સ્પેશિયલાઇજડ સ્કીલ ડેવલપમેન્ટ સેન્ટરને સહાય

૪.૧ આ સ્કીમ “ઇન્ડસ્ટર ી ખાતે સ્પેશિયલાઇજડ સ્કીલ ડેવલપમેન્ટ સેન્ટર “ ના નામે ઓળખાય છે.

૪.૨ સ્પેશિયલાઇજડ સ્કીલ ડેવલોપમેન્ટ શવષયો

ઇન્ડસ્ટ ર્ ીઝને સ્ટપેશિયલાઇજડ ર્ ૅની ીંગ સેન્ ર સ્ટથાપવા મા્ે સહાય લગતાીં શવષયો જમે કે મરીન એન્ીનીયરી ીંગ,

માઇની ીંગ, સ્ટપેશિયલાઇજડ પાઇપ લેશયીંગ ,એરોસ્ટપેસ,શડફેન્સ પ્રોડ્ક્િન ,ઓ્ોમોબાઇલ ,સોલર

અને બીજા શબનપરીંપરાગત ઊજાા અને આવા બીજા/ સ્ટપેશિયલાઇજડ ્ેક્નોલોી અને મેનજેમેન્ શવષયો કે જ ે

સ્ટ્ે્ લેવલ ઇમ્પલીમેન્ ેિન કશમશ્ દ્વારા નક્કી કરવામાીં આવિ.ે

૪.૩ નાણાંકીય સહાય

(i) ૫૦% પ્રોજકે્ ર્મ , રૂ 2 કરોડ મહત્તમ મયાાદા સાથ ેઆશથાક સહાય .આ પ્રોજકે્માીં નવાીં મકાનનાીં બાીંધકામ મા્ે

અથવા જુનાીં મકાનની મરામત મા્ે , સાધનસામગ્રી અને મિીનરી (સ્ટથાપન ખર્ા સશહત), વીજળીકરણ, ફશનાર્ર

અને અન્ય પરર્ુરણ રોકાણ, વગેર ેશનયત મૂડી રોકાણ ખર્ા (જમીન ખર્ા શસવાય) પૂરીપાડવામાીં આવિે.

(ii) નવા બાીંધકામ / જુનાીં મકાનની મરામત મા્ે પ્રોજે્ ્ સહાય , મહત્તમ ૨૦% પ્રોજે્ ્ ર્મ, મયાાદા વધુીં મા વધુીં

રૂ.૪૦ લાખ સુધી શસમીત.

Scheme - 4: Skill Up-gradation Centers (SUCs) The Scheme will be known as a "Scheme of financial assistance for setting up Skill Up- gradation Centers (SUCs) at GIDC Estates / Other registered Estates/ Industrial Parks/ SEZs / Investment Regions ".

Skill Up-gradation Centers (SUCs)/Training Center

(i) Modern and well-equipped need based Skill Up-gradation Centers will be established at GIDC Estates / Other Registered Estates/ Industrial Parks/ SEZs / Investment Regions.

(ii) Land and Building will be provided/ constructed by the respective GIDC Estates / Other Registered Estates /SPV of Industrial Park, SEZs, Investment region.

(iii) State Level Implementation Committee will empanel National Level Training Partners or Industry/Industries Association to run the SUCs.

(iv) Overall functioning of the training will be monitored and assessed by respective GIDC Estates / Other Registered Estates/ Industrial Parks/ SEZs / Investment Regions or Industries Commissionerate/ The Centre for Entrepreneurship Development.

(v) There will be a MoU between the relevant participating agencies. (vi) In order to monitor overall activities, there will be separate Advisory Committee at

local level for each center.

Quantum of Assistance

(i) Support for acquisition of machinery/equipment/ tools/ furniture & fixtures costing upto Rs. 1 crore will be extended to each SUC in the following manner.

a) 100% for GIDC Estates or Other Registered Estates. b) 75% for Industrial Parks/ SEZs/ Investment Regions. c) The machinery & equipment/tools/ furniture & fixtures will be purchased

by the CED from Industries Commissionerate and supplied to SUCs. The cost of transportation/ erection/ electrification etc., will be provided by the CED.

