    II. DUTIES

    The Nuclear Decommissioning Unit (NDU) is responsible for the management and decommissioning(including safeconservation)ofallnuclear installationsand facilitiesat the Ispra siteand for theoperationof radioactivewaste facilities, in compliancewith the current licensing obligations. TheDecommissioningandWasteManagementProgrammewill spanmore than twodecadesand iscurrently focusingmainlyonwastemanagement andpre-decommissioningactivities.Afterwards theNDUwill implement all thenecessarymeasurestodecommissiontheinstallationsandfacilitiesandtooperatethe infrastructureforhandling,sorting, treatingandstoringsolid/liquidwastepresentonsite,asappropriate.Theultimategoal is toeliminateallnuclearliabilities,allowingthereuseofbuildingsandland.

    TheHeadof theNuclearDecommissioningUnit is responsible formanaging facilities and licences in linewith Italian law. Candidates must therefore fulfil the requirements laid downby the Italian legislation inorder tobe able toobtain theAttestato di idoneit allaDirezione tecnica degli impianti nucleari (Certificateofcompetence for the technicalmanagement of nuclear installations), provided forby the Decreto PresidentedellaRepubblica(PresidentialDecree)of30.12.1970,No1450,aslastamended.

    TheHead ofUnit also provides support for all the activities at the Ispra site necessary to fulfil the legalrequirementsconcerningradiationprotectionandenvironmentalprotection.

    Thedutiesessentiallyinvolveorganisingalloftheactivitiesrelatedtothedecommissioningofnuclearinstallationsandfacilitiesasfollows:

    programme andorganise theproper runningof theunit, including all technical, financial and humanresourcesaspects,

    ensureresourcesareusedinthemostefficient,effectiveandeconomicmanner,

    definethestrategyfor implementingtheunit'sprogramme,inlinewiththemissionoftheJRC,withtheultimategoalofreturningthesitetoastateallowingreuseofbuilding(s)and/orland,

    ensure thatactivitiesarecarriedout incompliancewith the relevant legalobligations,applicable safetyandlicensingrequirements,

    ensure the safe functioning of the nuclear facilities, including accident prevention and detection, anddirectinginterventionmeasureswherenecessary,

    manageradioactivewaste(transport,storage,accounting,etc.),

    ensurethecoordinationofthelicensingprocesses.

    theexpectedresults.Assessing the extent towhichobjectiveshavebeen attained,using appropriate indicators, anddrafting

    managementreportsontheoutcomes.Checkingthatdecisionsandoperationscomplywiththerulesandofficialprocedures.

    Interms

    of

    resource

    management:

    Ensuring efficient personnel management in the unit in line with the institution's human resources

    policywithaviewtodevelopingaunitthatperformseffectively,withastrongteamspirit.Inparticularthisinvolvestheabilitytodevelopandmakethebestuseofeachindividual'sskillsandtoanticipateandmanageanyconflictsarisingwithintheteam.

    Determiningfundingrequirementsandmanagingtheannualbudgetallocatedtotheunit.Intermsofcommunicationandrepresentation:

    Establishing andmaintaining interactivedialogue in theunit so that staffareproperly informed aboutthemajorpolicyandstrategicaspectsandreceiveappropriatefeedbackontheirwork.Advising,coordinatingand/ornegotiatingwithotherdepartmentsor institutionsonmatters relating to

    theunit'swork.Representing theunitoncommittees,workingparties,orotherbodiesbothwithin the institution and

    outside.These responsibilities call for candidateswho are service-minded, have a sense of duty, are proactive andopentochange.

    Inviewofthenatureandrequirementsoftheposition,agoodcommandofbothwrittenandspokenItalianisalsoessential.

    The candidatemust have at least 15 years'multidisciplinaryprofessional experience in the nuclearoperationalfield,includingmanagementofprojectsandcontracts.

    Fiveyears'experience in themanagementandcoordinationofmultidisciplinaryandmultinational technicalteamsandprovenabilityinguiding,motivatingandmentoringstaffarealsoamust.

    The Head of Unit will perform these administrative and operational duties under the authority of theDirectorof IspraSiteManagement (ISM), located in Ispra, (Italy),which isoneof theestablishmentsof theEuropeanCommission'sJointResearchCentre.

