SUMMARY

CM of Andhra Pradesh, Mr. Nara Chandrababu Naidu to develop a corruption free system installed “ E-governance” system .

eSeva an internet – based system was launched to facilitate interaction with the citizens .

INTRODUCTION

Citizens depend on the state for a wide variety of services, from admission to schools to birth and death certificates, paying utility bills, taxes, driver’s licenses, and registering property.

There are more than 1 million government employees servicing 75 million citizens, a ratio of 13 to 14 government employees per 1,000 citizens.

Thus having a government dominance .

Reasons To Implement E-governance

The goal was to reverse the process from an institution-centric civil service to a citizen-centric system This concept was a 180-degree turn from the prevailing norm.

To make opaque system transparent.

Land registration is one of the key areas in which Transaction Governance Capacity (TGC )can help.

CGG was a watch dog agency .

In collaboration with UK .

Role – to monitor the implementation of citizen centric governance .

Learnings

Transformation of a well-entrenched system takes not onlybuilding an IT system, but also building trust.

Citizens must convince themselves thatit is cheaper to be within the system than outside it.

Reduction in corruption , implementing digital technologies & market based ecosystems leads to transforming the TGC of the country .
