ABOUT THE SCHEME. A new scheme for creating rural electricity infrastructure and completing household electrification. It was launched by Hon’ble Prime Minister Dr. Manmohan Singh on 4th of April, 2005. The scheme has been launched to fulfill the commitment of National Common Minimum Programme (NCMP). The commitment was of completing the household electrification in next 5 years and modernizing the rural electricity infrastructure.

WHY WAS IT NEEDED? Since Independence so far only about 44% rural household could be given access to electricity. More than one lakh were still to be electrified. This programme involves providing access for electricity to 7.8 crore rural household in the next 5 years. To accelerate rural development, generate employment and eliminate poverty through development in the areas of irrigation, small scale industries, KVI industries, etc.

PRINCIPLE AIMS OF RGGVYThe principle aims of RGGVY being implemented since 2005 are following :- Electrifying all the villages and habitations. Providing access to electricity to all rural households. Providing electricity connection to Below Poverty Line (BPL) households free of costs.The scheme has a target of electrifying 1,25,000 villages.

STRATEGYThe scheme provided ninety percent of the capital cost of the programme by Central Government as grant for creating :- Rural Electricity Distribution Backbone (REDB) with at least one 33/11 KV (or 66/11 KV) in each block.Village Electrification Infrastructure (VEI) with at least one distribution transformer in each village/habitat.Decentralized Distributed Generation (DDG) Systems where grid system is not feasible or cost-effective.

CONTRIBUTION OF CENTRAL GOVERNMENT•The Central Government had approved Rs.5000 crore for providing capital subsidy for this scheme in the remaining period of 10th Five Year Plan.•The total cost of the scheme is Rs.16000 crore which also continued during the 11th Plan Period.•The scheme also lays special emphasis of sustainability of rural supply through the collection of the cost of electricity from beneficiaries.

•The State Govt. will be free to provide appropriate targeted subsidy to the poor households.•The scheme has also offered the project implementation and management expertise of its Central Power Sector Undertakings like NTPC, NHPC and DVC to the states who are willing to make use of these services for insuring timely completion of the project in this scheme.

RESULTS According to the Evaluation Report on this scheme:-• The no. of Un-electrified villages covered were 79.9% and the no. of electrified villages covered were 53%.• The coverage for BPL people was 100%• Hardly any of the public institutions were covered.• The availability of funds was mostly made on time.• The Hardware quality was operation but the maintenance was not timely.• Electricity is supplied for an average of 13 hours in each village.
