PROCEDURE FOR VERIFICATION BY INTER MANDAL TEAM:

1 Step One: DWSM Verification by Inter Mandal ODF Verification Team

At this level, a Gram Panchayat that has arrived at its self determined ODF date is verified by

the Inter Mandal Verification Team on behalf of DWSM to check the status of the

community. Verification will be undertaken through a Peer Review Process that will be

supervised by DWSM whose composition is described below. 1.1 Composition of Mandal ODF Verification Team

To prevent bias, assessment in one GP / Mandal will be undertaken by members from

another Mandal, but avoiding reciprocal assessment arrangement. The DWSM constitutes

Mandal ODF Verification DWSM may form multiple teams at Mandal level based on numbers

of Gram Panchayats request for ODF verification.

Each team to comprise of at least four members and should be unbiased and should not

represent from the Gram Panchayats under verification. The constitution the team from the

departments is mentioned in point no. 5 in the ODF verification process. All the members are to be well oriented with the ODF verification process and the ODF

indicators before they conduct verification exercise.

1.2 Verification Process for Mandal ODF Verification Team for verifying Gram Panchayat

The Mandal ODF Verification Team(s) undertakes 100% verification of the ODF claim of the

Gram Panchayat(s). Some of the basic indicators to be verified are:

I. Confirm the total number of households in the community currently II. Confirm the total number of latrines in the community and how many households

use them III. If there are households without access to latrines, find out where such households

defecate i.e. do they share or do they defecate in the open.)

IV. Go round the community and check if each latrine is:

a. Completed b. Being used c. Has a superstructure d. Floor free of faeces and urine

V. Check if hand washing facility is available in or near the latrines.

VI. Check if there is evidence of use

VII. If the hand washing facility has water, ash or soap

VIII. Check all former open defecation sites, bushes close to homesteads and general

environment for faeces

1.3 Feedback and reporting:

I. At the end of the exercise, the team discusses its findings with community members

and informs them of the basis of the decision.

II. If all households comply with the verification criteria the village is verified as ODF, the

community is informed of the next steps of certification and possible celebration. III. If not all the assessment criteria is met, the gaps will be discussed with the

community and recommendations made

IV. Community then addresses the gaps, conducts another self assessment and reapplies

for verification.

1.4 Funding for Verification

The DWSM will be expected to budget for the verification exercises out of SBM (G) funds.

1.4.1 Honorarium for Inter-Mandal ODF Verification Team & other logistics cost.

Each of the team members will be paid a sum of Rs. 1200/- as honorarium per Gram Panchayat

for conducting verification exercise. DWSM is to additionally organize for transportation and

other logistics cost of the ODF Verification Team. The cost is to be met out of district SBM (G)

fund. The Inter-Mandal Verification Team will be responsible for the report submitted to

DWSM on the veracity of ODF status. The verification should be completed within 2-3 days.

PROCEDURE FOR VERIFICATION BY STATE LEVEL THIRD PARTY TEAM:

2.0 ODF Verification by APSWSM

The DWSM recommends the names of the Gram Panchayats to APSWSM which have

qualified 2nd stage of verification undertaken by Inter Mandal ODF Verification Team as a

part of internal assessment of respective DWSM. On receipt of applications from DWSMs,

APSWSM will send the State ODF Verification Team consisting of APSWSM Officials,

2.1 State ODF Verification Process (Sampling Method)

There exist too many households for verification teams to visit each and every home. Thus,

sampling methods should be implemented. This protocol recommends the following sample

sizes for Gram Panchayats.

For Gram Panchayat level verification, this protocol recommends:

I. All the villages of the GP will be verified for ODF II. From each village a sample of 10% households will be verified including all

habitations III. All the institutions such as schools, AWCs and others within the village will be verified

2.2 Criteria for ODF verification

I. No visible signs of human excreta within the community (this means a complete

absence of exposed fecal matter that can be accessed by houseflies, whether in toilet

facilities, surrounding bushes/shrubs or refuse dumps etc).

II. All households have access to a latrine which should not facilitate faeco-oral

transmission:

a. The water seal is adequate b. The floor should be free of faeces and Urine c. Superstructure that provides privacy

III. All households have a hand washing facility near the latrine a. Be in use b. Evidence of soap/ash and water

2.3 Step 3: ODF Declaration

Gram Panchayats can be declared to have achieved ODF status after receiving

comprehensive Verification Report from State.

2.4 Third Party Evaluation for Concurrent Monitoring

For concurrent monitoring team will be drawn from credible institutions/ organizations i.e.

NGO’s, CBO’s, professional organizations etc. or from individuals who have demonstrated

skills and expertise in CLTS/ PRA etc. They will be identified through a short-listing process

coordinated by the APSWSM/ DWSM and trained on the 3rd party concurrent monitoring

and evaluation process. The APSWSM will compile the list of organizations and individuals

accredited to be certification teams and provide this to the DWSMs. The DWSMs will engage

the certification teams directly.

2.5 Coordination Procedures

APSWSM will send Accredited Third Party a visit to the community to do its own assessment

of the community’s status periodically after a GP has been declared ODF. The Accredited

Third Party’s assessment will be done based on the Team’s own assessment of the general

environment of the community and a visit to former OD places and latrines that have been

constructed in the community.

The process of evaluation is similar to the process of verification with strong involvement of

the CLTS committee and the natural leaders. On completion of the Third Party assessment, a

community meeting is called and the findings announce

I. The Third Party Concurrent Monitoring & Evaluation will be carried out by accredited

independent institutions/organizations that have previous experience in sanitation –

CLTS / PRA.

II. The Third Party team makes travel plan randomly selecting 10% of the certified

villages

2.6 Honorarium for State ODF Verification Team &other logistics cost

APSWSM will pay a sum of Rs. 2000/- per GP to each of the team members for conducting

the State Level Verification Exercise. APSWSM / hosting DWSM is to additionally organize for

transportation and other logistics for the State Level ODF Verification Team. The cost is to be

met out of APSWSM SBM (G) fund.
