Sir/Madam,

Kendriya Vidyalaya, Rajampalli is run by the Kendriya Vidyalaya Sangathan which is an Autonomous Organization under the Ministry of Human Resource Development, Govt. of India.

Sealed competitive Quotations are invited by the Kendriya Vidyalaya, Rajampalli from the reputed/registered consultant/service provider firm for providing Manpower through service contract initially for a period of one year w.e.f. 01.04.2018, or anyother date as per the mutal agreement, the details are as indicated below :

A. Address/Location of the Building :

B. Manpower Required :-

House Keeping Works in the Vidyalaya : (for six days in a week from Monday to Saturday during the whole month) Sweepers to be deployed. (During Summer Vacation and Breakes number of workers will be reduced as per requirement). Amount will be deducted as per rules for the period of absent from the bill amount.

Security Services : Un armed security Guard one for each shift (08 hours duty) – round the clock security service. Weekly off alternative arrangment should be provided by the Contracting Agency and weekly off payment charges should not be added seperately in the quotation. Security Guard should not be absent to duty without alternative arrangment by the Contracting Agency.

An outline of tasks to be carried by workers for cleanlines (to clean the inside and surroundings of the KV premises) and the round the clock security arrangments to the Vidyalaya premises.

3. Quoted Price :

(a) The Bidder shall quote unit rate which shall comprise of monthly remuneration which should not be less than Govt. Minimum Wages Act and VDA at present applicable for the Cleaning Workers and Security Guards (including weekly off payment to security guards), EPF, ESI & other statutory costs in the format of quotation only attached(Annexure A & B). The firm has to quote service charges (including cost of uniform) per month in column No.8 of Annexure A & B. Failure to furnish the above information will be treated as incomplete bid.

(b) The GST is exempted by Govt of India to the services rendered to the Educational departments.

(c) The rate quoted shall be fixed for the duration of the contract.

(d) The bidder shall deposit Rs. 5000/- in the form of demand draft drawn in favour of Kendriya Vidyalaya VVN account, Rajampalli as Earnest Money Depost alongwith the Bid. The earnest money shall be returned to the unsuccessful bidders after the award of the contract.

(e) The selected firm has to furnish Performance Security in the form of DD for an amount 10 % of annual bill amount within 10 days from the date of receipt of work order from KV, Rajampalli and it will be refunded to the agency on written request after completion of the contract. During payment of montly Bills as per Income Tax Rules TDS will be deducted @ 2.00% on total bill amount every month and Form 16A will be issued on quartely basis after uploading I.T. returns by this KV.

(f) Telex or Facsimile Quotations are not acceptable.

4. Each Bidder must submit only one Quotation in the Kendriya Vidyalaya Prescribed Format. Over writing or Cutting should not be present in the Bid/ Quotation. The Bidder should return the copy of the Tender Form with signature and firm stamp along with Annexure A and B.

5. The Agency must sent their Quotation in a sealed cover through post/courior service/through messenger to the Principal, Kendriya Vidyalaya, Rajampalli. Quotations received after due date and time or Quotations brought by hand in the Vidyalaya will not be accepted.

6. Validity of Quotation : The Quotation shall remain valid for a period not less than 90 days after the dead line fixed for submission of Quotation.

7. Tenders/ Quotation can be finalized only on receipt of more than three Tender documents/ Quotations from different firms.

8. Terms and Conditions :(a) The Contracting Agency will submit the invoice/ bill along with proof of disbursement in

duplicate after making the payment to the employees provided to the Kendriya Vidyalaya supported with following documents. Payment shall be disbursed through cheque/ RTGS by Kendriya Vidyalaya to the Contracting Agency.(i) Details of disbursement made to the staff furnishing Cheque details for each

payment or Bank acknowledgement copy in case credited into their workers Bank Account.

(ii) Proof of payment of statutory obligation such as EPF, ESI and any other applicable tax.

(iii) Payment to the Contracting Agency will be released within 15 days from the date of receipt of the invoice/bill or incase shortage of funds in the Vidyalaya it can be delayed.

(b) The Contracting Agency will ensure payment by 5th of every succeeding month to their employees provided to the Kendriya Vidyalaya as per the monthly remuneration quoted without any deduction.

(c) The Contracting Agency will provide Identity Cards to all the employees valid for the period of contract.