    On theclosingdate foronlineapplications,youmust fulfilall the followinggeneraland specificconditions:

    1. Generalconditions

    (a) YoumustbeacitizenofoneoftheMemberStatesoftheEuropeanUnion.(b) Youmustenjoyyourfullrightsasacitizen.(c) Youmusthavefulfilledanyobligationsimposedonyoubythelawsonmilitaryservice.(d) Youmustmeetthecharacterrequirementsforthedutiesinvolved.

    2. Specificconditions

    2.1. Qualifications

    A levelofeducationwhichcorrespondstocompleteduniversitystudiesattestedbyadiplomarelevant to theduties (i.e. inengineering,physicsorchemistry), ifthenormalperiodofuniversityeducationisequivalenttofouryearsormore.orA levelofeducationwhichcorrespondstocompleteduniversitystudiesattestedby a diploma relevant to the duties (i.e. in engineering, physics or chemistry)followedby at least one year's relevant professional experience, if the normalperiodofuniversityeducationisequivalenttoatleastthreeyears.NB:Theminimumofoneyear'sprofessionalexperience required isdeemed tobean integralpartof thediplomaand cannotbecounted towards theprofessionalexperiencerequiredbelow.orA levelofeducationwhichcorrespondstocompleteduniversitystudiesattestedbyadiploma followedbyapostgraduatecourseattestedbyadiploma relevanttotheduties(i.e.inengineering,physicsorchemistry).

    2.2. Professionalexperience

    Youmusthaveat least15years'professionalexperiencerelevant to theduties,including fiveyears inmanagement and/or staff coordination roles involvinggenuine personnel management responsibilities as described in this notice ofcompetition(seeSectionII).In order to evaluate experience inmanagement positions, the selectionboardwilltakeintoaccountrelevantinformationprovidedbycandidates,suchas:(1) titleandexactdescriptionofpositionsheldandtheirduration;(2) numbersofstaffoverseeninthesepositions;(3) numberofhierarchicallayersaboveandbelow,andnumberofpeers.Such professional experience is relevant only if acquired after the diplomagivingaccesstothecompetitionwasobtained.

    2.3. Knowledgeof languages

    Language1 Mainlanguage:A thorough knowledge of one of the official languages of the EuropeanUnion

    Language2 Second language: (levelB2 intheCommonEuropeanFrameworkofReference for Languages (CEFR)) (http://europass.cedefop.europa.eu/europass/home/hornav/Downloads/CEF/LanguageSelfAssessmentGrid.csp):A satisfactory knowledge of English, French orGerman (mustbe differentfromlanguage1).Theinterestsof theservicerequireasatisfactoryknowledgeofItalian(B2level).

    Following thejudgmentgivenby theCourtofJusticeof theEuropeanUnion(GrandChamber) inCaseC-566/10P, ItalyvCommission, theEU institutions

    must

    state

    the

    reasons

    for

    limiting

    the

    choice

    of

    the

    second

    language

    in

    thiscompetitiontoasmallnumberofofficialEUlanguages.Candidates are therefore informed that the second language options in thiscompetition have been defined in the interests of the service,which requirenew recruits to be immediately operational and capable of communicatingeffectivelyintheirdailywork.Otherwisetheefficientfunctioningoftheinstitutionscouldbeseverelyimpaired.Ithas longbeen thepractice tousemainlyEnglish,French,andGermanforinternal communication in the EU institutions and these are also thelanguages most often neededwhen communicatingwith the outsideworldanddealingwith cases.Moreover,where candidatesforcompetitionsarefreeto choose their second language, these three are byfar the most commonchoices.This confirmswhat is currentlyexpectedof candidatesforEuropeanUnion posts in terms of their level of education and professional skills,namely that they should beproficient in at least one of these languages.Consequently,inbalancingtheinterestsandneedsoftheserviceandtheabilities of candidates, andgiven theparticularfield of this competition, it islegitimate to organise tests in the three languages so as to ensure that allcandidatesareable towork inat leastoneof them,whatever theirfirstofficiallanguage.To ensure equal treatmentfor all candidates, everyone including thosewhosefirstofficiallanguageisoneofthethreemusttakethetestintheirsecond language, chosenfrom among these three.Assessing specific competenciesinthiswayallowstheinstitutionstoevaluatecandidates'abilitytobeimmediately operational in an environment that closely matches the realitythey would face on the job. None of this affects the possibility of laterlanguage training to enable staff towork in a third language, as requiredunder

