म खिनज संर ण एंव िवकास िनयमावली, 1988 के िनयम का उ लंघन । महोदय, अ ोह ता री ारा िदनांक 03.02.2016 को ी िवजयकुमार िसंह चौहान, खान ब धक क उपि थती म उपरो त खान का िनरी ण िकया गया था और खिनज संर ण एवं िवकास िनयमावली, 1988 के िनि निलिखत िनयम का उ लंघन पाया गया है ।

िनयम उ लंघन के कार का िव तृत योरा 13(1) The mining operations in the lease area are not carried out as per modified scheme

of mining approved vide letter No. MSH/MECH/-37(MAH)Goa/2012-13 dated 12.03.2015 and following deviations are observed during inspection. a) It was proposed under production in table-22 for recovery of 70% of usable grade

bauxite (+30 Al2O3) by dump rehandling during the year 2014-15 and 2015-16 from Dump-1 & Dump-2 and remaining 30% waste was planned as backfilling for reclamation & rehabilitation of mined out area of pit. It was observed during inspection of mine that these two dumps are still found intact and not re-handled for recovery of usable grade bauxite.

b) It was proposed under insitu bauxite production in table-21 that -12mm screened mineral reject will generate @18% and will be directly sold to cement industries. It was observed during inspection of mine that -12mm screened mineral reject is being partially sold to M/s Ultratech Cement Ltd. and different stacks are made for remaining quantity inside the pit; where reclamation & rehabilitation is proposed. Necessary permission taken from State Government to sell the bauxite, being captive mine may also be submitted in support of reply.

16(1) The murrum waste material obtained during mining operations shall not be allowed to get mixed with usable minerals above threshold limit. Waste OB and mineral reject shall not be allowed to dump at common place and should be stacked separately on the ground earmarked. It is observed during inspection that there are two dumps D-1 & D-2 located near Pit-1 & Pit-2 common for morrum and sub-grade bauxite. The sub-grade bauxite is allowed to dump with morrum on common waste dump. It is against mineral conservation.

45(5)(a) It is observed on scrutiny of office records that Annual return for the year 2014-15 of the mine has been submitted offline in hardcopy with following discrepancy. i) Part I-12.0: Area under waste disposal is kept zero in forest & non-forest area;

however total area is kept 3.20ha. j) Part II-3.(i): Total number of mandays for foreman, mining mates, face workers

& loaders are separately not indicated under direct & contract. k) Part III-1.0: Merely 35 ltrs diesel consumtion is reported for different non-electric

mining machineries deployed at mines for 4,06,500t ROM production; which is incorrect. Quantity & value of lubricant & grease is also not indicated.

l) Explosive is used in the mines in OB and/or ore benches; however, quantity consumed during 2014-15 & estimated quantity for 2015-16 are striked out as nil & indicated as not applicable on top of the table.

m) Part V-3.0: Balance reserves & resources at the end of the year is kept nil; although mines is in operation and bauxite production achieved during 2015-16.

n) Part V-4.2(C): Total 1,03,501t of waste quantity removed during the year; however, how much quantity was backfilled or disposed in external dumps is kept blank along with cumulative quantity of waste backfilled or disposed in external dumps.

o) Part V-5.0: Details of different mining machineries deployed at mines; whether own or contract has been kept blank and indicated as not applicable.

p) Part VI-1.0: ROM production is divided in metal grade and cement grade; which is not required here and already indicated in subsequent grade-wise production table.
