Sub:- Appointment of Departmental employees selected for appointment to

the post of Junior Engineer (T&D)- Trainee.

A list of 75 Nos. Departmental employees of General Category and 21

Nos. of OBC Category having Diploma in Electrical / Electronics

Engineering selected for appointment to the posts of JE (T&D)-Trainee

against the available vacant post is enclosed.

It is requested that the employees assigned to your company be further

allocated to Regions under your administrative control to enable RegionalED/ CE to issue appointment order, under intimation to this office, subject to

terms & conditions of appointment enclosed herewith. The appointees

should be asked to join within 30 days from the date of issue of this order or

latest by 1.10.09 so that the training could commence w.e.f. 1.10.09.

Before forwarding appointment order to the concerned employee it

may be ensured that no Departmental Enquiry / Disciplinary action,

proceedings, Show Cause Notice, Charge Sheet, Civil/ Criminal Court case,

EOB, Lokayukta case is contemplated / pending against the employee

concerned. He should not be undergoing any punishment. In such a case

where the employee fails to fulfill the above criteria, the order be returned to

this office immediately for cancellation, without forwarding the same to the

concerned employee.

A Clause must also be incorporated in the appointment order that this

appointment is subject to final decision in Writ Petition No.4346/08 and

No.4347/08 & other cases pending in the High Court.

ORDER

The following departmental candidates who have acquired Diploma in

Electrical /Electronics Engineering are selected for appointed as Junior

Engineer (T&D)-Trainee.

2. Terms and conditions of appointment are as under:

1. At the time of joining in the Board, he was medically examined and

declared fit by the concerned Medical Board.

2. His character and antecedents were verified and found good for

joining services of the Board.

3. He will submit original caste certificate for verification.

4. He will submit original mark sheet for acquiring part time / full

time Diploma Course in Electrical / Electronics Engineering from

recognized institute for verification.

5. The appointee should join as JE (T&D)-Trainee within 30 days from

the date of issue of this order or latest by 01.10.09, at his place of posting,failing which the order will be deemed, cancelled, without giving any further

opportunity.

6. The normal period of training will be 12 months. In the event of

performance of Trainee being not found satisfactory, this period can be

extended for 6 months (twice only). In the event of performance of Trainee

being not found satisfactory during the extended period also, the training

can be terminated.

7. On termination of training due to unsatisfactory performance, the

Trainee will be reverted back to the post on which the employee was

working prior to appointment as JE (T&D)-Trainee.

8. During the period of training the Trainee will be paid Pay in Pay

Band and Grade Pay (including annual increment) and allowances of the

post from which the employee has been selected for appointment as JE

(T&D) - Trainee.

9. During the training period, TA /DA will be payable to the Trainee, for

outstation tour, on the rates payable for the post of JE.

10. During the period of training the Trainee will be entitled to CL, EL,

and commuted leave, as per leave rules. Study leave will, however, be not

granted during this period.

11. The Trainee will not be entitled for payment of Local Outdoor Duty

Allowance, additional wages, C-off encashment, night shift allowance, etc.,

as is being paid to JEs.

12. Services rendered by the Trainee prior to appointment as JE (T&D)-

Trainee & training period (including extension thereof) will be counted in

qualifying service for the payment of retiral benefits.

13. The benefit of higher pay scale will be extended in accordance with

the rules made for this purpose.

14. The Trainee will have to qualify the appraisal as prescribed by the

Board / Company including written examination in accounts and technical

subjects, field training evaluation and oral interview, before his appointment

as Junior Engineer (T&D). The decision of the appraisal committee in this

respect will be final and binding on the Trainee.

15. The Trainee shall be liable to make good any damage to machinery or

instruments arising out of his negligence or carelessness. The decision of the

Board/ Company as to the liability of the Trainee to compensate and the

amount there of shall be final and binding on him.

21. In the event the performance of the JE is not found satisfactory, even

during the extended probation period, the Board /Company will revert back

the employee to the post on which the employee was working prior to

appointment as JE (T&D)- Trainee.

22. The interse seniority of the JE (T&D) shall be decided based on their

performance in training, subsequent exams / tests / appraisal followed by

period of service rendered in previous cadre(s) and age, etc.

23. On successful completion of training, the JE(T&D)- Trainee shall be

posted as JE (T&D) during initial period of 3 years in rural area. During this

period, they may be transferred to other place as per the discretion and need

of the Company.

24. They will have lien on the earlier post for a period of 2 years within

which the option to revert back to the post on which they were working prior

to appointment as JE (T&D)- Trainee can be exercised.

25. There should be no Departmental Enquiry / Disciplinary action/

proceedings, Show Cause Notice, Charge Sheet, Civil/ Criminal Court case,

EOB, Lokayukta case contemplated against the employee concerned. He

should not be undergoing any punishment. In such a case where the

employee fails to fulfill the above criteria, the order may be deemed

cancelled.

26. The provisions of the Madhya Pradesh Lok Seva (Anusuchit Jatiyon,

Anusuchit Jan Jatiyon Aur Anya Pichhade Vargon Ke Liya Arakshan)

Adhiniyam, 1994 (No.21of 1994) and the Madhya Pradesh Public Service

(Promotion) Rules, 2002 and the instructions issued in the light of the

provisions of the said Act and Rules by the State Government as adopted by

the Board vide its Circular no. 01-13/3434/01 dated 5.1.2006 and Circular

no.01/13/ 3434 / 5 dated 20.2.2006 read with Circular no. 01-13 / 5585 / 76

dated 26.12.06 have been compiled with and the provisions of Sub-Section

(1) of Section-6 of the said Act have been taken in cognizance.

27. The employees, who have been selected under reserve quota has to

give an affidavit, as required as per Boards Circular - 17 No.01-07/IV/11

dtd. 6.3.95 before joining as JE (T&D)- Trainee. In case they fail to submit

requisite certificate their appointment shall be cancelled.

28. This appointment is subject to final decision in Writ Petition No.

4346/08 and No. 4347/08 & other cases on similar matter pending in the

High Court.

29. If any question arises relating to the interpretation of any of the

provisions mentioned above, the decision of the MPSEB shall be final.