    IV. ADMISSIONTOTHECOMPETITIONANDSELECTIONBASEDONQUALIFICATIONS

    1. Procedure

    Initially, the informationgiven inyouronline applicationwillbe checked for compliancewith thegeneralandspecificconditions,andwillbeusedfortheselectionbasedonqualifications.(a) Youranswerstothequestionsrelatingtothegeneralandspecificconditionswillbeprocessedtodeter

    minewhetheryoucanbeincludedinthelistofcandidateswhofulfilalltheconditionsforadmissiontothecompetition.

    competition on the basis of their qualifications to identify those whose profile (particularly theirdiplomas and professional experience)best matches the duties and selection criteria set out in thiscompetitionnotice.Thisselection iscarriedoutsolelyon thebasisof the informationyouprovided inthe TalentScreenertabandtakesplaceintwostages:a first selectionbased on qualificationswillbe made solely on thebasis of the responses tickedunder the TalentScreener tabof theonlineapplicationformandtheweightingassignedtoeachof

    the questions. The selectionboard will set the weighting (1 to 3) according to the importanceattached to each criterion setout inpoint3below,before examining the applications.Theonlineapplicationsof thecandidateswhoobtain thehighestnumberofpointswill thengo through toasecondselectionstage,

    thenumberof files tobe examinedduring the second stagewillbe approximatelynine times thenumber of successful candidates sought that is indicated in this notice. The selectionboard willexamine candidates' answers and will award 0 to 4 points for each answer. The points are thenmultipliedbytheweightingforeachquestionandaddedtogethertogiveanoverallscore.

    The selectionboardwill thendrawup a listof candidates in theorderof theoverall scoresawarded.Thenumberofcandidates invited to theassessmentcentreand to theoralandwritten tests(1)willnotexceedthree times the number of successful candidates sought (2). This number willbe published on EPSO'swebsite(http://blogs.ec.europa.eu/eu-careers.info/).

    2.VerificationofinformationgivenbycandidatesFollowing theoralandwritten tests and in the lightof the results, the informationgivenbycandidates intheironlineapplicationswillbeverifiedagainst the supportingdocuments that theyhaveprovided; for thegeneralconditions thiswillbedonebyEPSO,while for thespecificconditions itwillbedonebytheselectionboard.Inassessingqualifications,supportingdocumentswillbetakenintoaccountonlytoconfirmtheinformationalreadygivenunder the TalentScreenertab.Ifverificationshowsthattheinformationgiven (3)isnotborneoutbytheappropriatesupportingdocuments,candidateswillbedisqualified.Applicationswillbe verified for candidateswith the highest aggregatemarks, and at least passmarks, inboth theoral andwritten tests, in descendingorder.Verificationwill continueuntil thenumberof candidateswhocanbeplacedon thereserve listandwhoactually fulfilall theconditions foradmissionreachesthethreshold.Thefilesofcandidatesbelowthethresholdwillnotbeexamined.

    3.SelectioncriteriaFortheselectionbasedonqualifications,thefollowingcriteriawillbetakenintoconsiderationbytheselectionboard:1. Professionalexperienceofatleastfiveyearsinmanagingnuclearfacilities.2. Professionalexperienceinnucleardecommissioningprojects.3. Professionalexperienceintransportingnuclearmaterialsandsubstances.4. Professionalexperienceinnuclearwastemanagement.5. Professionalexperienceinmanaginglarge-scaleprojectsandcontracts.6. Professional experience in managing and coordinating multidisciplinary and multinational technical

    teams.(1) Whereanumberofcandidatestieforthelastavailableplace,theywillallbeadmittedtotheassessmentcentresessionand

    totheoralandwrittentests.(2) Candidateswhoarenotinvitedtotaketheassessmentcentretestsandtheoralandwrittentestswillbesenttheresultsof

    theassessmentoftheirapplicationsandtheweightingappliedtoeachquestionbytheselectionboard.(3) Thisinformationwillbeverifiedagainstthesupportingdocumentsbeforethereservelistisdrawnup(seeSectionVI.1and

    V. ASSESSMENTCENTREANDTESTS

    Thetestscomprise: assessmentcentretests, anoraltest, awrittentest.Fororganisationalreasons,thetestsheldattheassessmentcentreandtheoralandwrittentestswillbeheldinBrussels,normallyonconsecutivedays.