6.0 Scheme - 5: Skill Development to MSME Sector 6.1 The scheme will be known as a "Scheme of financial assistance for Skill Development

to MSME sector”.

6.2 Eligibility

Any MSME shall sponsor candidate for up skilling skill development from its work force or fresh candidate for its requirement. The assistance for the course fee up to Rs. 10,000/- will be reimbursed to training partner/ organization.

6.3 Quantum of Assistance

100% of course fees, maximum up to Rs. 10,000/- per person for a one week or for more duration of skill up gradation for MSMEs in a training programme conducted in institutions recommended by an Anchor Institute or as per existing provision in force in MES/NCVT/GCVT/Sector Skill Council etc. in specific sector. Third party skill assessment of trainees after completion of course is compulsory for training partner/ organization for reimbursement of course fees.

Scheme - 6: Supports for setting up Gems & Jewellery Training Center/Institute

The scheme will be known as a “Scheme of financial assistance to Support for setting up Gems

& Jewellery Training Center/Institute”. Training Institute

Institute means a national or state level institutes imparting training in Gems & Jewellery Sector like Indian Diamond Institute, National Institute of Design, National Institute of Fashion Technology, or any Industrial Promotional Board/Council like Gems and Jewellery Export Promotion Council etc.

Training Centre

Training center means center set up by institute to provide training to Gems & Jewellery operator, supervisor and executive. Training center should be set up at Ahmedabad, Rajkot, Bhavnagar, Surat or any other place as approved by SLIC.

Quantum of Assistance

(i) 100% financial assistance will be provided for capital expenditure based on project

approved by State Level Implementation Committee. (ii) In case center is set up in rental premises, the actual rent only of hired building will

be eligible for the assistance for the period of 3 Years. Actual rent means excluding recurring cost like maintains charge, electric charge etc.

Preamble The Honorable Prime Minister has stressed on increasing production, export and to generate productive employment for the youth. In order to keep the pace with changing environment, technology and innovation a need is felt to enhance technical skill and to scale up in partnership with the industry. Gujarat is known for its enterprise and symbolizes the growth engine of India. Government of Gujarat has undertaken speedy reforms and continues to intensify steps to accelerate growth, with the establishment of GIDC Industrial Estates/ Industrial Parks, Special Economic Zones and by strengthening existing Industrial Clusters across the State. This has generated vast scope for employment of technically competent and industries responsive manpower at various levels. Though the State has over the years attracted large volumes of investment the availability of suitable and required manpower has been lagging. Despite large requirement of manpower on the one hand and institutional arrangements for equipping/ skilling on the other, there has been a qualitative demand-supply mismatch resulting in shortage in the industries with simultaneous unemployment/ underemployment. A need is also felt to impart short term bridge courses to improve employability of existing degree and diploma holder from ITIs, Polytechnics and Engineering Colleges to fulfill the need of industries and the working place. As a result with the training of skill candidates are expected to be more & more industry responsive and readily employable. In addition to upskilling of existing operator approach is also made for upskilling of supervisor and executive technician as an ongoing process to match with changing requirement of Industry and Business. Gujarat Industrial Policy has laid an emphasis on the need to create industry responsive & readily employable manpower in various segments. In order to take this initiative further, keeping the pace with the changing technology and overall Industrial Environment, the State Government also intends to enhance skill of existing manpower, trainers and faculty members of institutions with an active participation from industries.

Resolution In view of the strategy under New Industrial Policy the Government is pleased to introduce a “Scheme for Enhancement of Technical Competence and Manpower” which will come into force from the date 1.1.2015 and will remain in operation for a period of five year. 8.0 Scheme – 7: Assistance for Tuition fees for Enhancement of Skill. 8.1 The Scheme will be known as “Scheme of financial assistance for Tuition fees for

Enhancement of Skill”. 8.2 Eligible Institution

University/Engineering Colleges/Polytechnics/ITI/School/Government affiliated Institutions/Recognized Centers/Industries/Industries Associations/Any other legal entity registered under the Societies’ Act, Trust Act or Companies Act etc.

