Abstract Karnataka State Remote Sensing Applications Centre is implementing Karnataka- GIS which envisions maintaining a state-wide, standardized, seamless and most current GIS asset and providing GIS based decision support services for governance, private enterprise and citizen. In this connection a document on GIS Layers generation, Methodology, Quality assurance procedures has been prepared.

Executive Summary
Karnataka - GIS (K-GIS) is a flagship program of The Government of Karnataka, being
implemented through Karnataka State Remote Sensing Applications Centre (KSRSAC). The
conceptualization of K-GIS is based on recommendations of the Karnataka Knowledge
Commission and has the approval of the Karnataka cabinet. Govt. order No. ITD14 ADM
2015 Bangalore was promulgated on 02-06-2015 for establishing K-GIS, heralding a new
information regime which incorporates GIS based decision support system for Governance,
Private Enterprise and Citizen. The K-GIS is a common platform of constantly updated,
standardized and seamless statewide GIS data layers, satellite images of various resolutions,
geo-tagged departmental data and a host of applications to share for the use of
Government of Karnataka Departments.
It is proposed to carry out the execution of K-GIS mission in two stages as version 1
and version 2. Data component of Version-1 consists of 105 layers including 49 point of
interest layers corresponding to seven GoK departments. The data component of Version-2
includes around 242 GIS layers, of which 105 layers will be carried forward from Version-1
and the remaining layers need to be freshly generated. In addition to this, there are 132 City
GIS layers that have to be generated in Version-2. The geo-spatial data description of the K-
GIS data layers is documented in the Karnataka GIS Content Standards Volume 1 of 2. The
geospatial schema of the GIS layers is documented in the Karnataka GIS Content Standards
Volume 2 of 2.
A core activity of the K-GIS mission is to establish a new spatial framework with
precision of positioning sufficient to support 1:10,000 or better scale of topographic
mapping. This work shall be carried out as part of version 2. KSRSAC has generated base
infrastructure layers and administrative boundaries at 1:50,000 topographic map scale,
obtained by mosaicking of Open Series digital maps of SOI. These have been generated to
serve as foundation layers. These data layers shall be used as KGIS version-1 framework for
creation of database. The Earth Shape datum (WGS 84) and the Map Projection (UTM) used
in the Open Series maps of SOI shall become defacto standards for K-GIS version 1 data
layers. An orthomosaic for the state of Karnataka, from Ortho corrected Cartosat-1 image
scenes serves as framework layer for all thematic layers. The scene wise ortho-images were
obtained from SIS-DP project of ISRO.
KSRSAC has generated, as part of RS and GIS projects, a number of GIS thematic
layers at 1:10,000 scale of thematic mapping for the whole state. This set of data layers
were prepared by interpretation of the themes on Cartosat-1 and Resourcesat-2 fused
imagery at 2.5 m resolution. A number of thematic layers like geology, geomorphology, soil,
etc., are taken from NRIS project of ISRO on 1:50,000 scale thematic mapping. These data
layers after QA/QC and due restructuring shall form a part of K-GIS version 1 layers.
It is necessary to populate the framework layers and thematic layers described above to K-
GIS database. The specific departmental Asset GIS layers will be created newly through
interaction with GoK departments. Creation of asset involves capturing its position and
identity in the field, identification or validation on appropriate satellite image and creating
new GIS layer as per the K-GIS standard schema and format.
K-GIS bring forth a standard codification method for all departmental assets to bring
into a common platform. A 37 digit standard hierarchical unique code is developed for
identification of all point assets. The Dept. code is also maintained along with KGIS code to
ease integration of departmental data (MIS) to address the specific DSS queries. The unique
codification scheme is based on hierarchy of geographical administrative units,
departmental hierarchy and hierarchy of asset categories. The village code suggested by the
Census of India is used as the base for the coding.
In order to ensure that the data layers meet the stated quality, a comprehensive
quality assurance/control (QA/QC) system is designed. Quality audits are made for
important checks with in the Quality assurance system. These include metadata conformity,
Validation of data and QA for layer certification.
The GIS layers and departmental data (MIS) together form Karnataka-GIS datasets on
which the envisaged GIS based DSS applications are developed. The users will be able to
avail integrated GIS and MIS functionalities using standard web browsers.
This document presents the comprehensive details of K-GIS Asset layers,
methodology for creation of K-GIS geospatial database, transforming and organizing
available GIS database, standard codification, MIS–GIS integration and Quality Assurance
mechanism. Quality data content shall form the backbone for developing useful decision
support applications for the GoK departments for their day to day planning, development
and management activities.

