2. Eligibility Criteria

Only those firms can participate, who possess the following prequalifying requirements and shall have to submit necessary documents along with tender. 1. The bidder should have a valid P.F. & Service Tax registration with Central Excise Department, if it

is not available then bidder will submit an affidavit on Rs. 10/- Non Judicial stamp paper that he will obtain the same before opening of Tender.

2. He should have at least one year experience for providing similar vehicle/ other vehicle to Govt. / Semi- Govt. Organization on contract basis.

3. The bidder should submit Solvency Certificate of Rs. 6 Lac or more issued by the Tehsildar / Nationalized Bank.

4. The bidder should submit /intimate year of manufacturing of vehicle model which should be of 2013 or later year.

Note: - The technical evaluation of the bids shall be done on the basis of above criterions. The offers of the bidder not fulfilling above conditions fully or partially are likely to be ignored.

The firm who is participating in the Tender enquiry should fulfill the following qualifying requirements.

1. The participating bidder should have service tax registration with Central Excise Department, PF

Registration, PAN Card, and Labour License (if required).

2. The bidder should have executed similar nature of work in any Thermal Power station of minimum unit

capacity of 110MW or above during last five (05) years as on date of bid opening as per below:-

(I) Single work contract of value not less than 80% of estimated cost.

OR

(II) Two work contract of value each not less than 50% of estimated cost.

OR

(III) Three work contract of value each not less than 40% of estimated cost.

3 The bidder have to furnish the satisfactory performance certificate of similar nature of work in

related field duly signed by the officer not below the rank of Superintending Engineer/ order

placing authority of concerning organization.

4 The average annual turnover of the bidder, in preceding three (3) financial years ending of 31st march of

the previous financial year should be at least 50% of estimated cost. For this purpose any one of the

following documents may be submitted:-

I Audited balance sheet of last three financial years

II Annual return filed with income tax department /TDS certificate of last three financial years.

For TN/Civil/08/ 2016-17

i) The participating bidder should have service tax registration with central excise department, P.F. registration, PAN card, labour license (if required).

ii) The bidder should have experience of Road construction/ Road Maintenance works under any Govt./Semi Govt./Govt. undertaking or any reputed concern, who has executed similar nature work in any thermal power plant having capacity 110 MW or more, during last five years for executing completed works for value not less than:-

a) Single work contract value not less than 80 % of estimated cost. Or

b) Two works contract value each not less than 50 % of estimated cost. Or

c) Three works contract value each not less than 40 % of estimated cost. iii) The bidder have to furnish the satisfactory performance certificate of Road construction / Road

maintenance works in related field duly signed by the officer not blow the rank of Superintending Engineer /order placing authority of concern organization not below the rank of General Manager.

iv) The Average annual financial turnover of bidder, during the last three (3) financial years, ending 31st march of the previous financial year, should be at least 50 % of the estimated cost. For this purpose any one of the following documents may be submitted:-

a) Audited balance sheet of last three financial years. b) Annual return filed with income tax department/ TDS certificate of last three financial years.

NOTE- The technical evaluation of the bids shall be done on the basis of above criteria’s. The offer of

3. The bidder should furnish copy of service tax/VAT registration with central excise deptt., PF registration, PAN card and labour license (if required), the bidder shall furnish documentary evidence to

satisfy the above qualifying requirement.

4. The bidder will have to register themselves on website http://www.eproc.rajasthan.gov.in for participating in this tender. For this purpose Digital Signature Certificate (DSC) have to be obtained

from- any agency approved by CCA. This DSC will be used to sign the bids submitted online by the

bidder. Unsigned tenders will not be entertained and may be rejected. 5. The tender for works shall remain open for acceptance for the period of 120 days from the date of

opening of pre-qualification / technical bid or up to such period as detailed out in tender document. 6. If any tenderer withdraws his tender prior to expiry of validity period as mentioned at S. No.5 or

mutually extended period or makes modifications in the rates, terms and conditions of the tender within the said validity period, which are not acceptable to the department, or fails to commence

the work in the specified period, fails to execute the agreement, the department shall without

prejudice to any other right or remedy be at liberty to forfeit the amount of earnest money given in any form absolutely. If any contractor, who having submitted a tender does not execute the

agreement or start the work or does not complete the work and the work has to be put to re-tendering, he shall stand debarred from participating in such re-tendering in addition to forfeiture of earnest

money/ security deposit and other action under agreement. If there is strong justification of

believing that the tenderer or his authorized has been guilty of mal- practices such as submission of forged documents, influencing individually or politically, his offer will be liable to rejection and in

such case his earnest money shall be forfeited. 7. All tenders, in which any of the prescribed conditions are not fulfilled or which have been vitiated by

errors in calculations, totaling or discrepancies in figures or words or other discrepancies, will be liable

to rejection. 8. No conditional tenders shall be accepted and will be rejected summarily forthwith.

9. The department will not be responsible for any delay on account of late submission of tender due to online submission.

10. Physical submission of bids is not allowed. 11. The bidder shall ensure that signed and sealed scanned copy of all the schedules as asked in

tender document have been filled up and attached with the bid submitted in electronic format.

12. The acceptance of the tender will rest with the competent authority who does not bind itself to accept the lowest tender, and reserves to itself the authority to reject any or all the tenders received without

assigning any reason. 13. No refund of tender fee/e- tender processing fee is claimable for tenders not accepted or forms not

Only those firms can participate, who possess the following prequalifying requirements and shall have to submit necessary documents along with tender. 1. The bidder should have a valid P.F. & Service Tax registration number obtained prior to opening of

this tender if it is not available then bidder will submit an affidavit on Rs. 10/- Non Judicial stamp paper that he will obtain the same prior to start of the contract.

2. He should have at least one year experience for providing Bus/ other vehicle to Govt. / Semi- Govt. Organization on contract basis.

3. The bidder should be financial capable for execution of the work as per NIT specifications. For this purpose for 25 seated bus Solvency Certificate of Rs. 5 Lacs or more is required, which should be issued by Tehsildar of Nationalized Bank.

Relaxation in PQR in respect of experience of work may be given to the PAP’s (Project Affected Person’s) / PAP’s Socity of KaTPP as well as Kalisindh Dam.

Note: - The technical evaluation of the bids shall be done on the basis of above criterions. The offers of the bidder not fulfilling above conditions fully or partially are likely to be ignored.
