ಇಚ್ಛಿಸು ರಸಿದಧ/ ರಿಣಿತ/ ಅನುಭವಿ ಸಕಾಾರೆೋತರ ಸಂಸ್ಥೆಗಳು / ಏಜೆನಿಿಗಳ ತಿಯಂದ ಆಸಕ್ತಿ ಅಭಿಯಕಿ (EoI) ರಸ್ಾಿನೆ

ಆಹ್ಾಾನಿಸಲಾಗಿದೆ. ಆಸಕ್ತಿ ಅಭಿಯಕಿ (EoI) ರಸ್ಾಿನೆಯು ಒಟುು 6 ಅನುಬಂಧದ ದಾಖಲಾತಿಗಳನುು ಹ ಂದಿದುು, ಇದರಲಿಿ

ರಸ್ಾಿನೆಯ ನಮ ನೆ, ಲಗತಿಿಸಬೋಕಾದ ದಾಖಲಾತಿಗಳು, ರಸ್ಾಿನೆ ಸಲಿಿಸು ವಿಧಾನ, ಅರ್ಾತ, ರಂರಾಗತ ಕೃಷಿ ವಿಕಾಸ

ಯೋಜನೆಯ ವಿರಗಳು, ಬಂಬಲ ಸಂಸ್ಥೆಯ ಕತಾಯ ಮತುಿ ಜಾಬ್ಾುರಿಗಳು, ನಿಬಂಧನೆಗಳು, ಇತ್ಾಯದಿ ವಿರಗಳನುು

Inviting EoI proposals for selection of support agencies

for implementation of PKVY

Department of Horticulture, Government of Karnataka invites

Expression of Interest proposals from reputed and experienced organizations / NGOs /

Firms / Agencies interested to serve as support agencies for implementation of

Paramparagata Krishi Vikas Yojana (PKVY) to be implemented in Karnataka state

during the period 2018-19 to 2020-21. The EoI proposal document comprises of 6

no of annexures including proposal format, details of supporting documents, mode of

submission of the proposal, mode of selection, eligibility criteria, scheme details, roles

and responsibilities of supporting agencies, terms and conditions, etc., which can be

downloaded from website www.horticulture.kar.nic.in. The filled in EoI proposal

along with all the necessary supporting documents in sealed cover addressed to

Joint Director of Horticulture (Biotechnology), Hulimavu, Bangalore should be

submitted in hard copy to the office of the Joint Director of Horticulture

(Biotechnology), Hulimavu, Bannerghatta road, Bangalore-76 and proposals in

any other mode will not be accepted.

Salient features of PKVY scheme

Objectives:

• To enhance soil fertility and productivity increasing life in soil • Training and consumer awareness on organic farming • To reduce the cost of production • To improve farmers’ income through production of quality produce and marketing • Value addition, processing, packing, labeling of organic produce for better marketing. • Aims to increase PGS certified area in the state. • To make environment safe and pollution free and also to protect health of human beings

and animals.

Activities

• Mobilization and formation of PGS groups and clusters in FPO areas by Department of Horticulture

• Training programmes on Organic conversion • Components supplementing organic farming in the project area • Integrated manure management and traditional organic input production • Documentation of Organic conversion process • PGS Certification • Packing, labeling and branding of organic products. • Providing marketing linkage

PGS groups and clusters

• PGS group = 20ha, minimum 20 farmers, in 1 or 2 villages • 25-50 PGS groups = 1 cluster of 500-1000ha • Cluster area to be as contiguous as possible • Clusters to be formed in existing FPO areas or new FPOs to be created • Each cluster to have at least 65% SF & MF • Horticulture cluster may include agriculture crops as well

Roles and responsibilities of Support Agency

Basic survey of the cluster chosen for organic conversion and marketing

potential.

Deployment of manpower as lead Resource Persons (LRPs) for effective

implementation of programme. One LRP shall be deployed for minimum of

100 farmers (means one LRP for 5 PGS groups having a total of 100 ha area).

The empanelled agencies shell submit the list of LRPs chosen, with details of

names, qualification, experience and contact number.

Group/ cluster formation through mobilization of interested farmers

Collection of basic data such as Aadhar card/ PAN card/ Voter 10 card, land

details and bank account No (for DBT), last 3 years farm history.

Helps in registration of local groups and ensure generation of user ID and

password for data uploading on PGS-India website

Facilitate local group in data uploading and management on PGS website/ state

Annexure-III

Mode of selection of supporting agencies and Eligibility criteria

EoI proposals received in required format would be evaluated in three stages as

indicated below.

1. Minimum entry eligibility criteria

2. Pre-requisite qualifying criteria

3. Performance qualifying criteria

In the first stage, the agencies meeting the minimum entry eligibility criteria

would only be considered for second stage pre-requisite qualification and those

getting through the pre-requisite qualifying criteria would finally be considered for

performance qualifying criteria for which a score card is employed, from among

which the final list would be empanelled. A committee of officers of Department of

Horticulture if need be, would visit office sites, etc., to ascertain the factual position

and would evaluate the proposals.

Evaluation Criteria for minimum entry eligibility criteria:

1. Legally Registered register number under relevant act

2. Copy of PAN card.

3. Copy of GST Registration Certificate

4. Furnishing of the required EMD of Rs. 81,500 in the form of DD drawn in

favour of Director of Horticulture, payable at Bengaluru.