1 Introduction
Government of Karnataka, realizing the importance and relevance of GIS has
initiated the Karnataka-GIS as a flagship programme. KGIS is expected to herald a new
information regime supported by GIS based decision support services for governance,
private enterprise and citizen. The KGIS shall maintain a state-wide, standardized, seamless
and most current GIS asset. Karnataka State Remote Sensing Applications Center (KSRSAC) is
the implementing agency for Karnataka-GIS. The K-GIS shall provide support in decision
making to the State Government by embedding GIS in different aspects of governance -
planning and implementation of Govt. programs and schemes at national/state/local levels;
bringing GIS support in decision-making; enabling a sound process of monitoring
development and identifying “gaps in development”; making GIS data available at all levels –
that helps in bringing accountability and responsibility in state’s governance.
In this context, the creation of a seamless, State-wide GIS ready dataset,
standardized, updated and configured to meet the application needs of government,
citizens and enterprises. The data is prepared on 1:10K or better scale and includes maps,
geotagged departmental assets, natural resources, demography, socio- economic data,
points of Interest and other sectoral datasets.
While generating statewide standard GIS database, it is essential to follow data
quality standards and standards for integration of MIS data. K-GIS mission defines the
following standards for generation of GIS datasets:
1. Karnataka GIS Content Standards - includes categorized K-GIS contents.
2. Karnataka- GIS Database Standards - which defines the schema and design
standards of K-GIS database
3. Karnataka GIS Quality Standards - defines the quality parameters for K-GIS
content.
This document presents the comprehensive details of K-GIS Asset layers,
methodology for creation of K-GIS geospatial database, transforming and organizing
available GIS database, standard codification, MIS–GIS integration and Quality Assurance
mechanism.

The foremost objective of K-GIS is to reinforce the usefulness of GIS Database in
accomplishing DSS tool for Governance. The GoK departments ought to take the
responsibility of approval and ownership of the DSS requirement document for
implementation. In order to attain the objectives, series of interactions are being made
amongst the Departments and KSRSAC.

collect, maintain, publish and analyze the asset/ MIS data through KGIS platform and GIS
mapping to operationalize the DSS applications are categorized as follows;

2 Keywords
A number of keywords are repeatedly used in the document and shall have the
meaning as given below.
GIS Asset: The GIS asset is a geospatial data model of an immovable property (asset)
developed by the organization for public utility, ex: building, plots, playground, etc.,
It virtualizes the properties of a physical asset to create a geospatial data base, which
in turn is used in applications for analysis and decision making.
Spatial Framework: Spatial Framework (SF) is a common geographic referenced GIS
foundation spatial data on which assembly and maintenance of a seamless coverage
of the available, current and authoritative, organized, standardized and quality
controlled GIS data.
KGIS Code: The Proposed K-GIS coding system for uniquely represent the
departmental assets. It consists of 37 digits alpha-numerical codification adopts
census code of 2011 as base (state, district, taluk, town/village & ward) followed by
secretariat code, department code, asset category, asset subcategory, asset name
and asset count of where it falls in particular geographic location.
KGIS Version-1: It is a plan of action to develop the GIS database and address the
DSS, which consists of 105 layers including 49 point of interest layers corresponding
to seven GoK departments. The existing framework developed on Cartosat-1 Image
and SOI administrative boundaries map foundation is used for creating the database
under this version.
KGIS Version-2: It includes around 242 GIS layers, of which 105 layers will be carried
from Version-1 and remaining layers are to be generated newly on a new spatial
framework developed equivalent to 1:10K or better scale.
Management Information System: MIS is the extended information about the
feature which is used for planning, implementation, monitoring, enhancing systems
& processes and facilitating the decision-making processes that are computer-based
database.

