Forests in India are a very significant resource forthe environment and industries based on forestproducts, making it count among the ten mostforest-rich countries of the world. However, withnumerous advantages of forests, one of the majorproblem that is being faced by the wood & woodrelated Industries worldwide is of Illegal Logging -a problem with significant negative impacts onthe economy, environment as well as societyassociated with it.

In October 2010 theEuropean Unionadopted a new timberregulation act to combattrade in illegallyharvested timber. This isone of the major actionstaken under the 2003 EUAction Plan on ForestLaw EnforcementGovernance and Trade(FLEGT). Similarly otherinternational regulationscame into actionfocusing on combatingtrade in illegallyharvested timber LikeLacey act, Australianlegality act, SaintPetersburg declaration

for Russia, Belgium legality act and so on.

After the International regulations came intopractice, buyers started losing their confidence inIndian wood as there was no foolproof globallyacceptable mechanism that could prove andvalidate the legality of wood in India. Due to lackof an acceptable standard system in India,questions were raised regarding the authenticityand legality of wood. In this scenario, theHandicrafts exporters were the first to feel the heat;small artisans would have lost their livelihood hada mechanism not been introduced to trace thelegality & authenticity of wood in India.

In order to deal with these issues, EPCH in 2013after discussion with stakeholders in woodcraftmanufacturing hubs, decided to formulate anindigenous due diligence system i.e. VRIKSH forprocurement of timber and timber products.

VRIKSH is a program which is totally based on thetimber legality assessment and verification of thewood that is procured and managed by themanufacturers & exporters of Wooden Handicraftindustries in India. Since then, VRIKSH has been a

Among recent developments, the Convention onInternational Trade in Endangered Species of WildFauna and Flora (CITES) placed the entire genusDalbergia spp. in Appendix II of the CITES, therebycontrolling the wooden handicrafts made fromDalbergia species (Sheesham and Rosewood). TheGovt. of India filed for reservation against thisnotification with the CITES secretariat at Genevaand also proposed Export Promotion Council forHandicrafts (EPCH) to issue comparable documentin lieu of CITES permit. The reservation has beenaccepted and EPCH is the sole authority forissuing VRIKSH Shipment Certificates to firmswhich are exporting wooden handicraft itemsmade from Dalbergia species.

All the way from Jodhpur are productlines in leather embroidery; horn ,bone & MOPproducts; tie & dye crafts; embroidery & applique;hand block printing; punja durries; art metalware;and woodcraft.

Jodhpur, the "Sun city" of India, is rich in skills &craftsmanship and is one of the most renownedproduction clusters for internationally sought afterfurniture & accessories, home décor made out ofdifferent kinds of raw material like recycled wood,iron & wrought iron, stone, etc. The major craftsbeing practiced in Jodhpur are wood work, mojari,dabu art, bandhej, mother of pearl work, bonework, musical instruments, wrought iron work,panja dhurrie weaving, pattu weaving, terracottaand pottery as well as utensil making. Textile craftsare a mainstay for this region with techniques likeblock printing, tie & dye, etc. The prevalentembroidery practices in this area are - soof, pakka,kambiri, kharak, kachcha and sindhi. The famedapplique of this region is a hand craft technique ofornamenting a base fabric by patching small andpatterned fabric pieces over it. It is similar topatchwork and is highly arduous.

The handicrafts sector of Jodhpur comprises over1000 manufacturing units that directly or indirectlyemploys around 200,000 people. About 400exporters are engaged in the production of woodenand iron handicrafts alone.

To assist the stakeholders with moderninfrastructure, latest technology, designinnovations, skill development and appropriatemarket linkages, the Government of India declaredJodhpur, a Mega Cluster of wooden handicrafts.The Office of Development Commissioner(Handicrafts), Ministry of Textiles entrusted the taskof promoting and enhancing exports from Jodhpurto EPCH. As the handicrafts sector transforms into a diversified and internationallycompetitive industry, skill development is going to be the definingelement in its growth story. Thus, there is a clear need to re-define therelationship between education, employment and skill development.Any one stakeholder alone cannot accomplish this task as this calls foran intensive effort of government, industry and training providers toaddress the issue in a comprehensive manner. The Handicrafts andCarpet Sector Skill Council (HCSSC) has been mandated by GOI forfacilitating skill development activities in a manner that resources trainedare readily deployable by the industry so that it can clearly focus only onincreasing production. HCSSC understands that a robust VocationalEducational Trainings (VET) system holds great significance in thesector’s expansion.

Dr. Tamanna Chaturvedi is Assistant Professor atIndian Institute of Foreign Trade (IIFT), Ministry ofCommerce, Government of India, in the area ofWTO and Trade Policy issues. GSP, a unilateral tariff preference scheme on goods provided by developedcountries to Beneficiary Developing Countries (BDCs), could include bothzero duty and concessional custom duty access to imported goodsoriginating in the beneficiary developing countries. Australia, Belarus,Canada, European Union (EU), Japan, Kazakhstan, New Zealand, Norway,Russia, Switzerland, Turkey and the US grant GSPs to beneficiary countries.Many developed countries also provide additional tariff preferences to aspecified class of developing countries and most provide the greatestmarket access to Least Developed Countries (LDCs). Under the proposedEU GSP self-certification scheme, exports with consignment value > €6000 under the EU GSP would need to be self-certified by the exporter(rather than by approved agencies) from 1st January 2017. The Convention on International Trade inEndangered Species of Wild Fauna and Flora(CITES) has placed the entire genus Dalbergia spp.in Appendix II of the CITES, thereby controlling thewooden handicrafts made from Dalbergia species.The Govt. of India filed for reservation against thisnotification with the CITES secretariat at Genevaand also proposed Export Promotion Council forHandicrafts (EPCH) to issue comparable documentin lieu of CITES permit. The reservation have beenaccepted and EPCH is now issuing VRIKSHshipment certificates to all the exporters who areexporting wooden handicraft items made fromDalbergia species. This seminar aims to educatestake holders about the process of issuance ofVRIKSH shipment certificate.
