Over all Site Manager/In-charge of all Project and Construction Management activities including supporting CP in procurement, focal point for all Government/Statutory approvals, External and internal Stakeholder Management. Lack of competent Manpower (local contractors/workmen) resulted in a major challenge to ensure that they adhere to Shell safety and HSSE norms and policies. The same was addressed with concerted efforts and Project was completed without any major safety or quality incident.

In view of the Government plans to enforce the new (Euro-IV(M) vehicular emmissions norms/guidelines, the subject project was

inititated to Upgrade the Port Dicskon refinery facilties to be able to produce Euro-IV(M) complinat Gasoil(Desiel) and

Mogas(Petrol). The Hijau Phase II Project would enable production of Euro IV(M) diesel with sulphur of 50 ppmwt (by revamping

HDS-2). To address the Mogas sulphur specification of 50 ppmwt in Euro IV(M), a new Selective Hydro desulfurizing Unit (SHDS

unit) to be installed. The SHDS treats the entire FRCCG (Full Range Catalytically Cracked Gasoline) from the Long Residue

Catalytic Cracking Unit (LRCCU) to produce FRCCG with <50 ppmwt sulphur.

Major scope: The Project scope covered both a brownfield revamp of the existing HDS unit as well as a New SHDS unit for

Mogas. This also included OSBL and infrastructure works like piping, Oil Movement, tanks and Flare Modifications.

Opportunity Framing, Risk Management, C&P Strategy Development/ Tactics, Design Class, Value Engineering, Availability

Assurance/Reliability, Selection of Standards & Specifications, Project Execution Planning and Project Execution Risks

(PEPPER) and Constructability.

Project Benchmarking - thru both internal expertise (P&T) and external (thru IPA) was carried out for Scope, FEL (front end

loading)assessment, Cost , Schedule and Risks. The FEL development was found to be Optimum for the project and CEI index

was top quartile.

Achievements :

As per the ORP (now ORS) process and PCAP - Successfully delivering all (VAR) Assurance requirement/deliverables

(of appropriate quality) in both decision gates – DG-2 and DG-3. The Project management deliverables like the

PEA/PEP, Risk, LL, etc appreciated by the VAR teams as high quality.

Was able to finalize concepts and freeze scope of the Project by end select – there by getting a robust P50 cost and

schedule. IPA benchmarking complements the Project Development (with optimum FEL-front end Loading).

In line with the Project premise and drivers managed to bring down the Capex - from (end I&A Type-1 estimate of 231

Million USD) to (end Select Type-2 estimate of 198.3 million USD) by scope optimization and appropriate

concept/scope selection.

Managed to Line with Process licensor in Record time(less than 3 months) for the Selective HDS unit - CD TECH - in

early select phase. On-boarded the FEED Contractor in Select phase itself as a part of efforts to make the project

schedule more robust.

Project – IH2 Showcase Technology Demonstration unit for Shell CRI.

Background:

Supported the development of Concept selection, FEED and Detailed Engineering for the Biofuels pilot plant – (Showcase Technology Demonstration unit of indusrtial scale), for the Shell CRI Patented “IH2” technology (Integrated Hydro pyrolysis and Hydro conversion) The Plant will demonstrate shell’s cutting edge IH2 technology is a new process for direct conversion of solid biomass to ‘whole barrel’ hydrocarbon fuels. The IH2 technology produces fungible liquid hydrocarbon products from lignocellulose biomass. The process is feedstock flexible and self-sufficient in hydrogen at commercial scale. The first stage is a medium pressure, catalytic fast Hydro pyrolysis step conducted in a fluidized bed under a moderate hydrogen pressure. Vapours from the first stage are further processed in a second fixed bed reactor. In this step, a hydro processing catalyst removes all the remaining oxygen, saturates unsaturated double bonds, removes organosulfur and organ nitrogen compounds along with other micro constituents and produces hydrocarbons boiling in the gasoline, jet fuel and diesel range The FEED and Detailed design for the Unit is being done by M/s Zeton, Canada, as well as the fabrication of the major equipment in form of modules/skids. IH2 facility is coming up in the plot adjacent to NTCB (New Shell technology centre) site at Bangalore, India. The Project has already got FID and is being taken up for execution by CRI and NTCB Project teams. Achievements:

Successfully supported the developed the Concept selection for the Demonstration Unit. Supported the Value Engineering Exercise for the Plant along with CRI, Zeton and shell P&T discipline groups to Optimise cost and integrate the same with the Ongoing NTCB Project.

Supported the Physical Effects modelling for the unit (H2 inventory) thru Atkins and incorporated changes to scope/design with limited capex/schedule impact.

Reviewed (as a team) and incorporated the Shell Safety norms (DEPs and DEMs) into the basic Zeton Package.

Developed the Type-3 Cost estimate and schedule for the Project along will other Project deliverables at DG4 stage.

Carried out Detailed Design for the new layout (along with Jacobs) and Synergized with the Ongoing NTCB Project and managed to optimise on Supporting infrastructure like Flare, Electrical sub-stations, Transformer, Backup power, Firefighting, Utilities(Water, Steam, Instrument Air Nitrogen, etc), Effluent treatment facilities, etc –Greatly Optimising on the Project Capex.