Quality Assurance: Quality assurance (QA) is a set of approaches which is consciously
applied when taken together and tends to lead to a satisfactory outcome for a
particular process. Quality controls (QC) and quality audits are important checks with
in the Quality assurance system.
SIS-DP: Space based information support for Decentralized planning (SIS-DP) is a
Nationwide Programme, launched by National Remote Sensing Centre (NRSC)/Indian
Space Research Organization (ISRO), involves Karnataka State Remote Sensing
Applications Centre as a partner institution in this mission for creating Geo-spatial
layers such as Land Use/Land Cover, Settlement, infrastructure, Drainage network
prepared on 1:10,000 scale using high resolution orthorectified imagery (Cartosat-1
Pan and LISS IV Mx fused imagery having 2.5m spatial resolution).

3 Details of K-GIS Assets
In any GIS of relevance, content is most important and core to the wide usage of the
GIS across wide spectrum of users. GIS data content for KGIS are generated using GIS
technology from Space borne Remote Sensing, field survey and existing maps. The K-GIS
Asset is proposed to be organized in a seamless manner at two-levels:
i. State-wide GIS content equivalent to 1:10,000 or better scale.
ii. Pockets of “geo-seamed” city-level large-scale GIS content (wherever and as and
when available) for urban areas where larger depth of information content
would be available.

4 Spatial Framework for K-GIS Version-1
Spatial Frame (SF) is a common geographic referenced GIS foundation spatial data on
which assembly and maintenance of a seamless coverage of the available, current and
authoritative, organized, standardized and quality controlled GIS data. It is a control frame
work for latitude, longitude and height throughout the state of Karnataka.
In K-GIS mission, it is planned to create a new spatial framework for the State of
Karnataka consisting of precisely controlled TRPs to meet the accuracy as defined in the K-
GIS standards. Currently KSRSAC is having a framework based on the Cartosat-1 Image and
1:50K scale administrative boundaries of Survey of India. The Existing framework will be
used for the K-GIS Version-1 database creation. After establishing of new K-GIS Spatial
Framework, the Version-1 data layers will be migrated to new K-GIS Spatial Framework.

Version-1
The Version-1 consists of existing GIS layers which are from Remote Sensing
Technology Source-KSRSAC, Departmental asset databases known as Departments Source,
Geo-tagged layers which are point assets and Satellite Imagery - updating and creation of
new layers on the imagery. All these layers have to be transformed into existing spatial
framework. After the data transformation/ingest into KGIS content, the Quality
Assurance/Quality check will be applied and recorded against each layer. The Version-2
includes all 242 or more GIS layers listed in K-GIS standards of which 105 layers will be
carried from Version-1 and remaining layers are to be generated freshly on new spatial
framework equivalent to 1:10,000 or better scale.
City GIS is a sectoral content which includes urban infrastructure and industries.
Presently there are 275 cities/towns in the State which appears as pockets in seamless KGIS
contents and have larger than or equivalent of 1:2000 scale granularity. The contents for
City GIS will be 2D data from satellite image, aerial photos and ground survey. The data
content of City GIS is mainly categorized into three classes. The classes are base layers,
property layers and utility layers. The City GIS data is ingested into KGIS after applying the
QA/QC procedure.

5.1 K-GIS Asset Version-1
Karnataka State Remote Sensing Applications Centre has generated voluminous
geospatial database for State under different projects at different period of intervals, on
different scales using different spatial resolution images. Many existing databases can be
integrated to K-GIS. Further few of existing layers need to be updated and many more layers
to be freshly generated.
There are 242 GIS layers that are listed as K-GIS standard contents, out of which 50
existing GIS layers will be used as K-GIS Version-1 dataset. Along with existing 50 GIS layers,
55 new layers will be generated / procured under K-GIS Version-1 (Table-5.1).
The Cadastral layer is georeferenced on Cartosat-1 Satellite imagery with 2.5 m
spatial resolution. It will be used as is in Version-1 and may be upgraded to sub meter
spatial resolution Satellite imagery on a new spatial framework in Version-2.

