    Description: Government of India in its recent initiative to upgrade its sea ports in-terms of cargo handlingcapacity has initiated measures to build two new ports. The first one will be in Andhra Pradeshand the second one will be in West Bengal. For this purpose government has set up anEmpowered Committee of Secretaries to do the feasibility study and ensure smoothimplementation. Both the ports will be developed and operated under the Public PrivatePartnership model. These two proposed projects are considered as Major Ports hence they willcome under the direct jurisdiction of government of India. Engineering Consultancy CompanyRITES has completed the feasibility report for both the proposed ports [1].

    The proposed port in Andhra Pradesh will be located at village Durgarajapatnam. It is locatedin Vakadu Mandalam of Nellore District of Andhra Pradesh [2]. The tentative cost forDugarajapatnam port has been estimated at Rs. 7988 crore by the Technical Committee set upby Ministry of Shipping [3].

    Protestors under the banner of the Ramayapatnam Port Sadhana Samiti(RPSS) joined by

    activists of different political parties to protest against the site of the proposed port. Accordingto the agitators, if the port will be located at Dugarajapatnam, it will threaten the natural habitatof over three lakh migratory birds, including flamingos and grey pelicans and affect thelivelihood over 40,000 fishermen. RPSS would move the National Green Tribunal soon againstthe Centres proposal to locate the new port at Dugarajapatnam [4].

    Project Details: The project will be developed as SPV model wherein the Centre would pitch in with74% and the balance 26% would be the contribution from the state government. Theprojects are likely to cost around Rs7,500 crore [7].