(d) The Contracting Agency shall comply with the relevant laws, statutory requirements, against all claims, damages or compensation under the provisions of Minimum Wages Act/ Payment of Wages Act, Employer’s Liability Act, the Workmen Compensation Act, Industrial Disputes Act, A. P. Shops and Establishment Act, Industrial workers Bonus Act or any modification thereof or any other law relating thereto and rules made hereunder from time to time. All liabilities arising out of accident or death while on duty shall be borne by the contractor, the Kendriya Vidyalaya will not own any responsibility in this regard. The Contractor shall at all times have

standby arrangements for carrying out the work under the Contract in case of any failure of the existing arrangement. The Amount quoted by the Agency will be fixed for the period of Contract or for one year. The Agency should estimate the increase of wages and VDA and other statutory requirements during the period of contract and quote the rates accordingly. Any variations due to increase by Minimum Wages/ VDA or statutory requirements during period of contract should be paid by the Agency to his workers.

(e) It is mandatory for the Contracting Agency to submit the attested copy of license obtained from the Home/ Labour Dept, failing which the bid will be treated as disqualified/non-responsive.

(f) The normal office hours of the Kendriya Vidyalaya, Rajampalli is from 8.30 am to 4.00 pm six days from Monday to Saturday. However, the Contracting Agency will provide the Cleaning services on all days in a month except Sundays according to the duty timings shown at pre-pages/above. KV also reserves the right to request for the services of additional/ extra manpower. The Contracting Agency will be compensated, for the extra manpower provided, by the Indenting Agency as per the rate quoted. The Round the Clock Security Services should be provided by the Agency with weekly off to each worker as per minimum wages act and no extra payment will be paid by the Vidyalaya for the weekly offs and the said expenditure should be included in the monthly payment of the Security Guard.

(g) The Candidates/Manpower provided by the Contracting Agency shall be accepted only after scrutiny by Kendriya Vidyalaya. Therefore, minimum three-four extra bio-data shall be made available against each slot. The candidates may be invited for personal discussion also. NO Conveyance or any other charges will be paid by KVS. In case none is found suitable then additional bio-data shall be made available by the Contracting Agency promptly within 24 hours. The replacement of a candidate on account of absence/unsuitability for KVS shall be made within 24 hours.

(h) The contracting Agency will be required to execute a contract with the KVS. The other

terms and conditions specified in the Bid document and accepted bid will also form part of the agreement.

(i) In case of loss, theft/ sabotage caused by/ attributable to the personnel deployed, the KVS reserve the right to claim and recover damages from Contracting Agency.

(j) The character and antecedents of all the workers will be got verified from the police by the Contracting Agency before deployment for work and copy of the report should be provided by the Agency to the Kendriya Vidyalaya.

(k) The Contracting Agency will deploy the trained workers who are below the age of 50 years as well as physically fit and mentally alert. The agency will also ensure that the workers/staff deployed are free from Aids or any other infectious disease before deployment of work.

(l) The Contracting Agency shall provide to their personnel with impressive uniform with insignia.

9. Evaluation of Bid: The indenter will evaluate and compare the Bids determined to be substantially responsive i.e. which are properly signed and conform to the terms & conditions in the following manner.

(i) The bid will be treated as non-responsive if following documents are not attached :-

a) Attested copy of license obtained from the Home and Labour Department for running business of private Security and house keeping services agencies.

b) Brief profile of the company and evidence to establish that the bidder has successfully executed contracts of similar nature and magnitude in the last 3 (three) years.

c) Audited Balance sheet and Profit and Loss Account.d) List of clientele during the last three years along with cost of assignmente) PAN No and current IT returns for the last three years.f) Attested copy of proof of EPF registrationg) Attested copy of proof of ESI registrationh) Attested copy of proof of GST registration

(ii) Remuneration of staff quoted below minimum wages applicable for House Keeping Workers/ Security Staff by the Govt. shall render the Bid disqualified for evaluation.

(iii) The evaluation will be done for all the items put together. Indenting Office will award the contract to the lowest evaluated responsive bidder.

10. Award of Contract:

(a) The indentor will award the contract to the bidder whose bid has been determined to be substantially responsive and who has offered the lowest price as per para 7.

(b) The Indentor reserves the right at the time of award of contract to increase/decrease the requirement of manpower indicated in para(2) above.

(c) The indentor prior to the expiration of the bid validity period will notify the bidder whose bid is accepted for the award of contract. The terms of the accepted offer shall be incorporated in the contract.

(d) Not withstanding the above, the indentor reserves the right to accept or reject all bids and to cancel the biding process and reject all bids at any time prior to the award of the contract.

11. Last date and time of receipt of Bids

You are requested to submit the sealed Bids superscribed on the envelope as Bids  /Quotation for providing services for cleaning/sweeping. The dulycompleted bid/Quotation along with enclosure can be submitted till 1.00 pm of 03.04.2018 through post or courior service/ messnger. The tenders will be opened at 3.00 pm at KV, Rajampalli in the presence of bidders on 07.04.2018.