8.3 Eligibility Criteria

(i) The institution shall have to provide industry responsive training as per the need. (ii) The institution must have sufficient experience in the field of skill

development/respective industry. 8.2 Quantum of Assistance

Financial assistance, shall be given for per training programme per candidate as under: 1. Rs. Up to 15,000/- for 121 hrs & above training duration 2. Rs. Up to 10,000/- for 61 to 120 hrs training duration 3. Rs. Up to 5,000/- for 40 to 60 hrs training duration

a. 100% in case of BPL, Physically Handicapped, SC, ST, SEBC and Women. b. 75% for other candidates

8.3 Conditions

(i) Duration of the training courses should be maximum period of six months or as specified by National/State bodies like National Skill Development Corporation/NCVT/GCVT/Sector Skill Council etc. , time to time.

(ii) Batch size should be of minimum 10 trainees. (iii) Training Institutes shall submit annual plan of training programs for approval

before beginning of the year. (iv) Prior approval of Industries Commissionerate/The Centre for Entrepreneurship

Development, the implementing institute for batch commencement along with enrolment of trainees should be taken.

(v) The support will be available to the institutes duly approved by SLIC. (vi) This support will not be given to those trainees availing or availed any other

similar support for the same course provided by Government or other Government bodies for same purpose.

(vii) Focus for such training will be more on shop floor activities along with soft skill related to core activity.

(viii) Reimbursement of fees will be approved only after successfully skill assessment by authorized assessment body and placement/self-employment criteria of 60% of total trainees trained. A placement criterion is excluded in case of up skilling for existing employees.

(ix) Training imparted, without taking prior approval as per (iii) & (iv) above, will not be considered for any assistance.

ર. કોમ્પપ્યટુર નવભાગના અનિકારી/કમકચારી જરૂરીયાત ચકાર્સી ટેકનીકલ નવગતો ર્સાથે નનયામકશ્રીને ર્સધૈિાનંતક મજુંરી માટે નોંિ મકુી પ્રાથનમક મજુંરી મેળવે છે. જે તે નવગતો ર્સસં્થાની આઇ.ટી. કનમટી ર્સમક્ષ મકુવામા ં આવે છે અને ત્યારબાદ રાજય ર્સરકારશ્રીની આઇ.ટી.ની નોર્લ એજન્ર્સી દ્વારા તૈયાર કરેલ રેટ કોન્રાકટ અથવા ર્ીજીએર્સએનર્ી ઉપરોકત બન્નમેા ંજે વસ્ત ુઉપલબ્િ હોય તો નનયામકની સચુના મજુબ કાયકવાહી કરવામા ંઆવે છે. ૩. મજુંરી મળ્યા બાદ ખરીદીને લગતી તમામ વહીવટી કાયકવાહી કરવા

Focusing on awareness and empowerment of the youth, CED has always been inclined towards conducting programs aimed at specified target groups. CED has thoroughly understood the importance of Entrepreneurship awareness amongst the youth and has been constantly working on it through imaginative programs.

CED has excelled in conducting as well as bringing an outcome from the Entrepreneurship Development Programme and Skill Development Programme in universities and colleges of Ahmedabad, Bhavnagar, Rajkot, Surat, Vadodara & various other regions of Gujarat . Along with the programs, First Quarter Review Meeting with Training Partner of various Skill Development Scheme was taken place at Region level to discuss the progress of the training programs and what further updates or modifications can be undertaken to make the training program more effective and beneficial for the trainees.

Tapping the youth of nation by conducting awareness programs at various universities & colleges has enabled us to garner a spark of interest among them to pursue entrepreneurial path and their individuality.

INAUGURATION OF EDP MODULE II AT ED CELL: SWARNIM STARTUP ANDINNOVATION UNIVERSITY, GANDHINAGAR

Overwhelming inauguration of EDP Module ll conducted on 9th April 2019 toinitiate programmes supporting Entrepreneurship Development. Such entrepreneurship programs guide the entrepreneurial aspirants thereby serving as a path for their future course of action.

General EDP Module II focuses more on the local opportunities available and how individuals can capitalize on these opportunities. This program was inau-gurated by CED officer - Mr Yatin Parekh on 4th April 2019.