5.3 Departmental Asset Layers
The building of GIS based Decision Support System is required to help the
departments for their day to day planning, development and management activities. The

funds. It is necessary to map the location of assets like citizen service centers, education and
Health institutes, Govt. Offices, Police Stations, Post Offices, Govt. Schemes etc., for
monitoring and management.

The GIS layers required for the department of Education, Health, Backward Class
Welfare, Medical Education, Youth Empowerment & Sports and KSNDMC are listed in
(Table-5.1), which includes 50 layers and these layers are collected/ created under K-GIS
version-1.
The Steps involved in creation of Department assets are
Collection of asset list from GoK. departments
Identification of assets on K-GIS image in co-ordination with departmental officers
Creation dept. Asset GIS layer as per K-GIS standard schema and format
Validation and authentication of location of assets by dept. officers
Collection of relevant MIS information as maintained by the Dept.
The MIS data will be analyzed and organized in tables with proper structure and
normalization as per K-GIS standards and schema structure. These MIS tables will be
integrated with GIS layers for the development of DSS applications.
5.4 Coding schemes for Departmental Asset layers
Proposed K-GIS Departmental unique codification adopts census code of 2011 as
base and secretariat, department, asset category, asset subcategory, asset name and asset
count of where it falls in particular geographic location. The smallest unit of location is
village in rural area and ward in urban area which consists of 16 and 20 digit Census codes
respectively. As per the Census-2011 for Karnataka State, District code is ranging from 555
to 584, Taluk code is ranging from 05433 to 05608, Village code is ranging from 597114 to
607547 and Town code is ranging from 803021 to 803240. Whenever there is
change/division in the administrative hierarchy, the code will be updated.
Every asset would have geographic location and that can be plotted by unique
latitude and longitude. For maintaining the uniqueness of asset, the 37 digit KGIS code is
developed by considering Census-2011, Secretariat, department and asset details. The
codification hierarchy is shown below.

The generated codes are very much unique and had made sure that these are not
repetitive. Each asset has its own Departmental hierarchical coding system and it is retained
in the database for the purpose of MIS-GIS integration along with newly developed K-GIS
Code. The sample KGIS code for School asset is described below and hierarchical distribution
of coding scheme is illustrated in Table 5.2.

The K-GIS Departmental unique coding system can be transformed to national
Nested Census coding system. This nested scheme can be generated for newly created
District/Taluk/Village/Town/Ward within the State based on the 2001 Census code. The nested table

can be maintained separately and linked into the KGIS code. Thus, it allows the flexibility of in
updating code within the state and will not affect the code across the country.

6 Departmental MIS data for KGIS
The MIS data related to departmental assets / features are important elements for
defining Decision Support System (DSS) applications. The MIS data of the department forms
the core content around which decisions are taken by the departments. The MIS is used for
departmental planning, execution and progress monitoring. By geo enabling the
applications, it is expected that the planning, execution and the monitoring applications
become more efficient, transparent and scientific, and thus support governance solutions.
Collection, maintenance and updation of departmental MIS data are carried out by
the stakeholder departments. The KGIS will access the MIS data of the Dept. for GIS
applications through agreed data services. The data services will be consumed by the GIS
application which in turn will provide information to support the DSS. KGIS will also provide
a link service for embedding Unique KGIS code into the Departmental MIS databases at their
end.
6.1 MIS-GIS Data integration under Version-1
The 49 POI layers corresponding to seven GoK Departments are considered under
K-GIS Version-1. The MIS data shall be obtained as one time dump for understanding the
data and related schema. A common coding system will be used for retrieving the GIS and
MIS data. KGIS shall develop a file based linkage between the dump MIS data and GIS Asset
data. Live link will be established with department MIS data after testing the GIS-MIS
integration at file level. The departmental MIS data availability under Version-1 is listed in
Table-6.1. A Schematic picture representing the MIS and GIS relation of School Asset is
described in Fig. 6.1.