    1. Assessmentcentre The assessment centre tests willbe held exclusively in your language 2. Thereporton the testswillbecommunicated to the selectionboardasa specialistaidandtechnicalcontributiontothedecision-makingprocess.Thetestswillinclude: anexercisetoassessyourmanagementskills, aninterviewwithahumanresourcesexperttoassessyourskillsprofile.The report producedby the assessment centre is not coveredby the rules onsecrecygoverningtheselectionboard'sdeliberationsandwillbegiventoyouattheendoftheoraltest.

    2. Oraltest Theinterviewwiththeselectionboardisdesignedtoassess: yourspecificknowledgeofthefield(inyourlanguage2), yourprofessionalexperience,ability toorganiseandcoordinatetheworkof

    an administrative unit, and your ability to adapt, negotiate, take decisions,andmoregenerallyperform thedutiesofaheadofunit (inyour language2),

    yourgeneralknowledgeof theEuropeanUnion, its institutionsand itspolicies(inyourlanguage2),

    yourcommandofItalian, yourknowledgeofyourmainlanguage(language1).Thistestismarkedoutof100(passmark:60).

    3. Writtentest (4)Nature andmarking oftest

    Thewrittentest isdesignedtoassessyourcommandofItalianandyourknowledge of the field. It involves drafting a note inwhich youwillbe required todealwith somedocuments,afterconsultingextracts from Italian legislationonthenuclearsectorand/ortheItalianrulesonradiationprotection.Thetestwillbemarkedoutof60(passmark:30).Timeallowed(subjecttochange):1hr30min.Thewritten testwillbemarked only if you obtain a passmark in theinterviewwiththeselectionboard.

    5.3. AssessmentcentreandoraltestIf thecompetitionnoticeprovidesfor testsorganisedbyanassessmentcentrebeforetheoraltest, theselectionboardwillbe informedof theresultof thesetestssolelywithaviewtohelpingittoreachadecision.Thetest(s)willnotbemarkedandwillbereturnedtoyouattheendoftheoraltest.Incasesofforcemajeure,andbywayofanexception,itmaybepossibletoconsiderarequesttochangethedateforanoraltestondulysubstantiatedgrounds,inthelightofwhichtheselectionboardcandecideasitseesfit.However,anydecisiontopostponeatestwilltakeaccountoftheneedtoensuretheuniformassessmentofcandidates'performancein the oral test and to guarantee the smooth running of the competitionwithoutjeopardising the interests of theservice.

    POINT5.4RESERVELISTISREPLACEDBYTHEFOLLOWING:Following the competition procedure, the selectionboard draws up a reserve list containing the names of thesuccessful candidates. The list is then sent to the institutions, since responsibility for recruitment rests solely withthem.The reserve listand itsexpirydatewillbepublished (*) in theOfficialJournalof theEuropeanUnionandon theEPSOwebsite.Thevalidityofthelistmaybeextendedinsomecases.ThedecisionextendingalistwillbepublishedonlyontheEPSOwebsite.(*)Asuccessfulcandidatemayexplicitlyrequestthathis/hernamenotbepublished.AnysuchrequestmustreachEPSOnolaterthan

    obtain,onrequest,acopyoftheindividualevaluationsheetdrawnupbytheselectionboardforyouroraltest.Candidatesmust send requests for information to EPSO, using the contact page on EPSO's website, within 10calendardaysofbeingnotifiedoftheirresultsinthecompetition.Requestswillbe dealtwith taking account of the confidential nature of selectionboard proceedings under theStaff Regulations (Annex III,Article 6) and in compliance with the rules on the protection of individuals withregardtotheprocessingofpersonaldata.
