DearGovernorInslee,WeverymuchappreciatetheletteryousenttotheAffordableHousingAdvisoryBoard(AHAB)yesterday.Weverymuchagreethatweneed,“amorethoroughanalysisoftherootcausesaffectingthelackofaffordablehousinginourstate.”Partoftheanswerissimple:wedon’tlackaffordablehousingwelackhousing,period.Scarcitybecauseproductionisn’tkeepingupwithdemandputsmarketrateandsubsidizedhousingoutofreachformanyhouseholds.I’veattachedthreedocumentsthatIrecommendthatstaffabsorb.Eachofthempointsout,asdoesyourletter,toissuesrelatedto“zoningandplanning,permitting,development,andfinancingandconstructionprocesses”thatarecostlyandraisebarriersforhousingproductionforbothmarketrateandsubsidizedhousing.Californiahasfounditsproblemislackofsupplyinthefaceofrisingdemand,overregulation,andextraordinarycostsassociatedwithbuildinghousingthatusesstateandlocalsubsidiesandtaxcredits(seestoryonGovernorBrown).Weneedstrongandappropriatelyfundedlegislationthissessionto,

• Understandandquantifytheself-imposedregulatoryburdensthatincreasethecostsofhousingproduction;

• Commissionanobjectivestudyandcomparisonofthecoststoproducemarketratehousingwiththecoststoproducesubsidizedhousing;and

• Getarecommendationabouthowthesecostscanbereducedforallhousingproductionsothatpeoplewhoneedhousingandtaxpayerscanbenefitfromthesavings.

Wearefacinglimitstoourabilitiesasastatetofullyfundeducationandahostofotherneeds.Changestofederaltaxlawsmayresultinfewertaxcredits.NowmorethaneverWashingtonmustfindeverypossibletooltoreduceandlimitthecostsofproducinghousing,notsimplyseekmoreandmoreadditionalfundingforexpensivesubsidizedhousing.Westronglyurgeyoutosupportresourcesforthiseffortandthatitbenon-partisananddrivenbydataandthebasicpremisethatwefacehousingscarcitybecausewearen’tproducingenoughhousingofalltypes,everywhereinourstateforalllevelsofincome.Sincerely,