FIRST QUARTER REVIEW MEETING OF SKILL DEVELOMENT CENTERS

First Quarter Review Meeting of all Skill Training Centers of Ahmedabad Region was held at CED Head Office in Gandhinagar on 25th April & 26th April, 2019 under the chairmanship of Mr. Alpesh Gajjar, Head Skill and in the presence of Mr. Kiamuddin, Training Officer (Skill) & Mr. Hardik Parmar, Training Officer (Skill). Discussion pertaining to progress of training center in previous year, training details of first quarter, planning of next quarter planning, etc., problems they are facing and possible solutions were provided.

Solar technology is the future of renewable energy. Capitalizing on this, a course of Solar Technology is organized at regular intervals at our Anchor Institute - Gujarat Power Engineering and Research Institute (GPERI). This will indirectly also help people to adopt solar energy as a renewable energy source to save on electricity bills as well as energy.

Ms. Manali Trivedi is resident of Bhavnagar. She took degree in Bachelor of Commerce and then assisted her family business to gain experience and practical knowledge before starting a business of her own. It was her dream to start a business of her own and be a part of it from inception rather than joining a well-established business. But she was lacking clarity of mind and independent decision making ability for making debut on her own. Meanwhile, she got to know about Entrepreneurship Development Program held by C.E.D. for new entrepreneurs at C.E.D. Bhavnagar. She applied for joining the training. After clearing the interview, she got selected as trainee and successfully completed her training. During and after training she continuously got support of Mr. Kamleshbhai Patel and other members of C.E.D. Bhavnagar. During training she got detailed knowledge of market survey, marketing management and financial management and information of various schemes of. Government for entrepreneurs.

After completing her training, she applied to PMEGP for financial assistance and she got financial support by State Bank of India, Bhavnagar. Thus with the support of C.E.D., State Bank of India and her family, she established her business named RBT WIRES in G.I.D.C.,Bhavnagar in May- 2018. The business is into manufacture of insulating wires i.e. Super Enameled and D.P.C. Aluminum Wire. Within a short span, their product has attained much trust in the market. In future Manali is looking forward to manufacture Super Enameled and D.P.C. Copper Wires and Aluminium Strips and taste different levels of success.

BLOOD DONATION ACTIVITY ORGANISED BY JYOTI CNC PVT LTD

A new Entrepreneurship Development Cell has been inaugurated at Shri Labhubhai Trivedi Institute Of Engineering And Technology. Entrepreneurship Awareness Program has been organised by newly opened cell at Shri Labhubhai Trivedi Institute Of Engineering And Technology, Rajkot on 12th April, 2019. Mr. Krushn Kataria, Mr. C. S. Bhagat, and Isha Pathak provided information about CED, its activities and characteristics of entrepreneur. More than 100 students and faculties were present in the program.

Blood Donation Camp had been organized by Jyoti CNC Automation Ltd. on 19th April, 2019 on account of its 30th Foundation Day. Approx 20 trainees of GLIA Batch 3 and Batch 4, Skill Development Centre - GIDC Lodhika Industrial Association had participated in blood donation camp.

Under our Scheme 2 - Short-Term Bridge Courses by Industries / Institute, a course upon "Rapid Casting Automation & Simulation" is ongoing at MUJCAL Association for Foundry Technology. The purpose behind this scheme is to run need based specific courses for better career prospects of individuals.

The need for technical experts in various sectors is already understood and realized. In lieu of this, under Scheme 4, Skill Up-gradation Centres (SUCs) are set up at various regions to upgrade the skills of the technicians and make it industry responsive. TECH EXPO 2019 AT PARUL UNIVERSITYTech EXPO - 2019 was held at Parul University in Vadodara with 100+ participants exhibiting their projects.

Entrepreneur Awareness Program was recently organized at Jan Kalyan Shikshan Sanstha in Vadodara program by CED Regional Manager, Mrs. Archana Yadav & Training Officer, Mr. Piyush Shah.

Participants were made aware about various entrepreneurial activities organized at CED & they were also motivated to take up entrepreneurial path as career.