7 Quality Assurance
Quality assurance (QA) is a set of approaches which is consciously applied when
taken together and tends to lead to a satisfactory outcome for a particular process. The QA
system encompasses all aspects of mapping workflows, procedures and standards. Based on
these guidelines a QA system will employ documented procedural rules, use predefined
templates and closely managed processes into which various checks are built. Quality
controls (QC) and quality audits are important checks with in the Quality assurance system,
the QA approaches are comprised in the following aspects which makes a part of Quality
assurance system.

The GIS database shall be checked for two main components such as feature layer
classification correctness and the procedure checks for attributes of the classification. A
comprehensive quality control program for ensuring the quality of data has to be followed
based on the criteria provided and permissible accuracy. The measure of accuracy derived
based on the allowable limits would fall under one of the following heads viz. spatial
reference, physical accuracy, logical accuracy and validation.
7.1 Metadata Conformity
Metadata is data that provides information about other data. K-GIS Metadata
Standard defines the schema required for describing geographic information and services as
Metadata. The Standards must provide information about the description, source,
generation, identification, extent, quality, spatial and temporal schema, spatial reference
and dissemination of information (Table-7.1).

7.2 Spatial Reference Conformity Check
The Geographic co-ordinates (Latitude, Longitude) and map projection co-
ordinates(X,Y) should correspond to WGS 84 datum and UTM zone No:43. This
conformation will be verified under the Spatial Reference Conformity Check.
7.3 Schema Conformity Check
Schema consists of spatial data, unique KGIS code, Departmental unique code links
to the hierarchy and normalized tables. The data structure will be checked against the set of
fields and their relations defined in the Schema document.
7.4 Topology Check
The topological checking of feature class will be carried out for point, line and
polygon layers using following rules.
Point: Point must be properly inside, must coincide with and must be disjoint.
Line: Multipart line, checking cutbacks in lines namely over shoot or undershoot,
Pseudo nodes and Dangles on line feature.
Polygon: invalid Geometry such as finding polygon slivers, Gaps or hole in features,
multipart polygon features, checking cutbacks in polygons and polygon overlap.
7.5 Validation of Data
The validation of data will be carried out in the following steps;

Thematic data generated using Remote Sensing technology will be validated with
reference to the satellite image.
The departmental data will be validated with the information provided by the
concerned departments.
The mapping of departmental assets will be done by respective departments.
KSRSAC will provide the GIS based mobile application and training for the collection
of asset co-ordinates from the field. The collected asset data will be validated in
collaboration with the concerned departments.
7.6 QA Checklist for Layer Certification
The quality checking of both existing and fresh layers, data sheet can be maintained
for all layers by the QC person as per K-GIS standards. The step wise QC parameter to be
checked and recorded for each layer is mentioned in Table-7.2. The quality assurance of
each layer is accepted only after achieving more than 90% of quality checking parameters is
met, as per the Standards.

8 Summary and Way Forward
K-GIS consist of 242 total content layers, of which there are 105 layers created in
Version-1, there are 50 layers were readily available and 55 layers including POI layers
correspond to seven Departments will be created newly. The Version-1 layers will be
migrated into new KGIS spatial framework created under Version-2. The Version-2 is an
updated and complete form of K-GIS contents, the list is bound to grow as more users
define their needs and drive the application developments.
K-GIS, built on the context of GIS implementation in the State and to address the
Governance-Enterprise-Citizen model. K-GIS is a critical system for governance and designed
for flexibility for growth and technology upgrading, and it should have robust capacity
especially taking into account very large volumes of data in the government and the dense
nature of spatial data. Since it requires dynamic information, assured-updated seamless
digital data of a wide range of features essence to establish a complete K-GIS and it is
designed for functioning continuously.