5. Annual reports for the years 2015-16, 2016-17 & 2017-18

6. Financial turn over for the years 2015-16, 2016-17 & 2017-18 to be supported

by CA Audited balance sheets

7. Income tax clearance certificate for the years 2015-16, 2016-17 & 2017-18

Only those bids qualifying the above mentioned minimum requirement would be

considered for 2nd

stage pre-requisite qualifying evaluation which takes into account

physical infrastructure (10 marks), social infrastructure (25 marks) and experience in

implementing projects in agrarian sector (20 marks). Those agencies scoring atleast

50% (27.5 marks) in 2nd

stage pre-requisite qualifying would only be considered for

3rd

stage performance qualifying evaluation, which takes into account experience in

implementing organic projects (30 marks), special achievements in the relevant (5

marks) and road map / plan of action for implementation of PKVY during the period

2018-19 to 2020-21 (10 marks). Final ranking list would be prepared based on the

aggregates scores from the 2nd

and 3rd

stage evaluation.

Annexure- V

Mode of Submitting the proposal:

1. The EoI proposal document comprises of 6 no of annexures including

proposal format, details of supporting documents to be enclosed, mode of

submission of the proposal, mode of selection, eligibility criteria, scheme

details, roles and responsibilities of supporting agencies, terms and conditions,

etc.

2. EoI proposal document can be downloaded from website

www.horticulture.kar.nic.in.

3. The EoI proposal in sealed cover addressed to Joint Director of Horticulture

(Biotechnology), Hulimavu, Bangalore should be submitted in hard copy to the

office of the Joint Director of Horticulture (Biotechnology), Hulimavu,

Bannerghatta road, Bangalore-76 and proposals in any other mode will not be

accepted.

4. The agency shall deposit an Earnest Money of Rs.81,500/- in the form of

Demand draft drawn in favour of Director, Department of Horticulture, payable

at Bangalore, at the time of submitting the EoI proposal.

5. The EoI proposal full in all respects, should be submitted in a properly sealed

envelope/ enclosure, duly super scribed as “EOI proposal for working as

Supporting Agency for implementation of Paramparagat Krishi Vikas

Yojana (PKVY) in Karnataka” . EOI should be addressed and submitted to

Joint Director of Horticulture, Biocentre, Hulimavu, Bannerghatta road,

Bengaluru-76.

6. The proposal should be submitted in hard copy in required format with all the

relevant and required supporting documents and proposals in any other mode

will not be accepted.

7. The EoI proposal should reach the office of Joint Director of Horticulture,

Biocentre, Hulimavu, Bannerghatta road, Bengaluru-76 latest by 10-12-2018

before 5.30 PM. The proposal may be submitted in person or by registered/

speed post to ensure its safe and timely delivery.

Annexure- VI

Terms & Conditions

1. The last date of submission of the EoI is 10-12-2018.

2. Opening of the bids is on 11-12-2018 from 11.00AM onwards in the presence of

the interested bidders.

3. The Technical group of Directorate will scrutinize the proposals and if need be

would visit the offices/ sites of the applicants.

4. The Organization/Agency should enclose copy of their registration.

5. The Organization should have its own groups of experts to handle Organic

Farming Project independently (proof of the same is to be enclosed).

6. There should not be any pre-conditions of advance payment or time limit, what so

ever. Any project submitted will be taken as an absolute without any pre-condition.

7. The acceptance of the project depends on the approval of the State Level

Executive Committee (SLEC) as well as sanction of funds by Govt. of India.

8. Pattern of training and implementation of the scheme should be well defined in the

road map.

9. The annual turnover of the organization should not be less than 25 lakhs per

annum on an average during the last 3 financial years of 2015-16, 2016-17 &

2017-18. That means, the total turn over during the mentioned 3 years should not

be less than Rs.75.00 lakhs. This should be supported by Audited statement of

account for the last 3 years.

10. EMD of Rs.81,500/- in the form of DD drawn in the name of Director, Department

of Horticulture, payable at Bangalore should be enclosed positively, without which

the proposal will not be considered.

11. Copy of PAN card, Copy of GST Registration Certificate is to be submitted).

12. The organization shall submit an affidavit from Notary that “The

Agency/Company has not been blacklisted/deregistered/barred by the State

Government or Union Government.

13. Credibility of the Organization/agency should be proved with the copy of repeated

work orders for such work and the copy of C-3 Certificates issued by

APEDA/accredited Certification Bodies.

14. The organization in co-ordination with regional councils must facilitate

development of Organic Package of Practices for each identified horticultural

crops.

15. The organization must prepare Organic crops database.

16. After the project period the service provider has to facilitate Permanent and

sustainable Marketing Linkage.

17. The organization should have the plan of action within the time line stipulated by

GoI guidelines. Timeline and time limit has to be for accomplishment of

deliverables and deliverables specified in programmes must be achieved.

18. The successfully empanelled support agencies selected shall enter into MoU with

the department regarding the roles and responsibilities and other relevant details

and shall pay a security deposit of 5% of the budget expected to be handled/ routed

by/ through them.

19. The supporting agencies shall enclose all the necessary certified documents in

support of their minimum entry eligibility, Pre-requisite qualifying criteria and

Performance qualifying criteria.

Post contract retention criteria

The successfully empanelled support agencies shall enter into MoU with the

department regarding the roles and responsibilities and other relevant details and shall pay a

security deposit of 5% of the budget expected to be handled/ routed through them.

After entrusting the contract to the empanelled agency, their performance would be

evaluated at regular intervals with regard to success indicator parameters. Though, the agency

as per scheme guidelines, is required to achieve all the objectives within the scheme period of

three years, performance would be evaluated on deliverables as well, within the specified

period. A committee constituted by Department of Horticulture, would periodically evaluate

the performance of the agencies on the following deliverables.
